POSITION ANNOUNCEMENT

SC Rwanda Country Office seeks to hire qualified, committed and experienced national staff to fill the following position:

Position:                                       Early Childhood Programme Assistant

Place of work:                              Kigali with regular travel to the field

Report to:                                     ECD Programme Coordinator

Staff directly reporting to this:  Senior Education Specialist, Education Manager, ECE Coordinator, ECD Officers, Senior Research and Evaluation Specialist, MEAL officer, and other support staff.

Health and Safety

The role holder is required to carry out the duties in accordance with SCI Health and Safety policies and procedures.

ROLE PURPOSE:

Reporting to the Early Childhood Programme Coordinator, the ECD Programme Assistant will contribute to the planning and implementation of the ECD programme activities (0-6). The purpose of this role is to ensure effective project delivery by providing efficient and timely programme management assistance and support.

KEY AREAS OF ACCOUNTABILITY:

Project Management Assistance

  • With support from Early Childhood Programme team members, process the purchase of approved materials for distribution to project areas, and follow-up the logistics of distribution in collaboration with the procurement department, including follow-up for timely delivery of books and other materials ordered;
  • Receive supplies, check quality, sign delivery notes and process payments;
  • Support in updating the project detailed implementation plan;
  • Provide hands on support to the different activities, including supporting the organization and implementation of workshops and training, ensuring that project files are established and maintained, etc.
  • Support the planning and implementation of the programme activities

Project Coordination Support

  • Compile consolidated monthly reports, once monthly reports have been received from the ECD programme team;
  • Support the ECD Programme team with the organization and implementation of meetings, workshops and trainings;
  • Facilitate procurement and service hiring process for casual workers and follow-up the progress with Logistics, HR and Admin departments;
  • Support ECD programme with arrangements concerning incoming consultants, volunteers, TAs, etc, by ensuring hotel booking and associated logistics are arranged by the SC Admin and Logistics staff and serving as a focal person for communication / questions by incoming persons
  • Proof read and provide support in translation of documents when needed,

Communications Support

  • Support the ECD team to put together ECD communication materials;
  • Support the documentation of ECD programme activities and exchanges with key partners
  • Routinely collect communication materials, including photos, videos and case stories;
  • Provide communications information to the communication team for use in social media, newsletters, etc.

Logistical support

– Prepare monthly procurement plans for the programme

– Prepare procurement requests for the programme and follow up with logistic

– Check weekly/monthly procurement tracker shared by logistic

– Give any other logistical support for the programme

Monitoring, Evaluation, Accountability and Learning

  • Support the ECD team in collecting ongoing monitoring and evaluation data collection;
  • Facilitate programme monitoring activities including monitoring materials distribution to programme beneficiaries,
  • Organise and participate in project evaluations activities including baseline, midline and endline evaluations,
  • Input MEAL data collected by ECD staff into a data base for ECD programme
  • Continuously collect, monitor and maintain information on beneficiary reach and numbers for project outputs and activities and prepare field monitoring reports,
  • Any other duties as may be assigned by the Line Manager.

QUALIFICATIONS AND EXPERIENCE

  • University degree in Education, Social Sciences or related fields
  • Previous experience in an NGO and good understanding of the fields of early childhood and/or education;
  • Excellent organisational and problem-solving skills;
  • Ability to communicate effectively in Kinyarwanda and English: verbally and in writing
  • Planning and time management skills and the ability to handle multiple priorities
  • Ability to produce quality reports.
  • Ability to work with limited supervision from line manager
  • Experience of working with partners and a participatory approach
  • Commitment to and understanding of Save the Children’s aims, values and principles
  • Experience in Project administration
  • Excellent organizational, problem solving skills and details orientation,
