Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 2,5047,000 (Rwanda Francs) yearly.
Introduction
The ILO Country Office in Dar es Salaam covers Tanzania, Kenya, Rwanda, Burundi and Uganda. This position is located in Kigali, Rwanda. The ILO strives to achieve decent work for all. It promotes social justice and internationally recognized human and labour rights. This work unit implements mandate of the ILO in the Country including the delivery of the projects outputs in collaboration with the Government, ILO country office in Dar es Salaam, technical departments in Decent Work Team (DWT) Pretoria, ILO Regional Office for Africa, HQ and social partners.
The UN in Rwanda is implementing a joint programme on ”Achieving Transformative Change in Rwanda Through Building Sustainable and Liveable Cities for All’.
The JP is contributing to UNDAP Outcome
- By 2023, people in Rwanda benefit from more inclusive, competitive, and sustainable economic growth that generates decent work and promotes quality livelihoods for all, and UNDAP Outcome
- By 2023, Rwandan institutions and communities are more equitably, productively, and sustainably managing natural resources and addressing climate change and natural disasters.
ILO, as one of the participating activities in the JP has been allocated some financial resources to implement activities that are focusing skills and enterprise development, social protection, and social dialogue.
Reporting lines:
Under the overall responsibility and direct supervision of the Director, ILO Country Office, Dar es Salaam the incumbent will work with a Technical backstopping of the Employment Specialist based in Dar es Salaam. S/he will coordinate with the Program and Finance units in CO Dar es Salaam and receive technical support from the DWT in Pretoria, and relevant technical departments in Geneva.
Description of Duties
- Provide inputs for the JP work plans for overall compliance with national and regional strategic priorities as well as with programming instructions.
- Conduct basic research and analysis and draft components of reports and presentations for situation analyses at the national level. Suggest baselines, milestones and indicators to measure, analyse and report on performance. Monitor and verify accuracy of programming data.
- Monitor and assess country development plans and priorities and make proposals to support the design and setting of objectives within the Decent Work Country Programme (DWCP) framework and stated priorities and outcomes.
- Draft substantive inputs for UN and ILO reports, project proposals, reports and other documents for monitoring and reporting purposes.
- Assist with the planning and organization of capacity building activities, including organization of training workshops, seminars and high-level missions.
- Participate in inter-agency fora and meetings with a view to identifying areas of common interest and joint activities, and to see seek partnership opportunities.
- Work closely with the constituents; the Government and social partners, United Nations system and other stakeholders in Rwanda, as may be directed by the ILO Country Director from time to time.
- Provide technical support to the tripartite constituents to ensure that their capacities are in enhanced to enable them to carry out their mandates and functions more effectively.
- Perform basic searches for information and prepare and update periodic reports, background information, briefing notes and statistical summaries.
- Draft and follow-up on administrative matters, including the on terms of reference for external collaborators, confirmation of funds, and other required administrative actions.
- Provide administrative and financial support for the organization of seminars, workshops, meetings and other events.
- Perform other relevant duties as assigned by the supervisor.
Required qualifications
Education
First level university degree (Bachelor’s or equivalent) in law, social sciences, business, economics, labour economics, and other fields relevant to the job.
Experience
Experience
Minimum of 2 years of professional work experience in programme and/or project planning, monitoring, implementation, and evaluation activities. Experience in programme and budget work and as well as working with UN organizations/ agencies, governmental offices, and international organizations, preferred.

• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

• Good interpersonal and communication skills and teamwork spirit
