Job Description
• Develop and employ a systematic approach for data collection, and methodologies to ensure the project’s statistical data, reporting, quality and timeliness of reporting on project are met
• Track, report, and update objectives, activities, key indicators, and results over the life of projects
• Collect data for all indicators to track implementation, identify the requirement for collecting baseline data,
• Provide input and update information related to project outcomes
• Prepare monthly, quarterly and annual reports on project progress based on project activities and indicators;
• Support other project staff through spot checks in the field in order to identify and solve problems in implementation from data gathered;
• Assist the six secondary cities with the mainstreaming of project M&E system
• Develop a strategy for integrating and further developing the RUDP impact monitoring
• Work with other project staff and LODA staff to establish project budgets with clear physical targets;
• Monitor the project disbursement to Districts
• Work with Districts to improve the timeliness, completeness and accuracy of financial and implementation progress reporting,
• Design and delivery capacity building programs in M&E to District
• Assist with the establishment of Key Performance Indicators and other management metrics for the project;
• Undertake risk analyses and develop an overarching framework for safeguard policies for the project, including mitigation strategies for fiduciary risk;
• Support monitoring of compliance with environmental and social safeguarding procedures for the RUDP as per approved safeguarding frameworks,
• Support the implementation of recommendations from different RUDP assessments in relation to project management and fiduciary processes (including procurement);
• Regularly review project performance and ensure that risks are identified and mitigation is effectively and promptly applied,
• Follow up on the implementation status for agreed actions highlighted in the Aide
– memoires
Job Profile
• Bachelor’s degree in Economics, Development Studies, Management, Regional Planning, Project Management, Community development with at least 5 years’ of experience in M&E of development partners funded projects/programs.
OR
• Master’s degree in the same fields with at least 3 years’ of experience in M&E of development partners funded projects/programs
Key Technical Skills & Knowledge required:
• Extensive knowledge and understanding of the Decentralization system in Rwanda;
• Knowledge of results based management, logical framework approach, strategic planning processes and tools;
• Knowledge of drafting Action Plans and Operational Plans;
• Knowledge to conduct policy and analysis and draft proposals;
• Knowledge of Monitoring and Evaluation concepts, systems and tools;

Job Description
• Overall, to ensure that the procurement process is guided by the key procurement principles; Economy, Efficiency, Fairness, Reliability, Transparency, Accountability and Ethical Standards and are in compliance with the procurement laws and regulations and applicable World Bank guidelines.
• For procurement activities carried out by LODA in respect of the “Rwanda Strengthening Social Protection” project:
• Advise management on the appropriate procurement approach depending on the nature and value of the goods or services to be procured;
• Assist LODA in obtaining the necessary non
– objections from the World Bank;
• Ensure that procurements for the project are managed in line with the annual procurement plan;
• Prepare general notices, specific notices and request for expressions of interest to be advertised by LODA;
• Prepare bidding documents, request for proposals (RFP) in consultation with technical departments for LODA management;
• Contribute details of qualified suppliers and service providers to LODA’s database and provide regular updates;
• Establish and update regularly the project procurement plans spelling out the activities services financed by the project. This should be done no less frequently than annually;
• Ensure that records of all procurements of the project are complete and are filed correctly;
• Ensure that the procurement plan is advertised as well as on the websites of the Implementing Agency and the World Bank;
• Participate in bid openings, evaluation process of the technical and financial proposals, coordinate and the negotiation process when required;
• Assist with the drafting of contract between the SPIU and the chosen consultants after obtaining the no
– objection (if required);
• In collaboration with the Contractor Management department, ensure that goods or services are provided as stipulated in the contract provisions, propose recommendations for the settlement of disputes which could occur during the implementation of the contract;
• In collaboration with the Stores and Logistics Manager and other concerned parties, ensure timely reception of the goods and the works of the various contracts financed by the project;
• For management of procurements let by the Districts LODA under the “Rwanda Strengthening Social Protection” project:
• Work with all Districts in the preparation of annual procurement plans for activities to be carried out during the financial year;
• Ensure that relevant procurement legislation and World Bank procurement guidelines are being followed in all procurements under the project;
• In collaboration with the Financial Compliance Specialist and the Internal Auditors conduct periodic reviews of District procurements under the project, identify any non
– compliances and develop remedial plans in the event of any breaches of WB guidelines or RPPA regulations;
• Monitor the timeliness and compliance of District procurements under the project;
• Periodic procurement reporting to relevant competent authority.
• Ensure that procurement procedures to be followed are outlined in the Project Implementation Manual (PIM) under Procurement Manual Section and are in line with relevant procurement legislation and World Bank procurement guidelines;
• Ensure that District Procurement Officers are aware of the requirements for procurements under the project and provide coaching as necessary;
• Advise all implementing entities on general contract management and monitoring;
• Support the World Bank missions to review the procurement process
Job Profile
Bachelor’s Degree or Master’s Degree in Engineering, Management, Procurement with at least 4 years in Procurement out of which 2 years experience in Procurement (Tendering goods or Services of donors Projects/Programs) of Donors funded Projects for Master’s Degree or at least overall experience in Procurement of 6 years out of which 3 years in Procurement (Tendering goods or Services of donors Projects/Programs) of Donors funded Projects for Bachelor’s Degree.
• Detailed knowledge of Rwanda public sector contracting laws, regulations and procedures;
• Detailed knowledge of World Bank procurement guidelines
• Excellent negotiation skills;
• Knowledge of business and purchasing practices;
• Excellent Communication Skills;
• Knowledge of grades, qualities, supply and price trends of commodities;
• Excellent project management and planning skills
• Good team working skills, time management and decision making skills;
• Good IT skills including Word, Excel and power point;
• Fluent in Kinyarwanda and English, knowledge of French is an advantage
