Finance Officer at the GIZ Country Office

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

GIZ Offices are the central element of GIZ’s field structure. They ensure consistent overall representation of the company and its successful positioning as a service provider in the international cooperation market. They are headed by a country director.

In order to provide professional services, GIZ Office Rwanda is searching for two candidates for the position of Finance Officer. The position will be based in Kigali at the country office with very less field visit within Rwanda.

Number of Positions: Two (2)

 

A. Responsibilities

 

The Finance Officer is responsible for

ensuring that financial administration functions well in accordance with GIZ standard procedures
effectively booking in the journal (Winpaccs) according to GIZ regulations
cash payments, bank transfer and deposits at the bank
safety of cash and cheque books
ensuring that international travel expenses are calculated and paid in accordance with GIZ regulations

 




 

B.Tasks

 

The Finance Officer performs the following tasks:

1. Invoices verification and payments to suppliers

checks invoices to ensure the compliance with GIZ accounting standards and well documented.
requests and follows approval of materially correctness
prepares transfers and/or other bank payments in respect to the payment deadline
prepares cash payments according to GIZ regulations
2.Cash/bank book records

regular entry for cash /bank payments using WINPACCS cash book software
reconciles the cash book and cash account daily
reconciles the bank book and bank statement
reports to line manger any surplus or shortfall in cash
insures a proper handover for any absence
3.Winpaccs accounting

monitors income, expenditure and the monthly bank reconciliation
carries out accounting tasks using WINPACCS accounting software and prepares monthly end-of-period accounts
monitors and follows real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation
insures the monthly WINPACCS journals are signed by the officer responsible for the contract and cooperation
4.VAT reclaim

prepares and uploads regularly (twice a month) VAT reclaim list
books refunded VAT and reports without delay, all problems to her/his line manager
5.Internal control

checks the vouchers and receipts submitted by the projects/programmes for completeness and allocation to cost units and categories, and corrects these where necessary
assures monthly completion of the error sheets are done and sent to the officer responsible for the commission
summarises the errors from the error sheet in Checklist A (once a year)
carries out internal controls in accordance with GIZ’s internal controlling manual
6.Settlement of International travel mission

processes settlement of applications for the reimbursement of international travel expenses in accordance with GIZ regulations
prepares quarterly travel report to be submitted to Head Quarter
C. Other duties/additional tasks,

 

The Finance Officer

 

takes over tasks of local subsidies invoice checking during absence of team member
takes over tasks of WINPACCS accounting during absence of team member
assists Finance Manager for finance unit tasks
treats information confidentially
performs other duties and tasks at the request of management
D.Required qualifications, competences and experience

 

Qualifications

 

At least Bachelor degree in Finance management, accounting, economics, auditing or similar area

Professional experience

At least 3 years’ professional experience in a comparable position

Other knowledge, additional competences

good working knowledge of ITC technologies and computer applications (e.g. MS Office-Word and excel)
in-depth knowledge of accounting software
Fluent written and oral knowledge of the English language widely used in the country, a working knowledge of French would constitute an additional asset
