Title of Post: Programme Policy Officer – Economist/ Analyst

Duration of assignment: 3 months
Duties and Responsibilities
Under the direct supervision of the Deputy Country Director and technical support from the Head of RAM, the incumbent will perform the following responsibilities:
- Conduct descriptive and econometric analysis of household survey data on themes such as food security, consumption patterns, income and expenditures and price elasticities.
- In line with the CSP evidence generation plans, support planning and implementation of assessment activities related to economic analysis and analysis of household data. Conduct both micro- and macro-economic analysis with a focus on price analysis, food security impacts of economic events and household-level needs.
- Monitor the macroeconomic outlook and carry out analysis of the economic situation in Rwanda and the East Africa region and how it impacts household food security.
- Actively represent WFP in the Development Partners Economist working group forum, contributing insights and collaborating on economic and food security initiatives.
- Other duties as may be required.
Deliverables
- The incumbent is expected to perform descriptive and econometric analysis of household survey data. The outcomes should include accurate and insightful analysis on themes such as food security, consumption patterns, income, expenditures, and price elasticities. This analysis should be presented effectively in analytical briefs and through narrative and visual means for decision-makers.
- By monitoring macroeconomic outlooks and analysing the economic situation in Rwanda and the East Africa region, the staff member should provide insights into how economic trends impact household food security. The outcomes should include actionable recommendations and guidance for decision-makers.
- The incumbent is expected to provide capacity to staff at the Country Office as well as WFP partners in Rwanda, through sharing expertise, exchanging ideas, and contributing to collective efforts in the field of economics and food security.
- Produce two analytical briefs and present findings in narrative and visual ways for decision-makers.
Essential qualifications & experience
Education:
Advanced university degree in economics, development economics, food security, statistics, or similar relevant discipline.
Experience:
- At least six years of post-graduate, progressively responsible experience in economic and/or food security analysis, including econometrics, quantitative analysis and working with price and time-series analysis.
- Proven track record of leading complex economic analysis projects and delivering impactful insights for decision makers.
Technical Skills:
- Excellent command of MS Office and advanced proficiency in STATA, or SPSS.
- Strong knowledge of GAMS, R, Python, visual basic, and XML coding skills.
- Advanced econometric skills and experience with statistical modeling.
- Proficiency in data visualization skills (such as Tableau) to present complex data effectively.
Language skills:
Fluency (level C) in both, written and verbal communication in English.
