Project Background

Rwanda has made rapid progress toward universal health coverage (UHC), but structural, monetary, and behavioral obstacles have hindered the country’s progress toward achieving the ambitious Vision 2050 and the SDGs for global health. A Rwandan health specialist told us that while progress was being made, it wasn’t happening rapidly enough.

Through Ireme, USAID pledges to support the health system’s leadership, adaptability, and capability to maximize human and financial resources in order to maintain high-quality services and advance equitable health outcomes. In order to fulfill that pledge, Management Sciences for Health (MSH) and sub-awardee CIIC-HIN laid up their comprehensive approach. The parties will bring to this initiative their extensive expertise and knowledge gained through years of collaboration with the Rwandan government.

The project’s planned duration is 5 years.

MSH has commissioned the Centre for Impact, Innovation, and Capacity Building for Health Information Systems and Nutrition (CIICHIN) to implement the Monitoring and Evaluation and Capacity Building functions of this project.

  1. Data Scientist

To support this mission, we are seeking a highly skilled Data Scientist to join our team. The Data Scientist will play a pivotal role in analyzing and deriving actionable insights from healthcare data, contributing to informed decision-making and improved health system performance.

Qualifications:

The ideal candidate for the position of Data Scientist should possess the following qualifications:

  1. Education: At least a master’s in data science, statistics, computer science, or a related field is preferred.
  2. Experience: A minimum of 5 years of experience in data analysis, data modeling, and data-driven decision support, with a focus on healthcare data.

Desired skills

  1. Analytical Skills: Proficiency in data analysis tools and programming languages such as Python, R, SQL, and data visualization tools.
  2. Healthcare Expertise: Knowledge of Rwandan healthcare systems, health data standards, and experience working with healthcare datasets is highly desirable.
  3. Machine Learning: Experience with predictive modeling for healthcare outcomes, resource allocation, or health system performance forecasting.
  4. Data Management: Experience with data cleaning, preprocessing, and integration, particularly in the context of disparate healthcare data sources.
  5. Communication: Excellent communication skills to convey complex data findings to non-technical stakeholders.

Scope of Work:

The Data Scientist will be responsible for the following tasks and deliverables:

  1. Data Analysis: Analyze large datasets from various sources to identify trends, patterns, and insights relevant to health system performance.
  2. Predictive Modeling: Develop and implement predictive models to forecast health system needs, resource allocation, and patient outcomes.
  3. Data Visualization: Create visually appealing and informative data visualizations and dashboards using Power-Bi or Tableau to communicate findings to project stakeholders.
  4. Data-driven Decision Support: Provide evidence-based insights and recommendations to inform decision-making processes within the project.
  5. Collaboration: Collaborate with other project team members, subject matter experts, and healthcare professionals to understand data requirements and objectives.
  6. Documentation: Maintain documentation of data analysis methodologies, code, and results for transparency and reproducibility.

Reporting:

The Data Scientist will report directly to the Lead Researcher and will provide regular updates on data analysis progress, findings, and recommendations.

e-Learning Specialist

As part of this initiative, we are seeking an experienced E-Learning Specialist to join our team. The specialist will be responsible for designing and creating multimedia-rich content, assessments, and interactive elements to enhance the learning experience within the project.

Qualifications:

The ideal candidate for the position of E-Learning Specialist should possess the following qualifications:

  1. Experience: A minimum of 5 years of experience in developing e-learning content and modules, preferably in the healthcare or related field.
  2. Educational Background: A bachelor’s degree in instructional design, e-learning, educational technology, or a related field is preferred.
  3. Technical Skills: Proficiency in e-learning authoring tools, learning management systems (LMS), and multimedia production software.
  4. Content Development: Strong ability to create engaging and interactive e-learning content, including multimedia elements and simulations.
  5. Adaptability: Demonstrated ability to adapt e-learning materials to diverse learning needs and styles.
  6. Collaboration: Excellent communication and teamwork skills to collaborate with subject matter experts, project stakeholders, and the project team.
  7. Project Management: Proven experience in managing e-learning projects from conception to completion.

  4. Collaboration: Collaborate with subject matter experts and project stakeholders to gather content, review materials, and incorporate feedback into the e-learning modules.
  5. Quality Assurance: Conduct quality checks to ensure the accuracy and functionality of e-learning materials.
  6. Reusable Materials: Develop e-learning content that can be easily adapted and reused for future training needs.
  7. Documentation: Maintain documentation of the e-learning development process, including design documents, scripts, and project timelines.
