TERMS OF REFERENCE FOR DRILLING AND GEOTECHNICAL INVESTIGATION SERVICES

Introduction

Ngali Mining Ltd is looking for a competent company to conduct drilling works and geotechnical tests at the proposed dam site of the Rusizi III Power Plant on the Rwandan side of the Rusizi riverbanks, in Rusizi District.

Scope of the Work

The objective of this investigation program is to gain reliable data about the geological and geotechnical conditions of the project and about the variability and quality of the construction material in the vicinity of the site.

The Services shall be carried out in accordance with the following standards:

  • BS/AASHTO standard
  • ISRM: Suggested methods for rock characterization, testing, and monitoring (site characterization, laboratory testing of rock samples, in-situ stress measurements, geophysical testing),
  • Eurocode 7, Part 2 (Ground investigations),

In addition, the Drilling Contractor shall apply internationally accepted best practices and technical specifications in order to maximize the reliability of the collected data.

Ngali Mining will provide the following:

  • Accessibility from the low bed truck last point to the site and the mobility between the drilling sites.
  • Drilling water supply

Daily Reporting requirements

Drilling daily record sheets shall be prepared and submitted the following day. The format of the drilling record sheet shall be agreed with the Engineer prior to the works. The sheets shall include but not be limited to:

  • Name of Project, Client and Drilling Contractor
  • Borehole number
  • Day and date
  • Weather conditions
  • Borehole orientation is given as an angle of the hole to the horizontal and compass bearing, if not vertical
  • Drilling rig type and method of drilling
  • Type of core bit and barrel, and diameter of core, or other drilling tools
  • Drilling flush type, estimated percentage returns, and colour (if used)
  • Hole and cashing depths and diameter
  • Groundwater level measured by electric dip meter at the start and end of each day. The groundwater level measurements shall continue until the Drilling Contractor demobilizes from the Site.
  • Depth of any water strike together with the rise in water level 20 minutes after the strike without further drilling
  • Top and bottom depth of each core run (if used)
  • Total core recovery as a percentage for each core run (if used)
  • Top and bottom depth of each in-situ test, the test type, and test result
  • Top and bottom depth and a brief description of each stratum encountered
  • Details of backfilling, grouting, and/or piezometer installation

Reports

The Drilling Contractor shall submit the following during the course of the fieldwork:

  • Daily drillers record sheets
  • The electronic version of drillers record sheet typed into a Pro-forma spreadsheet provided by the Engineer, format compatible with MS Excel
  • Copies of preliminary test results sheets within 24 hours of the test to which they relate
  • Core photographs for approval
  • Topographic maps in requested scale
  • Geological-Geotechnical Investigation Report
  • All reports shall be in the English and French languages.

Contractor’s proposal

The contract’s proposal has to cover the following sections and the marking scheme will be 100% whereas the pass mark is 50% for technical evaluation and 30% financial evaluation with a pass mark of 20%

The deadline for submitting bids will be on 3rd August 2020 at 10 am. The opening of the envelopes will be the same day at 11 am in the Boardroom for Ngali Mining Ltd.
