Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. Enabel is preparing the implementation of the recently signed five-year bilateral cooperation program (2024 – 2029), with a total budget of 95 million euros, in three priority development sectors in Rwanda: health, agriculture, urbanization and support in public financial management.
The health component of this portfolio will be implemented as one programme with a total budget of 42 million euro. Taking informed decision-making as a lead principle – since it’s a lead-principle for the Ministry of Health (MoH) – three broad results are identified which link up with the national health policy and strategies:
Result 1: people, communities, health providers, as well as health managers at decentralized and central level can make informed choices with regard to health and/or health care.
Result 2: a coordinated system of getting evidence-based health research into policy and practice is in place.
Result 3: the quantification, procurement, distribution, and stock-management system of medicines /equipment by RMS as well as quality control of medicines by RFDA and use of e-LMIS at all levels has improved. Active participation in policy dialogue will be an important component of the portfolio implementation.
In view of the implementation of its health component, Enabel is currently looking for (f/m) a Public Health Expert.
Duty Station: Nyamasheke District with possibility to serve any other district where need can arise for future opportunities.
Duration of the contract: Open-ended– local contract according to the Rwandan labor law.
Expected starting date: 1st July 2024
Salary package according to our salary grids (class 6 – Sector & Thematic Expert):From 3.509.819RWF monthly gross salary depending on the number of years of relevant experience.
Function:
The Public Health Expert will work under the direct supervision of the Intervention Manager and in close collaboration with RBC/SPIU to support the Districts to make informed decision in prioritizing its operational and strategic plan regarding maternal, neonatal, sexual and reproductive health, and related non-communicable disease, mental health and nutrition. She/he will contribute to the MoH and RBC informed evidence-based decisions from the district through Technical Working Groups (TWGs) and Getting Research Into Practice and Policy (GRIPP) and accompany change while strengthening partner capacities. The Expert will provide and coordinate the technical inputs needed to achieve the expected results of the programme/ intervention through DHMT and JADF coordination meeting.
She/he will ensure people, communities, health providers, and health managers at decentralized and central level can make informed choices with regard to health and/or health care.
In general, (s)he will:
Result Area 1: As Technical Advisor:
- Contribute to reach the objectives for evidence-based during situation analysis, planning, execution, coordination and monitoring and evaluation of activities.
- Work in close collaboration and follow-up with selected NGOs/CSOs and ensure their operational plans are aligned with district priorities.
- Ensure operational plans are inclusive of vulnerable people (Persons with Disabilities, Refugees, GBV victims)
- Participate to the strategy dialogue at the district level and feed the dialogue at central level
- Strengthen the synergies and strategic coherence of the intervention with interventions in sexual and reproductive health and women’s rights, Family Planning-ASRH (Adolescent Sexual and Reproductive Health) Nutrition, Non-Communicable Diseases, and Mental Health.
- Ensure program report is aligned with the operational planning.
Result area 2: As Agent of change:
- Lead the change process and contribute to partner entity capacity development,
- Contribute to strengthening the capacities of the district health staff
- Ensure effective Gender mainstreaming in District Strategic and operational plans
- Contribute to the Steering Committee preparation and implementation of recommendations.
Result Area 3: As Knowledge Management Agent :
- Contribute to the capitalization process and the dissemination of the results to stimulate a learning and knowledge driven approach,
- Contributing to the action-research process to inform the sector policy and practices
- Contributing to the data collection, analysis and use for decision making
- Ensuring knowledge sharing with the stakeholders through existing platform
- Ensure district capacity building in research development and reinforce the ownership
- Support the DHU (Director of Health, DG of Hospitals, Clinical Director, Quality Improvement Officers, M&E Officer) in research protocol writing, data collection/Analysis and report development.
- Ensure program progress report is aligned with the intervention expected results and related indicators and comply to the reporting timeline.
Profile:
Qualification and experience
- Rwandan Citizen;
- Master’s degree in Public Health
- At least 5 years of experience as a Public Health Expert in the public sector level and/or within an international organization
- Knowledge and experience of at least 3 years implementing sexual and reproductive health programs and Primary Health Care (Non Communicable Diseases, mental health and nutrition)
- Proven experience and knowledge of Rwanda health systems especially at operational district level
technical skills
- Proven experience in research, monitoring and evaluation of health programmes developed at national/district level
- Knowledge on health services quality improvement cycle process
- Clear and concise writing skills, good communication, presentation and facilitation skills
- Demonstrated interpersonal skills and the ability to work in a multi-actor environment.
- Fluent in Kinyarwanda and in English, knowledge of French is an asset
- Good knowledge of IT tools (Word, Excel, Power Point and Database)
