Lot 1: Request for Proposal for Audit Services

Energy Private Developers is a Registered Professional Association in Rwanda, regrouping private companies operating in energy sector. It is one of the 5 Associations composing the Chamber of Industry under the Private Sector Federation (PSF) of Rwanda. The Statutes and Articles of Energy Private Developers (EPD) have been Published in Official Gazette of Rwanda, No 41 of 13/10/2014.

EPD has a clear mandate of achieving Universal Energy Access in Rwanda through supporting the private sector in an environment where the Private Sector can Innovate, Grow, and Thrive.

EPD has been in operation since 2016. A lot of progress since inception has been registered both within the association, member companies, development partners and the sector at large. A steadfast progress of activity accomplishments can equally be manifested from the time when EPD secured grant funding opportunities from various Development Partners;

In this regard, EPD desires an auditor to express an opinion on the fair presentation of its basic financial statements in conformity with the standards applicable to financial audits contained in internationally accepted Auditing Standards, and those issued by the auditor General of the Republic of Rwanda. This auditor would also provide an “in-relation-to” opinion on the supplementary information based on the auditing procedures applied during audits of the basic financial statements for professional Trade Associations such Energy Private Developers (EPD Rwanda).

We are requesting for Proposals from a qualified firm for the Audit of EPD Financial Statements for three fiscal years starting 1st January 2017 ending December 31st, 2019.

Lot 2: Request for Proposal for Website Development Services;

As part of EPD’s manadate to achieving universal energy for all and facilitation of private sector companies in the energy sector through among others, transparent sector information sharing, awareness campaigns and business facilitation, EPD intends to hire a competent webside development firm to design and maintain dynamic, content reach and userfriendly websites for some of its members that are opting to maximise digital platforms to advertise and display their Renewable Energy services and technologies.

EPD believes that these websites will facilitate in access to sector information by various target audiences; sharing business opportunities and increase public awareness levels of exisitng Renewable Energy technologies on the Rwandan market.

Smart objectives of this exercise shall include among others;

  1. To facilitate members to Promote & Sell RE Products & Services
  2. To help members acquire Low Cost, impressive & effective Advertising & Marketing Vehicle
  3. To facilitate members to Ease Access to New Customers and open Opportunities Abroad
  4. To Educate members’ Customers & public about RE products & technologies
  5. To facilitate ease of access to information through Sector Market Research
  6. To increase members Professionalism and their Internet Identity.

We are therefore requesting for both technical and financial proposals from a qualified firm to design, develop and maintain identified members‘ websites.

Lot 3: Request for Proposal for Development of EPD Sustainability Strategy;

EPD intends to develop a Sustainability plan- a document, that will describe how EPD projects will be sustained in the long term. This document will spell out how our projects will survive in the long term.

It will give EPD and the donors a reassurance that the grants will be well spent and will have a long-lasting impact, even once the support runs out. We believe this sustainability plan is also important because donors would like to fund projects that have the potential to survive and thrive in the long term.

At EPD, we believe that while it is important to know how EPD projects will be financed in the long term, there are other parts of sustainability that are also very important. These include membership sustainability, organisational sustainability, stakeholder’s sustainability, community sustainability and environmental sustainability.

EPD also believes that this sustainability plan is important to funders and donors because it will add to assure the funders and instil convidence in them that  EPD thinks and plans into the future and to facilitate them in justifying their decisions to fund EPD projects to their funder boards.

EPD’s Sustainability strategy will be built on key principles which shall include Assumptions; Predictions; Descriptive; Consistence; Reliability; Long-time Partnership and Rooted in the EPD community.

We are therefore requesting for both technical and financial proposals from competent firms and or individuals to develop a thoughough Sustainable strategy for EPD.

Proposals for each Lot must be submitted on or before deadline of Monday, September 4th,  2020.
