About the Job

Connexus is seeking a long-term Senior Business Enabling Policy Specialist to include in our USAID Rwanda Feed the Future Employment and Entrepreneurship Activity proposal. This role will work closely with high-level Rwandan government officials, private businesses, and associations to address constraints to business start-up and growth, especially as it relates to agriculture and rural development. This Activity will address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans which negatively impacts the Rwandan economy and the country’s development goals. Connexus’ work is focused on Intermediate Result 2, which aims to increase the private sector’s access to the resources required to grow their revenue and employment. Please note that this is a preliminary position description and will be clarified further after the Request for Proposal (RFP) is released.

Tasks and Responsibilities

  • Provide technical and management support to facilitate access to information and services among businesses engaged in the agriculture and food system sectors, specifically for “toddler” businesses with between 10-50 employees.
  • Identify and address policy and regulatory constraints to improve employment and entrepreneurship opportunities, especially for women, youth, and persons with disabilities in Rwanda.
  • Facilitate public-private dialogues on regulations and incentives for business start-up and growth sectors.
  • Identify emerging opportunities that support business growth and job creation in Rwanda and work with public and private stakeholders to advance those opportunities.
  • Ensure that the entrepreneurship ecosystem provides comprehensive, appropriate, and accessible services for firms of all sizes, and links employers with skilled workers who meet their labor demands within the local labor market.


  • Bachelor’s degree in public policy, economics, business, or related field, and at least 10 years of relevant experience; or Master’s degree in a similar field and at least seven years of experience.
  • Experience in policy work with a focus on improving equitable outcomes, expanding employment opportunities, and improving the regulatory environment to incentivize firms to grow, preferably with USAID.
  • Prior experience in management positions, preferably for a program of comparable complexity.
  • Demonstrated experience in Senior Policy Specialist/Advisory positions, preferably for a project of comparable complexity and scope.
  • Excellent written communication skills, including ability to produce high-quality project reports.
  • Fluency in English required, other Rwandan languages desired.
  • Must be authorized to work in Rwanda.
