Purpose of SSA
As part of the implementation of the Pandemic Fund Project in Rwanda, the Monitoring, Evaluation, and Learning (MEL) Specialist will play a pivotal role in supporting the Strengthening Pandemic Prevention and Response Through One Health Approach in Rwanda (SPPROH-Rwanda) Project Coordinator. The incumbent will be tasked with executing all MEL-related activities, including the design and implementation of MEL frameworks, tracking project progress, analyzing data to evaluate the project’s impact, and generating actionable insights. This role is essential in ensuring project objectives are met, fostering accountability, driving continuous improvement, and supporting evidence-based interventions. By ensuring effective MEL practices, the role also contributes to achieving sustainable health outcomes, strengthening Rwanda’s capacity to respond to future public health challenges and reinforcing long-term health system resilience.
Background
The Pandemic Fund is commited to financing critical investments aimed at enhancing pandemic prevention, preparedness, and response (PPR) capacities at national, regional, and global levels, with a particular focus on low- and middle-income countries. In response to the escalating threat of mpox in Africa, which has affected several countries, including Rwanda, as well as the Marburg Virus Disease (MVD) outbreak, the Pandemic Fund Board has approved a grant of USD 24.9 million for the project Strengthening Pandemic Prevention and Response Through One Health Approach in Rwanda (SPPROH-Rwanda).The funding will be implemented over three years through four entities: WHO, FAO, UNICEF, and the Asian Infrastructure and Investment Bank (AIIB). This support will strengthen critical areas such as disease surveillance, diagnostics, laboratory networks, and health workforce development. These efforts are pivotal for bolstering health security in Rwanda, addressing the immediate challenges posed by mpox and MVD outbreaks, and enhancing Rwanda’s and the broader region’s capacity to effectively respond to future public health emergencies.
Qualifications, experience, skills and languages
Educational Qualifications
Essential: A bachelor’s degree in Public Health, Monitoring and Evaluation, Data Science, Global Health, Project Management, or a related field
Desirable: Advanced university degree (Master’s level) in Public Health, Monitoring and Evaluation, Data Science, Global Health, Project Management, or a related field
Experience
Essential: Five years working experience in monitoring and evaluation of public health programs or related projects.
Desirable: At least seven years working experience in monitoring and evaluation of public health programs or related projects.
Skills/Knowledge

2. Proficiency in data collection, analysis, and reporting tools and tec

Travel
The incumbent will be expected to travel nationally as necessary to oversee and support the monitoring, evaluation, and learning activities of the project.
Remuneration and budget (travel costs are excluded)
Remuneration: Monthly salary of RWF 4,673,167 and 30 days of annual leave.
