(ToR) for Purchase of Mobile Phones at L’Union des Coopératives Agricoles Intégrées (UNICOOPAGI ): (Deadline 10 March 2021)
Terms of reference for Purchase of Mobile phones
1. Overview
UNICOOPAGI is a farmers’ cooperative Union created in 1991 and working in the Southern Province of Rwanda in Nyamagabe, Nyaruguru, and Huye Districts with the Main Office in Nyamagabe. In partnership with Trócaire secured a Jersey Overseas Aid (JOA) grant to implement the project entitled ‘‘Community-led planning and management for biodiversity protection and resilient communities in Southern Rwanda’’ and has the objective of Rural, poor communities living around the Nyungwe National Park buffer zone are empowered to assess, plan and sustainably manage their land and common natural resources leading to more environmentally and economically sustainable and resilient communities.
The project will cover 2 districts, namely Nyamagabe and Nyaruguru in the Southern Province, and seeks to contribute to the improved well-being of communities surrounding Nyungwe National Park toward biodiversity conservation.
2. Background to the request for bids
In supporting the implementation of this project, UNICOOPAGI is committed to providing 15 smartphones for mentors who will support the digitalization process of Village Saving and Loan Associations (VSLAs) and 175 mobile phones for VSLAs which could be used for saving and loan activities.
UNICOOPAGI now requests for Quotations/ financial
bids for the supply of Mobile phones from reputable companies to supply these phones.
3. Statement for work.
The successful bidder should have the capacity to deliver the 15 smartphones and 175 mobile phones with the required technical specifications detailed as follows:

4. Required documents
- Company profile indicating the experience in the domain
- RDB registration certificate
- VAT registration certificate
- Valid tax clearance certificate delivered by Rwanda Revenue Authority
- Valid no redevance certificate delivered by Rwanda Social Security Board
- Smartphones should be original
- Official certificate of representation of the manufacturer (when applicable)
5. Award Criteria
UNICOOPAGI intends to issue a purcharse order to the successful bidder who is the most competitive offer and the following factors will be considered:
- Comply to technical specification ;
- Competitive price ;
- Warranty ;
- Delivery time;
- Additional Equipment: Full screen protectot and cover;
- Agree to insert/install applications in the phones.
6. Submission conditions
The interested companies are encouraged to submit their Quotations/bids documents to UNICOOPAGI not later than 10th March, 2021 by email “unicoopagi@yahoo.fr”. The financial bids should be tax inclusive and quoted in Rwandan Francs (RWF). Experience and Value for Money (VFM) will be key considerations in evaluating bids submitted.
