BACKGROUND

Organizational Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN system in Rwanda is committed to strengthening its support to the country’s National Strategy for Transformation (NST1) through its strategic interventions included in the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2018-2024 and its accompanying Gender Mainstreaming strategy.
In this context the monitoring and evaluation function cuts across the UN Women Rwanda country office programmes embodied in the Strategic Note 2018-2023 as well as the UNSDCF 2018-2024 when it comes to monitoring, evaluation and reporting on the progress towards key Results areas and those contributing to gender equality, in particular. Over 70% of the country office programmes are implemented through Joint Programmes in collaboration with other sister UN Agencies and the position is expected to be extremely resourceful to the planning, monitoring, evaluation and reporting of those Joint Programmes including by liaising with peers assuring the same function in other participating UN Agencies.
This will enable the country team to continuously establish and implement programmes focused on gender equality and women’s empowerment and to mainstream gender into the work of the UN system as a whole.
At agency level, the PMER Specialist will not only work closely with the programme management team under the technical coordination of the National Programme Officer/Head of Programmes but also he/she will closely collaborate with the Regional Strategic Planning and Coordination team in their oversight role.
Reporting to the Country Representative and in close collaboration with the Head of programme, the Planning, Monitoring, Evaluation and Reporting Specialist will provide support to the RWANDA Country Office colleagues in planning by incorporating monitoring and reporting into programme formulation as well as tracking against Strategic Plan/Strategic Note targets and the reporting of results to internal and external audiences.

DUTIES AND RESPONSIBILITIES

Functions
- Provide guidance to the CO/MCO in incorporating monitoring and reporting into programme formulation
- Provide quality assurance of program documents through review of results frameworks in order to meet SMART criteria;
- Manage the development of performance indicators, monitoring schedules, monitoring plans including field visits, and quality assurance processes; ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme formulation;
- Coordinate annual work planning, monitoring, reviews and reporting;
- Ensure alignment between the office Annual or Biennial Work Plan (A/BWP), the corresponding Monitoring, Evaluation and Research (MER) Plans and UN Women Strategic Plan;
- Provide strategic guidance to partners and the country office in developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys;
- Provide advice to country office in the clearance of donor agreements and Programme Cooperation Agreements;
- Ensure sufficient funds for monitoring, evaluation and reporting at country level.
- Provide technical guidance to the country office and oversee monitoring and tracking of results against country level targets and UN Women Strategic Plan
- Ensure data collection and analysis from field visits are coordinated and standardized across programmes;
- Monitor data from partners on a quarterly basis and draft regular management briefs to inform decision making;
- Visit partners to support planning processes and monitoring of results;
- Lead the review of financial reports based on contractual obligation;
- Monitor the spending of donor funds and other programme expenditures and disbursements;
- Develop and monitor the Country Office Monitoring, Evaluation, and Research Plan.
- Oversee reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
- Coordinate and provide technical guidance to the country office in meeting internal and external reporting requirements and deadlines, including annual reporting process;
- Finalize donor and programme reports (both narrative and financial);
- Ensure use of relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting;
- Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
- Ensure the availability (including collecting and maintaining) of data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
4. Provide technical support to the Country Office in the implementation the UN Women Evaluation Policy and the monitoring, reporting and coordination function of the UNSDCF
- Provide technical support to the implementation of UN Women’s Evaluation plan at the country level;
- Provide guidance to the Country Office programme staff on evaluations;
- Ensure communication between the country Office and Regional Office regarding evaluations;
- Represent the country office in monitoring and evaluation working groups in the context of United Nations Sustainable Development Cooperation Framework (UNSDCF) and UNSDCF Results Groups (RGs).
- Coordinate the Country Office contribution to Results Groups monitoring, evaluation and reporting function including but not limited to UNINFO data management.
5. Contribute to knowledge building and capacity building
- Identify and disseminate good practices, lessons and knowledge; as identified through programme implementation, monitoring and evaluation activities;
- Develop capacity development tools, including training materials and packages;
- Manage capacity building opportunities of staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);
- Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.

REQUIRED SKILLS AND EXPERIENCE
|
Recruitment Qualifications.
Education and certification:
- Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women’s Studies is required.
- A first-level university degree in combination with seven additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
- At least 5 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
- Experience in the United Nations systems and/or International Organizations is an asset;
- Field experience is an asset.
Language Requirements:
- Fluency in English is required
- Knowledge of the other UN official working language is an asset;
- Working Knowledge of Kinyarwanda is an asset.
