Brief Historical Background
Rwanda Organization for Development Initiatives (RODI Rwanda) is a non-profit Organization created in 2012 and recognized by the Government of Rwanda through the Rwanda Governance Board (RGB) with Reg No 044/2014 in 2014. RODI plays a role as a partner in advocating for youth, women and children regarding education, contributing to minimizing the rate of unemployment, promoting livelihood and agriculture, and encouraging entrepreneurship as a solution to unemployment and climate change effects as major concerns in Rwanda and Africa in general.

About the Job Position
RODI is seeking an experienced Project Manager to drive our organization’s efforts in project management. This role requires analytical skills, attention to detail, and the ability to translate data into actionable insights for continuous improvement.
Key Responsibilities
- Experience in project management(development and implementation)
- Develop strategic plans, action plans, operational plans and budget plans and ensure the implementation, management, supervision and evaluation of programs and growth by the fields of the project;
- Coordinate and supervise project’s implementations by fields of the project;
- Organize baseline survey for identification of project’s beneficiaries/partners.
- Organize participatory planning of the project’s action plans.
- Organize periodic planning of the coordination: Weakly, Monthly, and Quarterly work plans.
- Manage and supervise technical staff;
- Distribute planned activities to the technical staff according to the action plan and operational plan.
- Assist, support and supervise technical staff in the implementation of activities.
- Provide technical assistance through ToT, workshops and coaching to strengthen technical staff and and community and to implement planned activities.
- Organize annual evaluation of technical staff assigned to the projects
- Elaborate technical tools: (training manuals, technical guides, MoU, and agreements.
- Organize with the hierarchical supervisors the mid-term and final evaluations of the projects;
- Facilitate small initiatives of project participants through the development of entrepreneurial ideas, starter-up businesses and market linkages toward business growth;
- Able to manage household’s conflicts;
- Collaborate with program managers, donors, government agencies, and other stakeholders to ensure alignment of monitoring and evaluation activities with program objectives and stakeholder expectations.
- Promote efforts to continuously improve monitoring and evaluation processes, tools, and methodologies based on feedback, evaluation findings, and emerging trends in the field.
- Design Monthly, quarterly and annual reports of the organization
- Promote quality and knowledge management of the projects and programs
- To develop a Data Management tool for tracking projects and program indicators
- Contributing to any other assignments as identified by your hierarchical supervisors
- Analyse trends in the program, identify issues and develop and recommend solutions to the hierarchical supervision.
- Ensure successful development and implementation of RODI plans;
- Lead the development of M&E frameworks and tools for the project;
- Contribute to the development of M&E frameworks and tools for the organization;
- Review monitoring reports, analyse them for impact evaluation and identify the causes of potential bottlenecks in project implementation;
- Able to initiate, and develop strengthening Savings for transformation groups
- Undertake regular visits to the field to support the implementation of M&E and to identify where adaptations might be needed;Elaborate and consolidate narrative reports of the Project (Monthly, quarterly, semi-annually and annually);
- Develop and monitor the budget for project implementation in collaboration with the Executive Director and Financial Services.
Experience in financial management
- Monitor all project budgets and the effective use of the planned budget.
- Prepare project financial requisitions for field activities as per RODI authorization rights, floats limit and delegation framework.
- Prepare all terms of references (ToR), scopes of work (SoW) and Concept notes, according to the planned activities and planned budget.
- Ensure efficient management of assets allocated to the projects by RODI and Donor’s financial procedures
- Develop annual budget and operating plan; monitor & approve budget issues, day to day financial matters within approved budget;
- Prepare the monthly and quarterly requisitions for in funds according to the budget plan and assume the management of transferred funds according to the financial procedures.
- Manage financial resources for projects in accordance with the financial policies and procedures of RODI.
Experience in monitoring and evaluation (M&E)
- Organize and facilitate regular planning and participatory project review baselines, mid-term and end-line surveys in collaboration with the technical team and officers;
- Work with the project’s M&E staff and technical staff to develop M&E plans and assist them in designing and use of relevant monitoring tools
- Conduct regular monitoring field visits and track the progress of implementation;
- Organize planning and reporting sessions and consolidate narrative reports.
Experience in Partnership strengthening
- Work closely with the project team to establish, develop and maintain contact information and good working relations with Government Institutions and other partners and Participants ;
- Assist hierarchical supervision to pursue mission-centred partnerships to gain community support for programs and solicit input for their improvement;
- Represent RODI and project partners in the meetings, platforms, and, JADFs meeting at the local level;
- Organize stakeholder meetings and workshops at the local level to handle key challenges in the framework of the project goal;
- Collaborate closely and organize joint actions with local authorities, extension services and stakeholders
Experience in Human Resources and Administration
- Assist RODI Executive Director in hiring new staff and ensure that all the staff have clearly defined roles and responsibilities and access to the resources they require to be successful;
- Track that the reporting process is defined clearly, understood and used by the technical team;
- Track that policies and procedures are adhered by technical staff;
- Set goals and objectives and undertake participatory review and feedback for direct reports.
Experience in Research and Development
- Plans and coordinates the initiation of research study protocol, and the establishment of operating policies and procedures;
- Promotes research capacity building among community-based organizations and student groups;
- Prepares research ethics board applications;
- Plans, implements, and maintains data collection and analysis systems in support of research protocol; may coordinate the collection and analysis of research data.
- Recruits, instructs, and coordinates research subjects and/or volunteers, as appropriate to specific study objectives and work scope;
- Ensures the smooth and efficient day-to-day operation of research and data collection activities; acts as the primary administrative point of contact for internal research staff and as the principal operational liaison for other research organizations, funding agencies and regulating bodies;
- Coordinates the day-to-day activities of any technical support staff specifically engaged in the carrying out of research/clinical protocol, as appropriate to the position; may perform aspects of the research protocol, as required, in accordance with specified program objectives;
- Plans and coordinates the staffing of research studies, including the recruitment and administration of research support staff, as appropriate to the activity.
- Supervises and coordinates the provision of support services to investigators and researchers;
- Develop and design a winning proposal for funding.
Experience in reporting and communications
- Clarify the core information needs of management, funding agencies, partner organizations (e.g. District, and Sectors) and other stakeholders.
- Contribute to the development of program and operational reporting templates that facilitate the acquisition and aggregation of information in programs to meet identified information needs.
- Submit input required by Partners for reports.
- Collaborate with Project Coordinator/Officer to utilize data to reinforce key messages.
- Guide the regular sharing of the outputs of M&E findings with project staff, implementing partners and primary stakeholders.
- Produce and disseminate information to share lessons learned and for communications, advocacy and/or policy dialogue purposes.
- Organize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders.

Qualifications and experiences
- Must be Rwandan
- Candidates must have a Bachelor’s degree in Development Studies, Rural Development, Project Management and Economy. A Master’s degree is preferred with at least 6 years of working experience in a senior position of Program/Project Management
- Demonstrate working experiences within local NGOs or International NGOs and central government, Local government, Development,
- Strong communication skills, with the ability to effectively present complex information to diverse audiences.
- Excellent in English, communication, and presentation and knowledge of French is an advantage
