Responsibilities

  1. Support development and/or appropriately adaptation of surveillance guidelines, tools, and indicators for effective disease surveillance at the national, subnational and community levels.
  2. Support the coordination of  surveillance technical activities and programs, within the context of outbreak and health in emergencies programme at the country  level
  3. Assist  the implementation of the International Health Regulations (IHR) activities including participation in the process of verification and risk assessment on reported public health events in close coordination with WHO and the Federal/State Ministry of Health
  4. Contribute to the development of the office’s internal capacities on surveillance for the effective and sustained surveillance of epidemic prone diseases through training, on field investigation, detection, data management, and rapid response to epidemics and health outbreaks.
  5. Participate, in collaboration with other team members including the Displacement Tracking Matrix, DTM, real-time analysis of outbreak intelligence data, from a broad range of sources including non-health sectors, for epidemic forecasting and detection.
  6. Support/conduct health needs assessments among displaced populations, collecting and reporting of data from IOM supported health clinics/facilities and dissemination of resultant reports as appropriate within the set timelines.
  7. Propose enhancements to  data collection tools and implement proper backups, restore, data validation, and security procedures to ensure data integrity and availability. This will includes reviewing and/or developing reporting format,  monitoring data collection at the field level, cleaning and analysing the data. Provide capacity building to IOM staff and partners on health information management system.
  8. Contribute to IOM’s work on integration of migration data modules into the national health surveillance system
  9. Support  the effective coordination for rapid assessments, surveillance, and response activities for epidemic-prone diseases in consultation with other migration health personnel, Regional Office as well as local, regional, and national health entities and other international health partners including UN agencies and NGOs.
  10. Support the analysis, systematization, and dissemination of  scientific and evidence-based technical information and knowledge; support the development of the IOM Situation Reports, other related regular and ad- hoc surveillance reports.
  11. Undertake regular field  visits to follow up on the  implementation of surveillance activities, identify gaps, and recommend corrective actions based on key performance indicators.
  12. Work as a technical focal point, to provide  support in preparedness and response activities at national level and liaising with all partners, including IOM’s emergency preparedness and response plans and implementation, and monitoring.
  13. Perform any other related duties, as required by the supervisor.

Qualifications

Education
  • Essential: First level university degree in medicine, Public Health, Environmental Health, Nursing, epidemiology, statistics, or database management from an accredited/recognized institute.
  • Desirable: Advanced university degree in public health, quantitative epidemiology, or health related field. Specialized training in communicable diseases.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
  • At least  two  years’ related experience, at the national and/or international levels, quantitative epidemiology and the implementation of public health surveillance, outbreak investigation and response in humanitarian settings.
  • Prior humanitarian working experience at field level with IOM, other UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization with expertise in disaster and outbreak response.
Skills
  • Demonstrated knowledge of surveillance and monitoring systems as related to emergency response relief operations, complemented by skills in the field of epidemiological or statistical data collection, assessment, analysis and the evaluation and monitoring in a public health context.
  • Proven ability to multitask across various planning and implementation processes within a highly demanding environment.
  • Demonstrated knowledge, competency, and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness, and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations and the use of event based and indicator-based surveillance, as well as descriptive epidemiology and principles of public health in communicable disease surveillance and response.
  • Excellent knowledge of Microsoft Office applications.
  • Working knowledge of online data collection applications, statistical analysis packages (Stata, SPSS, etc.).
  • Working knowledge of GIS mapping software (or similar) would be an asset.
Languages

For all applicants, fluency in English and Kinyarwanda is required (oral and written).

Working knowledge of French is desirable.

IOM’s official languages are English, French and Spanish.
