Midwife at Alight: (Deadline 18 June 2020)

ALIGHT is looking for a qualified, self-driven, and committed individual to join its team as a Nurse/Midwife, to be based in Mahama Site, Kirehe District.

PRIMARY PURPOSE:

The Midwife will be responsible for providing basic obstetric care to pregnant mothers and conduct deliveries of uncomplicated nature at the Alight- run Mahama health facility. S/he will be responsible for identifying high-risk pregnancies and refer the same to a competent medical team promptly and appropriately.

KEY RESPONSIBILITIES 

  • Interview patients and provide a physical examination to guide diagnosis;
  • Promote and organize ANC (Ante-Natal Care) and PNC (Post Natal Care);
  • Carry out deliveries according to MoH and international health standards;
  • Understand and use all maternity equipment (extractor, MVA, delivery bed, portogram resuscitation machine) appropriately
  • Perform postpartum examinations and treatments to ensure that patients and infants are responding normally;
  • Administer medications (e.g. ergometrine injection) after delivery under the supervision of the Head Nurse and Medical Doctor;
  • Document and discuss cases with facility Medical Doctor to ensure they are appropriately and holistically managed;
  • Educate patients in different health and nutrition topics including diet in pregnancy and lactation and basic prenatal and postnatal health practices including hygiene;
  • Maintain Infection Prevention & Control (IPC) standards in the maternity ward;
  • Manage referrals for complicated pregnancies, to be referred to District Hospital with Health Coordinator and/or Medical Doctor approval;
  • In case of rhesus incompatibility, request gamma-globulin within 48 hours, and make sure it is administered promptly;
  • Daily maintain and manage records for pregnant women, deliveries, and postpartum mothers;
  • Provide obstetrics data and statistics to the Head Nurse and Health Data Manager on a routine and ongoing basis for reporting purposes;
  • Provide family planning services to clients, including counseling, sensitization on family planning methods, dispensing contraceptives, and follow-up;
  • Conduct informal and formal training for Traditional Birth Attendants;
  • Conduct training for nurses on Obstetric/Gynecological practices and standards;
  • Coordinate with other health staff on self-assessment of obstetrical skills and challenges;
  • Coordinate with other health staff on the referral of obstetrics patients to other needed health services;
  • Perform any other duties assigned by the supervisor, or any other ALIGHT’s Senior Manager.

QUALIFICATIONS;

We’re looking for the following education, technical skills, & knowledge:

  • Minimum A1 Diploma in midwifery, preferably with a background in nursing, with full registration and current valid and legal practicing license;
  • Minimum of four (4) years direct previous experience as a midwife in Rwanda, with a high level of skills in clinical services;
  • Knowledge of Ministry of Health standards and protocols for maternal/child health and obstetric health;
  • Ability to provide Emergency Obstetric and Newborn Care (EmONC) training to health staff and TBAs;
  • Excellent report writing, communication skills, and analytical skills for Health Data;
  • The capable communicator in English, French, and Kinyarwanda; including written
  • Experience working in protracted refugee situations or low resource settings a plus

Logistics Coordinator at Alight: (Deadline 17 June 2020)

ALIGHT is looking for a qualified, self-driven, and committed individual to join its team as Logistics Coordinator in one of the field sites (refugee camps) where ALIGHT has active operations.

PRIMARY PURPOSE:

The Logistics Coordinator is in charge of planning, coordinating, and control for all operations activities of the various projects with high quality and timely service delivery, and cost-effectiveness. The Logistics Coordinator will maintain Standard Operating Procedures (SOPs) and operational policies to be used in preventing fraud and ensuring full compliance with the ALIGHT and donor rules and regulations. He will also build capacity and technically support the logistic team.

This is a field-based position, the Logistic coordinator is expected to reside full time at/near the assigned Sites, and may be called upon to and is expected to be available to support related work over weekends, holidays or such other declared days, depending on business urgency.

KEY RESPONSIBILITIES 

Operations: 

  • Coordinate and plan operational activities of the site in collaboration with the Site Manager;
  • Monitor, manage and support proper maintenance of all ALIGHT facilities (Offices, Guest Houses, Stores, Warehouses, etc.) in the site;
  • Effect or establish controls and maintain Standard Operating Procedures (SOPs) and operational policies that prevent or guard against fraud and resource use
  • Stay abreast of relevant donor policies, procedures, rules and regulations on operations, and support train ALIGHT program and partner staff in these policies;
  • Oversee the management of all communication and ICT services and assets at the Site level

Logistics and Supply Chain Management

  • Ensure that monthly and quarterly site procurement plans are developed, submitted, and within budget limits and compliant with donor requirements.
  • Coordinate regular market assessments to ensure accurate knowledge of local market prices for most common goods and services and maintain a local suppliers database;
  • Build and maintain the constructive and ethical business relationship with suppliers and private sector operators
  • Prepare monthly status reports on procurement, assets, contractor database and payments;
  • Coordinate the packing and shipping of packages to and from the field sites; ensuring that there are adequate systems for tracking and documentation to support the processes;
  • Oversee and ensure proper storage and warehousing of ALIGHT stock items and assets and maintain accurate inventory, assets and stock management, system;
  • Ensure that the vehicle fleet owned by, lent to, or hired by ALIGHT Site are managed according to ALIGHT and/or donor’s policies and procedures, including efficient fuel consumption, maintenance and repairs, mileage monitoring, and reporting;
  • Supervise the work of the Storekeeper, Drivers, Cook/Cleaner and other supply chain staff and operations support staff;
  • Oversee and coordinate the work of the guards at the office, guesthouse, and stores and other ALIGHT installations;
  • Liaise with Kigali office and coordinate the repair and service needs of all vehicles, generators, pumps and other equipment;
  • Perform any other duties assigned by the supervisor, or any other ALIGHT Senior Manager.

QUALIFICATIONS

We’re looking for the following education, technical skills, & knowledge:

  • Minimum Bachelor’s degree in Operations Management, Business Administration, Procurement or Logistics, or a closely related field from an accredited university required;
  • Minimum 5 years’ direct experience in operations and logistics management with humanitarian or development programs, in a comparable role;
  • Professional certifications such as CSCP, CPIM, CLTD preferred and continuous education and specialized; trainings in procurement and logistics management is a plus;
  • Skills and knowledge in the design and use of Information Management Systems (IMS);
  • Experience in preparing and managing budgets; also work planning and coordination
  • Demonstrated advanced communications, presentation, and interpersonal skills, including fluency in written and spoken English;

VCT Counselor at Alight: (Deadline 18 June 2020)

ALIGHT is looking for a qualified, self-driven, and committed individual to join its Team as VCT/Counselor at Nyabiheke Camp, Gatsibo District.

PRIMARY PURPOSE:

VCT counselor provides clinical care to refugees and host communities  He/She provides HIV testing and counseling services and serve in several different capacities within the nursing continuum, including IPD/OPD care, HIV/AIDs programming (in PMTCT and VCT), pharmacy management, and reproductive health services, all according to both ALIGHT and Rwanda Ministry of Health protocols and guidelines.

KEY RESPONSIBILITIES.

  • Counsel and test clients for HIV, and provide them with accurate information about the infection, prevention measures, current treatments, services, options, and other resources;
  • Ensure those tested positive are linked to ARV services for follow up and initiation on treatment;
  • Work closely with high-risk persons to develop a reasonable risk reduction;
  • Educate and mobilize people of concerns on condoms use and prevent Sexually transmitted infections;
  • Counsel people suffering from HIV, their families, and friends, and provide them with accurate information about available treatment and other supports;
  • Maintain current and accurate client records as directed, collect and report relevant data about services provided, and prepare statistical reports as required;
  • Develop and maintain an in-depth awareness of available HIV/AIDS treatment options, local resources, and transmission prevention strategies;
  • To support other clinical services including IPD/OPD, pharmacy management, etc..
  • Collaborate with Community health sector in HIV/AIDS prevention mobilization, sensitization, and campaign;
  • Participate in training opportunities as required;
  • Maintain client confidentiality;
  • Interview patients to obtain information that will guide diagnosis including a physical examination of the patient while in consultation, order lab exams and record inappropriate tools, prescribe medicines and record inappropriate tools;
  • Make the decision on which patient can be referred to the medical doctor and other appropriate services;
  • Perform any other duties assigned by the ALIGHT hierarchy.

 QUALIFICATIONS;

We’re looking for the following education, technical skills, & knowledge:

  • Minimum Bachelor’s Degree in clinical psychology with the background of nursing or Bachelor’s Degree in Nursing or a close field from an accredited required;
  • Valid and current practicing license from Rwanda health profession council;
  • Significant and recent experience of 3 years in clinical Psychology with a preference in the provision of HIV counseling and testing;
  • Successfully completed recent training required for HIV/AIDS management from government or local regulatory;
  • Current counseling certification or at least 1,000 hours of counseling experience;
  • Previous experience with Development or Relief Organization in Complex emergency situations, including refugees, or community outreach;
  • Demonstrated ability to write clearly, insightfully and persuasively in English and Kinyarwanda;
  • Highly organized, self-motivated, reliable, excellent interpersonal skills;
  • Experience working in refugee situations and/or previous experience in Rwanda.

WASH and Construction Coordinator at Alight: (Deadline 18 June 2020)

ALIGHT is looking for a qualified, self-driven, and committed individual to join its team full time as Water, Sanitation and Hygiene (WASH) and Construction Coordinator located at Kiziba Site – Karongi District, Rwanda

MARY PURPOSE:

The WASH and Construction Coordinator is responsible for the planning, implementation, and monitoring of all activities related to water resources, sanitation, waste management, hygiene promotion, construction, rehabilitation, and infrastructure maintenance. S/e is in charge of project work plans and budget to sustain the quality and safe drinking water, hygienic living and site conditions, access to sanitation facilities, and shelter for POCs. S/he also supervises rehabilitation, construction, and maintenance of public/shared WASH infrastructure and facilities within the camps, including roads, medical facilities, drainage, camp offices, and other such facilities/buildings

KEY RESPONSIBILITIES.

WASH:

  • Responsible for safe water supply in the camp (water testing, treatment, and supply mechanisms)
  • Maintenance of water system (water source, motor-pump, generator, distribution network, reservoirs, tap stands) in the camp including record keeping, observations of security measures, building capacity of refugee workers on best practices
  • Monitor direct sanitation activities, including liquid and solid  waste management, daily cleaning of latrines and chemical spraying of latrines and dwellings;
  • Manage the direct implementation of all WASH-related activities in line with established work plans and resources
  • Work closely with various partners, including refugee committees in the areas of water and sanitation, and hygiene
  • Support national WASH, Environment & Construction Technical Advisor on developing technical drawings, blueprints, and BBQs for WASH-related construction activities;
  • Contribute to WASH strategy development; project proposal and provide input on WASH needs and gaps as required
  • Plan, coordinate and implement public health and engineering activities (hygiene promotion, water quality assurance, sanitation, solid waste, and vector control) in the refugee communities;
  • Organize trainings and capacity building activities for refugee committees, casual laborers, as well as ALIGHT staff on hygiene and sanitation best practices;
  • Lead training and hygiene promotion components to ensure public health activities are implemented;
  • Supervise and monitor the construction, emptying, replacing, cleaning, and maintenance of latrines in the camp. This includes monitoring the number of WASH facilities in line with international standards
  • Follow up on the emptying of garbage pits and sanitation areas by ALIGHT staff. This also includes carrying out sensitization activities on waste disposal and the usefulness of compostable waste;
  • Organize and supervise construction, reconstruction, rehabilitation and maintenance of public showers, hand washing facilities,  washstands, garbage pits, incinerators, and drainages;
  • Organize and supervise communal work for cleaning of latrines, showers, washstands, garbage pits, water kiosks, and drainages;
  • Advice on quality of all WASH activities, monitor regularly all ALIGHT implementation of WASH activities, assessing the adherence to the set standards
  • Mobilize beneficiary communities to maintain the established/rehabilitated/protected water sources through the formation of and guidance to water user committees
  • Initiate purchase requests for all WASH activities and ensure their implementation.

Construction

  • Support national WASH, Environment & Construction Technical Advisor on the design of blueprints and BoQs for construction-related activities;
  • Coordinate receiving and delivering supplies and materials to various work sites in the camp, in line with internal ALIGHT policies and procedures;
  • Implement construction-related activities and oversee the progress of work sites for construction, maintenance, and rehabilitation of shelters and public infrastructure in the camp;
  • Certify works completed and ensure the safety of all infrastructures to prevent all possible hazard;
  • Plan and supervise maintenance of access roads and Bridges to the camps and internal camp road network, to allow safe and easy vehicle access and mobility;
  • Supervise construction workers at worksites to meet deadlines and follow technical guidelines;
  • Responsible for requesting and safekeeping of construction and maintenance equipment/tools used at work sites.

Other significant administrative duties/Responsibilities;

  • Organize and submit WASH/Shelter/Construction data for monthly, weekly, and quarterly reports
  • Develop and follow work plans (with support of WASH/Construction Technical Advisor and Site Manager) for WASH and Construction activities;
  • Coordinate (with support from the Site manager) with MINEMA, UNHCR, shelter committees, WASH committees, and other partners on WASH/Construction activities
  • External representation: Act as focal person for WASH/Shelter related activities at the site, represent ALIGHT at coordination, donor visits, and other external meetings
  • Support the Site’s Logistics Coordinator and Storekeeper in the control of all resources assigned to WASH/Construction and ensure proper monitoring, storage, and use
  • Participate in the skills improvement, capacity building and the evaluation for WASH/Construction
  • Perform administrative tasks related to WASH/Construction sector (maintaining databases, record keeping, report writing, making requisitions, etc
  • Perform any other duties assigned by the supervisor, or any other ALIGHT leadership team

QUALIFICATIONS;

We’re looking for the following education, technical skills, & knowledge:

  • Minimum Bachelor’s Degree in Civil Engineering and /or Construction or a closely related field from an accredited university required;
  • Minimum four (4) of direct and significant sustained experience working in similar role and focus, in complex construction, water sanitation and humanitarian settings;
  • Significant background and experience in water resources, sanitation, and hygiene ( WASH) programming
  • Demonstrated ability to write clearly, insightfully and persuasively in English, Kinyarwanda and meet regularly tight and demanding deadlines;
  • Experience in managing and working with a multicultural staff and familiarity with working procedures in camp environments;
  • Strong participatory leadership and interpersonal skills;
  • Ability to motivate and counsel staff working in a refugee camp environment;
