8 years’ work experience which includes:

  • Senior management track record of 3 years or more; with at least 3 years in the relevant sector/ industry as per relevant role
  • Experience working in a global/multinational enterprise (understanding emerging markets advantageous)
  • Worked across diverse cultures and geographies
  • Experience in Network operations and maintenance.
  • Familiarity with network planning and optimization tools
Job Summary

Mission/Core purpose of the Job:

To manage and take responsibility for the planning & Optimization of MTN Rwanda BSS and backbone, Metro and Access Transmission network at a national level to achieve a network which:

  • Lead and take responsibility for the planning and optimization of MTN Rwanda’s BSS and backbone, Metro, and Access Transmission network.
  • Meets the technical business plan requirements
  • Ensures an integrated Network plan
  • Provides strategic leadership in the technical arena
  • Ensures all NE’s in all disciplines fulfill the business capacity requirements
  • Ensures headroom on key elements
  • At least matches or exceeds the competitor in coverage
  • Integrates with the current and future national networks in Rwanda
  • Meets the pre-determined quality targets

Key Performance Areas:

  • Extract value from what we already have through cross-functional/and or regionally focused activities such as: multi-functional business optimisation, contracts review and negotiation, cross-functional capital/budget efficiency projects, etc.
  • Innovation – identifying and taking advantage of new cross-functional business opportunities, e.g., through nurturing new business opportunities, products launched, product/process innovation, structural changes, etc.
  • Maintain leadership in the ICT/Digital industry by influencing state legislation & policies, participating in state level industry think-tanks, building & extending national B-2-B and similar relationships, etc.
  • Enhance/expand MTN R’s role in the larger national and ecosystem through participation as thought leader, executing regional/local CSR projects, involvement in (inter)industry non-ICT policy & think-tank activities, data analysis, reviews, etc.
  • Cross-functional people leadership activities: coaching, staff development and motivation, employee networks mentorship/support, cross-division employee engagement projects, faculty roles, talent mentorship, etc.
  • Generic activities necessary for positive business outcomes, such as: supporting recruitment, thought leadership/execution as internal (interview/disciplinary) panel member, influencing next level leaders (e.g., at ExCom) etc.
  • Interface across the company with IT, Marketing & Sales and Billing departments, to ensure that developments in the Network area are synchronized with other business unit plans
  • Contributes to strategy development through the development of frameworks to drive change required for business sustainability.
  • Manages the execution and implementation of strategy through working with and across functions, multiple processes, discipline technologies, products, teams and customers.
  • Drive an increase in Shareholder return by ensuring that the Processes of network planning & optimization are aligned to achieving all elements on the business score card. (I.e. Grow Market Share, Grow ICT & Data Revenue, Increase EBITDA margins, Assure Revenue, CAPEX Returns Management and Net Subscriber Additions).
  • Regularly monitor and review the resources of the department, ensuring they are allocated and utilized in a cost effective and financially disciplined manner and in line with budget provisions.
  • Develop Network design improvement and optimization plans for MTN Rwanda’s short, medium and long term to improve QoS and performance efficiency.
  • Responsible for the annual budgetary plan for Network expansion and Engineering department (OPEX and CAPEX).
  • Plan, monitor and control Opex and Capex budgets in accordance with business plans and objectives of the division.
  • Prepare and provide business cases for infrastructure developments to ensure the provision of a stable operating environment.
  • Assess resource requirements for the department, guide and influence the long-term financial view of the organization provide input into the overall business planning.
  • Provide support initiatives that will ensure cost savings and reduction to drive EBITDA growth for the organization. (OPEX/COS savings).
  • Champion/Sponsor the review of Business Processes (headcount, process optimisation, business optimisation etc), to drive efficiency gains to ensure reductions in Divisional budget year-on-year.
  • Champion Contract negotiations to reduce costs and drive MTN R Value Creation philosophy.
  • Managing tenders and contracts within a multi-vendor environment
  • To align Core, BSS and Access TX planning with NW Service Delivery and Operations requirements
  • Ensure Fiber to sites plans and rollout targets are optimal.
  • To ensure that the network consistently delivers on customer expectations regarding network quality, coverage and capacity
  • Maintain a moving 5-year network strategy
  • Ensuring vendor builds to plan
  • Architecture design verification
  • Network utilization to remain within acceptable limits.
  • Dimensioning network infrastructure to meet business plan and market demand.
  • Balancing Market demands with technical capacity
  • Understand the Complex IP/MPLS network
  • Ensuring a fully integrated Network plan
  • Review MTN R corporate direction and develop Network expansion strategy for core/Radio/TX capacity enhancement, network performance & core network optimization to ensure efficient utilization of deployed capacity.
  • Develop framework, policies, standards, methodologies, plans and procedures to guide the Engineering department and to enable the division to provide high quality services and attain set goals and objectives of MTN R.
  • Develop, implement and ensure strict adherence to policies and procedures of MTN R.
  • Ensure the MTN R network is operated and maintained to company and market requirements.
  • Oversee prompt management of major faults and ensure continuous monitoring of operations and performance of the core and Access
  • Make contributions to and ensure weekly and monthly reports on overall performance of the network are available.
  • Work closely with other departments within the technology department and other divisions to develop and improve NWG regional services and achieve operational excellence in MTN R.
  • Responsible for developing and setting acceptance criteria for new BTS sites integration and ensuring the operations and maintenance of all Network radio, BTS and power equipment nationally, using the regional structures.
  • Review network access best practices, new technologies and the corporate needs and develop business plans for the NWG Operations department, ensuring alignment with MTN R corporate strategic objectives.
  • Provide technical leadership /advice in the formulation and development of departmental framework, policies
  • Develop and set acceptance criteria for new sites integration.
  • Monitor and Maintain MTN R network operations and associate platforms/systems with MTN R policies as well as market requirements.
  • Evaluate existing/new applications and user requirements on high-level specifics, react to, and resolve all major faults, promptly
  • Monitor the performance of the network and contribute to weekly/monthly reports on overall network performance, companywide.

  • Guide investment plan and capital expenditure for MTN Rwanda NWG, IT, EBU & Facility in line with the company Strategic Plan.
  • Develop the strategic plan for deployment of network & Systems infrastructure.
  • Develop a long-term network property strategy aligned to the network & systems technology strategy and roadmap
  • collaboration with other departments to emphasize cross-functional teamwork.
  • Vendor Management – develop a sustainable strategy to manage suppliers like Ericsson, Huawei, ZTE, etc, on Technical, Commercial, Program and Project levels.
  • Sustain and enhance the basic model of project management process and procedures.
  • Ensure effective enterprise governance and project prioritization.
  • Implement monitor and report on compliance with project management and governance processes.
  • Experienced with project management frameworks (e.g., Agile, Waterfall) and tools (e.g., MS Project, JIRA).
  • Report on alignment between strategy and projects.
  • Implement project management framework to ensure resources, processes and systems are in place for structured and cost-effective delivery of all networks, IT, EBU & Facility capital & other projects.
  • Ensure that planned network/systems architecture and rollout is implemented in the appropriate timeframe meeting business requirements
  • Lead the resources responsible for the deployment of projects
  • Oversee the management of contractor and supplier relationships to achieve project commitments

  • Implement fixed assets life cycle management processes
  • Ensure:
    • Maximum capitalization of labour costs
    • Continuous assessment of useful lives
    • Continuous assessment of impairment
    • Formal processes for disposal, for retirement and for scraping
  • Develop and implement project-based accounting and management of Network, IT EBU & facility CAPEX
  • Ensure accuracy of the Fixed Asset Register such that all physical assets match the detail in the Fixed Asset Register
  • Ensure fixed asset management compliance with IFRS
  • Define and implement a national and regional warehouse strategy to meet the project’s needs
  • Effectively support supply chain management for Technology equipment
  • Assist warehouse team to ensure adequate warehouse dimensioning to support the project rollout plans
  • Improve efficiency of the current Technology warehouse
  • Management, motivation and support of Technology CAPEX and OPEX requirements – Business Cases & Board Paper preparation.
  • Financial input for budgeting and strategic planning activities for the NWG, IT, EBU & Facility
  • Ensure accurate costing records are maintained for all NWG, IT, EBU & Facility assets
  • Liaising with suppliers on pricing and supply issues related to NWG, IT, EBU & Facility to ensure equipment supplies are procured and delivered timeously at the best possible pricing
  • Ensure timely project report of annual/quarterly budgets as approved by the board.
  • Ensure timely preparation and dispatch of the High Level Design Documents (HLDDs) to project Sponsors.
  • Ensure timely collation of Project Plans of Execution (PPOEs) to the Capital Steercom for review and approval.
  • Responsible for the acquisition and management of all network properties including radio sites, transmission sites, switching sites, data centres and network warehouses
  • Ensure network sites and appropriate space within these sites are available on time to meet growth requirements provided by the network planning & solution Architecture departments
  • Responsible for the planning, design, implementation, and management of all Technology mechanical and engineering services
  • Continuously evolve BTS Site Build specification (Towers, Shelters etc) taking into account the new site builds requirements (Transmission High Sites, Low Impact Sites etc).
