Job Description

•Perform transportation forecasts and advise on relevant required road networks;
•Coordinate transport infrastructure development planning processes at central and decentralized entities to ensure they form a pattern;
•plan transport infrastructure investment initiatives relative to available resource and perform prioritization to ensure resource efficiency
•Ensure transport vehicles, vessels, and wagons are in compliance with rural transport requirements;
•Ensure efficient rural business market connectivity through good intermodal transport infrastructure network;
•Ensure NMT provisions in all rural and urban transport are complied to by all operators and infrastructure developers
•Perform mathematical and computer simulation models to forecast the effects of road improvements, policy changes and/or public transport schemes;
•Perform cost/benefit analyses for different strategies taken and advise the management on the way to go;
•Assess transport infrastructure requirements (access, car parking, bus stops, cycle parking, etc) for new and planned developments to support transport requirements and ensure they are catered for at planning initiatives
•Liaise and negotiate with different parties, e.g. planning and highways authorities, residents’ groups, councilors and politicians, developers and transport providers to ensure their demands are reflected in transport development plans;
•Help implementing agencies in infrastructure planning and budgeting and coordinate capacity developments at local and central government to ensure planning is effective

Job Description

•Develop policies and programs aimed at improving traffic and safety in all transport except air transport;
•Initiate and spearhead the development laws, orders and standards for enhancement of transport services safety in all modes of transport in close collaboration with the implementing agencies and the national police
•Develop and keep updated accident information system in collaboration with the national police and implementing agencies;
•Analyse all accident statistics in all modes of transport except air and make relevant improvement in the existing legal and regulatory tools;
•Develop road safety curriculum in schools in partnership with the responsible ministry, spearhead its dissemination and monitor its full implementation
•Ensure accident and incident management system is in place and create post
– crash handling mechanism between all stakeholders;
•Ensure proper functioning of the road safety committee and ensure the implementation of all its recommendations
•Develop a database for all hospital accident victims admitted, discharged, and the deceased and produce annual status report of Rwanda’s road safety performance VS the rest of the countries and inform the management of progress;



•Establish the cost of an accident in Rwanda on an annual basis in collaboration with insurance companies and develop jointly realistic insurance premium setting mechanisms to ensure consumers are protected;
•Liaise with the vehicle registrar, inspection centres and the national police to develop a mechanism for tracking bad drivers, defective vehicles and ensure garages are effective in commercial vehicle maintenance;
