The Republic of Burundi, The Republic of Rwanda, and The United Republic of Tanzania have received financing from the World Bank toward the cost of the NELSAP’s Regional Rusumo Falls Hydroelectric Project and intends to apply part of the proceeds for consultant services.

The NELSAP’s Regional Rusumo Falls Hydroelectric Project now invites Specialized firms to indicate their interest in providing the services.

Interested firms must provide information indicating that they are qualified to perform the services of similar nature, experience in similar conditions, and availability of qualified experts

The consultant will carry out the following specific activities:

  1. To work with NELSAP to confirm the Project Affected People (PAPs). The PAP list will identify individuals and/or households that are vulnerable including details on the reasons for their vulnerability.
  2. To work with NELSAP to organize consultations with all households and individuals impacted by the backwater flooding. Consultations will focus on introducing the RAP preparation process, providing information on the process and approach, and receiving input from Project Affected People.
  3. To work with NELSAP to collect and analyze baseline data, specifically the socio-economic status of all households and individuals to provide a basis for monitoring
  4. To work with NELSAP and prepare detailed inventory of affected assets
  5. To develop mitigation measures to address all losses including livelihood restoration support where relevant and differential measures for vulnerable households.
  6. To make use of the detailed valuation of land and properties for compensation purposes;
  7. To prepare a detailed resettlement action plan addendum including a PAP list which has details of the affected households, impacts identified and proposed mitigation measures including compensation measures, in line with the 2013 RAP.
  8. To document all engagement activities undertaken as part of the preparation of the RAP Addendum including detailed meeting minutes.

The Consultant should be a firm with demonstrated past experience in;

  • Undertaking RAP preparation ideally in Rwanda and Tanzania;
  • Social Economic data survey in larger infrastructure projects.
  • The company should have at least 5 years’ experience in the same field and have excellent analytical and reporting skills, fluency in English, Kiswahili and Kinyarwanda with working knowledge of the French language
  • The firm should propose the key staff with experience in economic and social economic, social science with vast experience in preparation of Resettlement Action Plans and compiling social economic data survey in larger infrastructure project.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

The consultant will be selected in accordance with the Least Cost Based Selection Process (LCS) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition, Revised July 2014).

Deadline for submission is on 15th February 2021 before 17:00 hours Rwanda time
