To this end, FAO Rwanda seeks to hire an Agronomist and Plant Protection Specialist. This role will assist the Rwandan government in applying Integrated Pest Management (IPM) strategies to control pests and diseases, thereby enhancing the country’s agricultural production and productivity.
Reporting Lines
The selected candidate will report to the FAO Representative in Rwanda through the Better Production Officer at FAO-Rwanda, under the technical supervision of the Project Lead Technical Officer (LTO), and in close collaboration with national counterparts and FAO-SFE technical officers.
Technical Focus
The incumbent will join the dynamic Better Production team, committed to ensuring the successful delivery of agricultural services through the implementation of best practices in agriculture. By adopting an Integrated Pest Management (IPM) strategy, the team aims to reduce the reliance on conventional chemical pesticides, which pose risks to sustainable production, health, and the environment. The IPM approach, focusing on safer alternatives, aims to mitigate issues such as secondary pest outbreaks, the development of pesticide resistance, and the destruction of natural enemies of plant pests.
Tasks and responsibilities
The incumbent will specifically:
- Develop, review, and oversee the implementation of best agricultural practices and integrated pest management (IPM) strategies to boost productivity and manage pests sustainably in Rwanda.
• Support the design and execution of pest early warning, monitoring, forecasting, and response systems, including the preparation of preventive and contingency plans for plant pests.
• Assess and enhance pest management capacities, including institutional, technical, operational, and resource aspects, and provide recommendations for improvements.
• Support the FAO Country office to evaluate pest and disease statuses and assist in the design and implementation of effective IPM regimes, ensuring compliance with equipment specifications and environmental risk management practices in Rwanda.
• Contribute to the development and implementation of training programs for government staff, extension workers, and farmers on sustainable agriculture and pest management practices, including the creation of training materials.
• Provide technical support and guidance on pesticide use, emphasizing environmental risk management, and support the establishment of institutional partnerships and mandates for IPM implementation.
• Identify research areas, participate in resource mobilization for agricultural projects in line with strategic frameworks, and implement activities through transparent and accountable procedures.
• Support to the FAO Country office for the technical advice and policy assistance to national counterparts, ensuring quality, effectiveness, and knowledge sharing in agricultural practices.

- A bachelor or advanced degree in agronomy/agriculture, entomology, plant pathology, pest management or plant protection, crop science, agroecosystem, crop production, or a closely related field.
• At least seven years relevant experience in plant protection, agriculture, agronomy and agroecology.

Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Ministry of Agriculture and Animal Resources of Rwanda is implementing the project aimed at reconsidering the potential of water resources development to expand irrigated land in Rwanda. The project aims to put more effort into increasing the area under irrigation by reconsidering all irrigation potentials, including medium, small, and micro sites. By reconsidering irrigation potential in Rwanda, the project will increase the total irrigated land to maximize crop production and productivity, sustainable land use and crop intensification, adaption to environmental degradation and climate resilience. Reconsidering irrigation potential will decrease the barriers to accessing water, impact poverty through different dimensions such as crop/animal production and productivity, on-farm and off-farm employment generation, income/consumption, vulnerability, food security, non-farm output, nutrition, multiple use of water (e.g. domestic and irrigation purposes).
Thematically the projects focus on two outputs:
(1) Analyze and review geographic data and prepare an inventory of national irrigation potential sites in Rwanda,
(2) Conduct comprehensive preliminary feasibility studies and validate the identified potential sites.
FAO is now hiring a National Agro-Socio- economist Expert to develop investments proposals for the mapped large, medium, small, and micro irrigation potential sites, and carry out pre-feasibility studies for the most suitable sites in consideration of easy implementation and cost efficiency.
FAO is now hiring a national an Agro-Socio- economist Expert to assess the economic and financial feasibility of the selected potential sites i.e large, medium, small and micro irrigation potential sites to be prioritized as Climate Smart, and Efficient Irrigation sites in Rwanda.

Technical Focus
The consultant will conduct a thorough economic and financial feasibility assessment of the selected potential sites across the country. S/he will tally the anticipated return expected from development of the selected irrigation sites and prepare needed reports.
Tasks and responsibilities
The incumbent will specifically:
- By considering a period of 30 years s/he will determine, in particular, economic and financial internal rate of return, with sensitivity tests indicating change in these rates taking into account various theories about the costs and profits.
• Propose the total investment cost of every selected site.
• Conduct the financial analysis of the irrigation projects’ capability to repay the investment and the operation as well as maintenance costs.
• Propose the Public Private Partnerships models that can be applied for the identified sites with emphasis on the implication of the youth and gender balance.
• Propose the resource mobilization strategy for the identified potential sites.
• Support to organize the consultation workshops to inform potentials stakeholders (government, private sector, international organizations, donors other stakeholders who intervene in irrigation sub-sector) for the identified sites.
• Organize the validation meetings of the feasibility studies of the potential selected sites,
• Categorize and prioritize needed investments to develop the quick win projects that are promising.

- A bachelor’s degree with an advanced university degree in agribusiness, development studies, agronomy, agriculture engineering or other related fields.

FAO is now hiring a national GIS specialist to map large, medium, small, and micro irrigation potential sites, to classify all sites and support the elaboration of pre-feasibility studies for the most suitable for easy implementation.
Reporting Lines
The incumbent will work under the overall guidance of the FAO Representative in Rwanda, the direct supervision of the project Lead Technical Officer (LTO) in close collaboration with the Better Production Team Leader/ Senior Irrigation Specialist at FAO Rwanda, with the technical guidance from the Senior Water Development and Management Officer based in the Regional Office for Africa.
Technical Focus
The specialist will thoroughly use the existing geographical data and locate all possible water sources on Rwanda’s territory. S/he will identify all irrigable sites, including those that can get water through pumping less than 80 meters of maximum head. In collaboration with the national irrigation expert, the GIS Expert will map and produce shapefiles of polygons, lines and points features related to water sources, irrigation canals and pipes, potential irrigation schemes, potential sites for pumping schemes, water reservoirs (earth dams/dam flood plains, hillside tanks and reservoirs/irrigation ponds). The GIS Expert will produce all maps and all characteristics required for, prefeasibility studies. The database to be produced would be a functional user-friendly allowing to navigate and consult maps and other related characteristics. The produced Database should be compatible with existing digital platforms (Agricultural Knowledge Information Systems, AKIS).
Tasks and responsibilities
The incumbent will specifically:
• Review the National land use database (land use master plan, arable land, irrigation master plan, protected areas, etc) to get required updates.
• Conduct a desk study (latest orthophotos, Rwanda topographic maps- geo-referenced “TIFF images”) to map all potential irrigation sites (Larger, Medium, Small and Micro) to be developed or rehabilitated.
• In collaboration with the national irrigation expert produce maps and shapefiles indicating potential identified sites countrywide. The mapping exercise will be extended to all administrative boundaries, i.e up to village level. All levels and the geo-referenced Digital Elevation Models (DEM) would be at 25 cm accuracy, if available.
• Fast-track sites against land use/cover and other strategic use,
• Produce maps for small, medium, and large scale and suggest the actionable plan for implementation starting with a short-list of promising sites.
• Produce materials needed for the consultation and validation workshops that involve the government, private sector, international organizations, other stakeholders who intervene in irrigation sub-sector,
• Conduct field visits to identify the physical and environmental characteristics of some selected sites that may require physical presence.
• Support to collect non-spatial data from local farmers, farmers’ cooperatives and authorities, using ODK (Open Data Kit) questionnaires.
• Produce maps for water intake, conveyance, storage, distribution facilities, as well as their geographic features/ characteristics.
• Use GIS based topographic software to produce the bill of quantities that will inform the required feasibility studies.
• Produce maps/ drawings needed to calculate the investment of every selected site.
• Support to organize the validation meetings of the feasibility studies of the potential sites,
• Upload maps and other outputs into existing digital platforms (Agricultural Knowledge Information Systems, AKIS).
• Support to propose the resource mobilization strategy for the identified potential sites.
• Support to organize the consultation workshops to inform potentials investors and donors for the identified sites.
