Social Safeguards Specialist at LODA/GREAT LAKES TRADE FACILITATION ( GLTF): (Deadline 31 March 2022)

Job description

Key roles and responsibilities:

-Support the preparation of Social Impact Assessments and Resettlement Action Plans for physical investment prepared by consultants for the second phase investments, and ensure that social issues are identified and addressed early in the process, which may include issues related to complex land acquisition and resettlement issues;
-Supervise and review the preparation of RAPs in direct consultation with the RUDP Safeguards staff based in Districts, the impacted communities and other stakeholders as per the disclosed RPF, and Ensure a satisfactory implementation of the RAPs through frequent visits to the investment sites;
-Disseminate the Environment and Social Management Plans to ensure that the community is aware of the project impacts and mitigations during the construction phase;
-Coordinate the establishment of the Grievance and Redress Mechanism and ensure that the complaints are adequately documented and addressed;
-Monitor the implementation of ESMP with support from the RUDP Safeguards staff based in Districts and the Supervising Consultant;
-Generally, act as a community liaison person and be the social “eyes & ears” for the SPIU and the RUDP Safeguards staff based in Districts:
-Maintain regular communication with RUDP SPIU-LODA and the project team at MINIFRA PCU; and
-Prepare, Monthly, Quarterly and bi-annual progress reports;
-Report to LODA/RUDP- SPIU/RUDP II Coordinator.

Key Selection Criteria:

-A0 in in Social Sciences, Development Studies, Community Development or Environment studies with at least 7 years of experience as safeguards staff for donor funded projects, or, He/She must hold a Master’s Degree in one of the following fields (Social Sciences, Development Studies, and Community Development or Environment studies), with at least 5 years of experience as safeguards staff for donor funded projects.
-He/She must have a good knowledge of donor supported projects and, preferably, of World Bank Environment and Social Framework (ESF);
-Extensive knowledge and understanding of decentralization system;
-Creative, proactive, customer focused, solutions led and outcome driven;
-Fluent in English and/or French; knowledge of all is an Advantage.

Procurement Specialist at LODA/GREAT LAKES TRADE FACILITATION ( GLTF): (Deadline 31 March 2022)

Job description

1. Key roles and responsibilities:

-Advise and assist program stakeholders in preparing the necessary documentation (e.g. request for expressions of interest, bid packages, evaluation reports, etc),
-Take responsibility for the procurement processes,
-Ensuring that all steps of procurement are properly undertaken, and that procurement files are maintained in accordance with Government and World Bank procurement procedures,
-Track all program procurements,
-Identify issues especially deviations from agreed procurement schedules, and seek to resolve issues in a timely manner,
-Work with World Bank Projects, Second Rwanda Urban Development Project (RUDP II);
-Ensure that RUDP contracts are managed in timely manner.
-Report to LODA/RUDP- SPIU/RUDP II Coordinator.

2. Key Selection Criteria:

-Bachelor’s degree in Procurement, Economics, Finance, Management or Engineering, with at least 7 years of general experience in procurement in which at least 4 years should be in procurement of donor funded projects, or He/She must hold a Master’s Degree in one of the following fields with at least 5 years of general experience in procurement in which at least 2 years should be in procurement of donor funded projects: Engineering, Economics, Finance, Management or Procurement.
-Have good knowledge of donor supported projects and, preferably, of World Bank procedures, particularly procurement procedures and contract management standards for FIDIC contracts;
-Being conversant with Government of Rwanda procurement procedures and guidelines;
-Should ideally be fluent in English.
