The mandate of the Sub-regional Office for Eastern Africa (SRO-EA) is assist member States through initiatives, advisory services and tailored capacity-building interventions in the context of the implementation of the African Continental Free Trade Area, including through technical studies and country profiles addressing structural transformation; Contribute to strengthening the capacity of member States in the Eastern Africa sub-region, the regional economic communities and intergovernmental bodies to develop and implement development frameworks, including on the blue economy.

The Sub-regional Office for Eastern Africa (SRO-EA) is located in Kigali (Rwanda). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its core objective is to contribute to achieving structural transformation for inclusive and sustainable development in the sub-region, with a focus on deepening regional integration

This post is located in the sub-regional office for Eastern Africa (SRO-EA) of the Economic Commission for Africa in Kigali, Rwanda. SRO-EA covers 14 countries: Burundi, Comoros, D.R Congo, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania and Uganda.

Responsibilities

Under the supervision of the Director of the Sub-regional Office for Eastern Africa, and the direct supervision of the Chief of the Regional Integration & AfCFTA Cluster, the incumbent is responsible for the following duties:

Economic or sector analysis:
•Monitors economic developments and identifies recurrent and emerging issues of concern.
•Designs and conducts studies on selected issues in economic development and regional integration.
•Develops draft policy recommendations.
•Interprets and applies results of econometric modelling to analyse economic prospects and policies.
•Formulates proposals for innovative development strategies, policies and measures.
•Attends international, regional, and national meetings.
•Organizes expert group meetings, seminars, and webinars on development issues.
•Prepares speeches and presentations for senior staff.

Intergovernmental support
•Provides substantive support on economic issues, particularly pertaining to regional economic integration, to intergovernmental bodies such as Regional Economic Communities and the Intergovernmental Committee of Experts and Senior Officials (ICSOE).
•Represents the cluster at international, regional and national meetings.

Technical cooperation:
•Designs and monitors technical cooperation projects.
•Undertakes missions to member states, either alone or as a participant in a team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of technical cooperation projects.

•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.

Education

Advanced university degree (Master’s or equivalent) in economics or related field is required. A first level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Doctorate degree in the specified fields is an advantage.

Work Experience

A minimum of five years of experience in economic analysis and research, international trade research and analysis, policy formulation, or related area is required.
A publication record in studies on aspects of economic development and regional integration is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in one of the working languages of the UN Secretariat, English or French, is required. Knowledge of the other is desirable. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

The mandate of the Sub-regional Office for Eastern Africa (SRO-EA) is assist member States through initiatives, advisory services and tailored capacity-building interventions in the context of the implementation of the African Continental Free Trade Area, including through technical studies and country profiles addressing structural transformation; Contribute to strengthening the capacity of member States in the Eastern Africa sub-region, the regional economic communities and intergovernmental bodies to develop and implement development frameworks, including on the blue economy.

The Sub-regional Office for Eastern Africa (SRO-EA) is located in Kigali (Rwanda). It is headed by a Director who reports to the Deputy Executive Secretary (Programme). Its core objective is to contribute to achieving structural transformation for inclusive and sustainable development in the sub-region, with a focus on deepening regional integration

This post is located in the sub-regional office for Eastern Africa (SRO-EA) of the Economic Commission for Africa in Kigali, Rwanda. SRO-EA covers 14 countries: Burundi, Comoros, D.R Congo, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania and Uganda.

Responsibilities

Under the supervision of the Director of the Sub-regional Office for Eastern Africa, and the direct supervision of the Chief of the Regional Integration & AfCFTA Cluster, the incumbent is responsible for the following duties:

Economic or sector analysis:
•Monitors economic developments and identifies recurrent and emerging issues of concern.
•Designs and conducts studies on selected issues in economic development and regional integration.
•Develops draft policy recommendations.
•Interprets and applies results of econometric modelling to analyse economic prospects and policies.
•Formulates proposals for innovative development strategies, policies and measures.
•Attends international, regional, and national meetings.
•Organizes expert group meetings, seminars, and webinars on development issues.
•Prepares speeches and presentations for senior staff.

Intergovernmental support
•Provides substantive support on economic issues, particularly pertaining to regional economic integration, to intergovernmental bodies such as Regional Economic Communities and the Intergovernmental Committee of Experts and Senior Officials (ICSOE).
•Represents the cluster at international, regional and national meetings.

Technical cooperation:
•Designs and monitors technical cooperation projects.
•Undertakes missions to member states, either alone or as a participant in a team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on economic development issues.
•Conducts training seminars and workshops for government officials and others.
•Formulates technical modalities for the evaluation of technical cooperation projects.

General
•Supports junior staff, reviewing their work and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.
•Undertakes on-the-job and other training activities, both internally and externally.

Education

Advanced university degree (Master’s or equivalent) in economics or related field is required. A first level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Doctorate degree in the specified fields is an advantage.

Work Experience

A minimum of five years of experience in economic analysis and research, international trade research and analysis, policy formulation, or related area is required.
A publication record in studies on aspects of economic development and regional integration is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in one of the working languages of the UN Secretariat, English or French, is required. Knowledge of the other is desirable. Knowledge of another official UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

United Nations Considerations
