1.About AFR

AFR began its operations in 2010 with the core objective of stimulating the development of the financial sector in Rwanda. AFR’s intention is to remove the systemic barriers that hinder access to financial services by putting the low-income people particularly the rural poor, women, and youth at the center of its interventions. AFR supports the development and provision of financial services including savings, credit, insurance, payments, and remittances. AFR is funded by FCDO, the MasterCard Foundation, Sweden, and USAID.

2.Background

AFR identifies and addresses constraints that prevent the financial market from reaching Rwanda’s low-income population, and promote innovations and learning that result in sustainable change in the financial sector. Improving access to financial services for the rural poor and women is a particular focus.AFR supports the Government of Rwanda’s development objectives by aligning all its interventions to the national policy frameworks, including the Financial Sector Development Program (FSDP) II, the Economic Development and Poverty Reduction Strategy (EDPRS), the National Employment Policy, and the National Investment Strategy.

As part of its COVID-19 response initiatives, AFR partnered with Rwanda ICT Chamber through the iHuzo Project to accelerate micro and small enterprises’ growth by expanding Rwanda’s e-commerce sector.

3. Objective of the assignment

The overall aim is to spur the growth of livelihoods and employment opportunities through e-commerce, to address the barriers, and promote an enabling market system for e-commerce with onboarding MSEs into the digital economy at the core.
