Mission and objectives

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both societies at large and the individual volunteer by strengthening trust, solidarity, and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity, as well as the values that sustain it: free will, commitment, engagement, and solidarity. Under the UNV East and Southern Africa Regional Office (Nairobi, Kenya), the UNV Field Unit Rwanda is the first entry point for partners wishing to engage with UNV at country level. It offers UNV services and solutions to government partners, UN entities, civil society, and the private sector. It conducts scoping and delivers UNV advisory services on volunteer promotion initiatives. The Field Unit mobilizes, oversees, and facilitates the work of a growing number of national and international UN volunteers in the country in collaboration with host agencies and beneficiary communities

Context

The Field Unit mobilizes, oversees, and facilitates the work of a growing number of national and international UN volunteers in the country in collaboration with host agencies. The UNV will support the Field Unit in the daily UNV management including, outreach volunteerism awareness activities, field visits, UNV recruitment process, support to Host Entities in terms of administration and HR management of UNVs.

Task description

Under the supervision of the UNV Country Coordinator, the Programme Assistant will undertake the following tasks: – Support the Field Unit in mobilization activities and UNV recruitment process; – Create UNV assignments in the Unified Volunteer Platform (UVP); – Work closely with recruiters on recruitment related activities; – Contact potential candidates to check their interest and availability for assignments; – Arrange interviews in consultation with host entity; – Support the HE in the preparation of the recruitment report; – Monitor the accomplishment of required tasks in UVP and support candidates accordingly; – Advise selected candidates on different documents to complete; – Prepare briefing package for newly recruited UNVs, – Arrange orientation/security briefings; – Facilitate visa applications for new recruited International UNVs; – Interact with newly deployed UNVs to ensure successful settlement and integration with host entities institutions; – Maintain personal files of UNVs ensuring that all correspondence and matters requiring action are brought to the attention of the Country Coordinator; – Keep track of contracts’ status of all volunteers including contract extensions, resignations, terminations and follow up on respective replacements; – Maintain up to date the list of serving volunteers; – Support separating UNVs with exit formalities (different exist tasks in UVP and documents to complete); – Ensure that outgoing UNVs submit mandatory reports (VRA & VPA); – Monitor the implementation of the Field Unit Annual Work Plan; – Monitor execution of Field Unit allocated budget; – Participate in outreach activities with universities aimed at raising awareness on volunteerism and increasing national talent pool; – Work with UNVs for their inspiring stories in the quarterly Turikumwe Newspaper; – Assist in planning and coordinating UNV events such as International Volunteer Day and volunteerism promotion activities.

Required experience

3 years of experience in • office and HR management is an added asset; • Experience in communication and use of social media; • Knowledge of MS Office: MS Word, Excel, PowerPoint, etc…; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Ability to work with partners.

Kigali, the capital of Rwanda, has undergone an incredible period of rejuvenation and stability that is clearly visible the moment you step out into this beautiful city. Concerning transport, even though motorcycle taxis are not recommended, they are the fastest way to get around this metropolis. Helmets are provided, but it is better to have your own helmet. You can also take a standard taxi. Those with a yellow stripe will be run by individuals, while the majority will belong to either Kigali Taxi Service (3122) or Kigali Airport Taxis (476586). Public transportation is the cheapest way to get around Kigali, and many of the buses are new and well-maintained. You can also take these buses farther afield; expect to pay a fare based on distance. Transport prepaid cards are available for passengers at each bus station, and you can load a minimum amount of two hundred Rwandan francs (200RWF). If public transport isn’t your style, cars are available for rent or purchase in Kigali. Major investment has been made in infrastructure, including roads, and congestion in this city has never been particularly bad. Accommodations are found easily and at the relevant standards and recreation infrastructures (swimming pools, aerobics, etc…) can be found in the various places. Shops and markets are available with necessary items including imported goods, home furnishings and electrical appliances and vehicles spare parts. Public and private health facilities are available in Kigali and some of them such as King Faisal Hospital, Legacy Clinic, Hôpital la Croix du Sud, etc …work with CIGNA insurance. The above Hospitals have necessary health equipment; ambulances, adequate health services and can handle any emergency. Kigali is an exceptionally safe city. However, in case of emergency, there are several emergency numbers in Kigali, so be sure to know which to call. You can reach the police on a special line by dialling 999. Fire fighters can be reached at 111 and the emergency services are at 112. If you have or see a traffic accident, call 113. The contract lasts for the period indicated above with possibility of extensions sub-ject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. The Volunteer Liv-ing Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications, and other basic needs.
