Expression of Interest ( EoI) Service maintenance of GIZ houses and offices

 Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).

In order to implement its programs mandate, GIZ office Rwanda has to do the maintenance of its houses and offices in different domains such us:

1.    To provide service of maintenance of:

  • Roof in metal sheets
  • Roof in roman tiles
  • Walls ( internal & external )
  • Foundation and retaining walls
  • Floors and stairs
  • Glazed metal doors and windows
  • Wooden doors and built-in closets
  • Gutters and downpipes
  • Ceiling and outdoors ceiling
  • Driveways and sidewalks
  • Parking
  • Drains and manholes
  • Gates
  • Fences
  • Courtyards / garden
  • Plumbing works
  • Electricity works.
  • Painting works

2. To provide advice in order to prevent avoidable damages that could occur to houses and offices.

Hence, GIZ is looking for a service company able to execute properly this works .

A service activity table has been developed with details of expected type of works to be implemented

Replacement – the contractor will inspect the roofing of the house and will replace all the material damaged (roof sheets, carpentry materials, fixing material, fasteners and other materials…)

1.1

Repairing – the contractor will inspect the roofing of the house and will repair any defects or damages on the roof like cleaning the piled debris on the roof, the tiling adjustment for a proper drainage, tile fixing, … (this may concern only the repairing services without considering the roofing tiles)

1.2

Replacement – the contractor will inspect the roofing of the house and will replace all the material damaged (roof sheets, roofing trusses, fixing material, fasteners, and other materials…)

 Walls (Internal and external walls)

2.1

Repairing – the contractor will inspect the walls of the house and will repair all cracks and/or any defective damages like moisture and dampness, spalling plaster (this may concern only the repairing services without considering the raw materials used for the wall)

2.2

Rebuilding – the contractor may be asked to demolish the existing wall and rebuild a new one using burnt bricks, cement mortar, hardcore stone for the foundation or retaining walls, and all necessary works

Painting – the contractor will paint or repaint external or internal walls of the house after all necessary works of finishing and trimness (this may concern only the painting services without considering the raw materials used for the painting and finishing)

Foundation and retaining walls

2.1

Repairing – the contractor will inspect the foundation of the house or retaining walls and will repair all cracks and/or any defective damages e.g moisture and dampness, spalling plaster… (this may concern only the repairing services without considering the raw materials used for the foundation or retaining walls)

2.2

Rebuilding – the contractor may be asked to demolish the existing foundation and/or retaining wall and/or to rebuild a new foundation or retaining walls using hardcore stones, cement mortar mixture including all  prerequisite works (this may concern everything including the services, used materials and all preliminary works)

2.3

Painting – the contractor will paint or repaint external or internal walls of the house after all necessary works of finishing and trimness (this may concern only the painting services without considering the raw materials used for the painting and finishing)

Floor and stairs (inside the house)

3.1

Floor cement screed repairing – the contractor will inspect the cement screed floor inside the house and verandah and will repair all the damages like cracks, porous areas, and any defect… (this may concern only the repairing services without considering the raw materials used for the floor and stairs)

3.2

Tile Replacement – the contractor will replace the existing tiles after all prerequisite works… (this may concern the labor services, used materials /tiles, and all preliminary works)

4.1

Repairing of the door/windows – broken glass, defective metal frame, painting, and all necessary finishing works…

New construction – the contractor will demolish the existing driveways or sidewalks and/or build a new one. This may include sub pavement with hardcore stones, cement concrete mortar flooring on the hardcore stone, cement finishing screed…

11.1

  2. Submission of your EoI

For Technical Proposal:

  • A Cover letter expressing interest in this assignment;
  • Technical Proposal with a brief description of why you would be considered as the most suitable for the service , relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment.
  • It should be formatted, font type ARIAL, fond size 11, in English language.
  • Company or business registration certificate
  • References and recommendations of similar works executed by the company in Rwanda or elsewhere outside of Rwanda.
  • VAT registration certificate if available
  • Latest tax clearance certificate

For the Financial Proposal:

Interested service Company will apply by using the above table (service activity table) and provide the cost per one unit. The cost must be in RWF and VAT excluded.
