Job Description
Duties and Responsibilities
The duties and responsibilities of the Communication Specialist are as follows:
• Prepare projects related promotional materials;
• Plan and conduct projects related publicity strategies, awareness and campaign activities
• Facilitate public access to information related MINEDUC SPIU mandates and activities;
• Follow up and advise on how to Address complaints related to MINEDUC SPIU projects channeled through media;
• Manage projects hotline information;
• Publish and update the MINEDUC projects related information on MINEDUC Website and its social media platforms;
• Provide quick response mechanisms to attend queries/complaints in relation to MINEDUC projects;
• Act as spokesperson for MINEDUC SPIU in liaison with technical teams and MINEDUC Coordinator;
• Organize projects related promotional events, conferences and activities to ensure that they are advertised and covered on multiple channels;
• Prepare strategic communication strategy, communication planincluding social media plan for MINEDUC SPIU;
• Undertake communication roles for the projects jointly implemented by MINEDUC and other institutions;
• Support communication staff in effectively delivering communication and marketing roles for projects coordinated by MINEDUC but implemented by other institutions;
• Collaborate with MINEDUC communication teams to cover major achievements;
• Develop communications templates, standards and formats;
• Elaborate and ensure internal communication for a better implementation of the communication plan and ensure proper documentation of information;
• Develop innovative ways to communicate the projects related messages and information to stakeholders and the public;
• Proofread all communication materials, website content, and publications for accuracy, branding, and compliance;
• Ensure that MINEDUC external contacts are kept informed about significant developments;
• Develop and publish MINEDUC SPIU Mailchimp newsletter;
• Maintain and develop the MINEDUC SPIU’s social media accounts;
• Train SPIU staff on strategies and techniques helpful for projects communication purposes;
• Perform any related tasks as may be assigned by the immediate supervisor.
Job Profile
Required Qualification, Experience and skills
The academic qualification, experience and skills required from the Communication Specialist are as follows:
•Master’s degree in Marketing; Communication or Journalism and Mass Communication with at least 3 years of relevant experience in communication field; or a Bachelor’s Degree in any of the above fields with at least 5 years of relevant experience in communication fields;
•Having occupied a communication or Public Relations position will be considered as an advantage;
•Strong familiarity with social media platforms (Facebook, Twitter, YouTube, Linkedln, etc.). .Excellent writing, editing (photo/video/text), presentation and communication skills;
•Positive attitude, detail and customer
– oriented with good multi
– tasking and organizational ability;
•Experience working with relevant specialized equipment, software/hardware (Adobe suite, CRM platforms, Office 365, Video and photography, ect);
•Excellent interpersonal and communicational skills, both written and verbal, in English, Kinyarwanda and French;
•Experience working in the education sector will be considered as an added advantage.

Job Description
Duties and Responsibilities
The duties and responsibilities of the Administrative Assistant to the SPIU Coordinator are as follows:
• Properly draft (correct content and form) documents that need to be prepared at the level of SPIU Coordination level;
• Ensure SPIU meet the required administrative standards such as regular reporting obligations (meeting the quality standards and reporting timelines) to MINEDUC’S management, MINECOFIN and other stakeholders who ought to be kept in the loop of projects implementation progress;
• Verify the content and form of documents submitted to the Supervisor and be able to prepare a summary of each when needed;
• Handle and forward correspondences received and sent by his/her Supervisor;
• Dispatch documents to MINEDUC SPIU Staff and ensure the monitoring of each document;
• Alert MINEDUC SPIU’s staff on any delayed submission of documents or any other delayed due task;
• Make required organization including logistical preparation of all MINEDUC SPIU Meetings;
• Manage MINEDUC SPIU Coordinator’s agenda and appointments;
? Set up and constantly update an effective filing system for SPIU and ensure proper custody of confidential files and information;
? Serve as a resource person for Information about the Processes and modalities of MIINEDUC SPIU’s activities and about end users;
? Disseminate and exchange information on projects, programs and development priorities under MINEDCUC SPIU;
? Provide requested information to MINEDUC SPIU’s Client and orient them to appropriate services;
? Analyze deliverable channels in MINEDUC SPIU report to MINEDUC SPIU Coordinator any deficiencies to be fixed;
? Suggest/devise any mechanism that may bring any value and efficiency to SPIU functioning and provide a meaningful support to the SPIU Coordinator;
? Plan and ensure maintenance of inventory of office supplies in the office
of the Coordinator;
? Ensure that outgoing communications are accurate and timely go to the right destination;
? Ensure proper management of incoming communications and their channeling to the right destination;
? Advise the Coordinator and ensure management of external e
– mails into and
out of the SPIU;
? Follows up on Hotel accommodation and flight bookings of any external
visitors to the SPIU and advise the Coordinator accordingly;
? Other relevant tasks that would be assigned to him/her by the Supervisor to deliver the project as detailed in the Project Operations Manual (POM)
Job Profile
Required Qualification, Experience and skills
The academic qualification, experience and skills required from the Communication Specialist are as follows:
• Hold Bachelor’s Degree in Secretariat Studies, Administrative Sciences, Social sciences, Office Management and Public Administration with experience of at least 3 years in office management.
• Office Management Skills;
• Sound Organizational and Interpersonal Skills;
• Computer knowledge (Work Processing, Ms. Excel, Power Point and Internet)
• Analytical and Problem Solving Skills;
• Time Management Skills;
• Excellent Communication (verbal and writing) in Kinyarwanda, English and French is mandatory
• Other skills:(i) Ability to manage priorities and be detail
