Summary Scope of Work:

Jhpiego is seeking a Procurement and Logistics Assistant to provide procurement and logistical support for the USAID/RISE COVID-19 project recently awarded to Jhpiego Rwanda.

In Rwanda, Jhpiego supports the Government to prevent, and responding to COVID-19. A significant area of focus of this work is accelerating and strengthening the operational capacity of community health care workers, district hospital healthcare workers to provide vaccine service delivery and to ensure quality case management at home-based care and facility levels.

The primary responsibility of the Procurement and Logistics Assistant is to provide assistance to Operations Manager in managing all operational activities related to procurement, and fleet of Motorcycles including Jhpiego and other car services. This position partially requires performing procurement and Logistics duties and ensuring the rational management of procurement processes and supply base effectively, obtaining goods & services in response to internal needs and in accordance with Jhpiego Procurement Manual.  Duties and responsibilities are outlined here below:

Responsibilites will be but not limited to:  

  • Support in the required procurement process for both operational and program-related equipment and supplies requested by USAID RISE staff: by documenting procurement requests, looking for the requests approval, then routing them to the Procurement Officer for bid preparation  in compliance with Jhpiego and USAID RISE rules and regulations
  • Collect and coordinate all procurement requests from USAID RISE program staff in the main office or on-field sites.
  • Provide advice and guidance to USAID RISE program staff on procurement matters, and coaching on relevant processes e.g. Requests for Quotation (RFQ), Request for Proposal, and other competitive procurement tools to ensure program needs are met, and to ensure procurement processes are perceived by suppliers as fair, open and ethical.
  • Ensure suppliers deliver procured items in a timely manner; verify that deliveries have been made correctly and on time.
  • Verify and ensure all invoices are well-supported before submission to finance for payments. As backup all documents shall also be stored electronically (scanned copies)
  • Assist supervisor in all required procurement reports for senior management and any other urgent procurement needs

Key Logistics Responsibilities:

  • Assist the Transport officer in arranging transport for USAID RISE staff, Consultants, and the transportation of material, equipment and personnel to the field site in compliance with Jhpiego vehicle use policy and procedures.
  • Ensure that all motorcycles are properly serviced and maintained up-to highest standard and equipped with tools and emergency and first aid kits etc.
  • Check and ensure all the motorcycle related documents are available as required by the organization and government of Rwanda.
  • Maintain insurance and importation temporary/RRA customs registration renewal schedules and technical control for each motorcycle.
  •  Ensure motorcycle log books are maintained and reviewed at least on weekly basis or randomly to ensure motorcycle/vehicle is used only for official business.
  • Check and verify monthly fuel consumption report, vehicle repair and maintenance report, and submit to supervisor with an analysis sheet
  • Keep track of payments made to suppliers/contractors to avoid duplication of payments.
  • Ensure that each required motorcycle logistics files are accurate and up-to-date as per Jhpiego policies and procedures

Required Skills & Abilities:  

  • Self-management is necessary (i.e. motivation, dealing with pressure, adaptability), detail oriented, professionalism and consistent image.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Ability to work proactively, organize and manage own work and assist others to do the same.
  • Ability to be solution-oriented and creative to ensure procurements are not delayed and logistics services are arranged efficiently

Education & Qualifications:

  • Bachelor’s Degree in Business Administration, Purchasing and Supplies Management or Procurement /Logistics or related field;
  • At least 2-3 years of practical experience in Logistics, Procurement, clearing from customs and purchasing services.
  • Experience with US government-funded, a similar position with other organizations is added value;
  • Computer literacy, ability to use all programs in MS Office Suite and proficiency QuickBooks is an added advantage;
  •  Knowledge of procurement and administrative systems
  • Proficiency in both written and spoken English, French and Kinyarwanda.

Summary Scope of Work:

The Technical Coordinator will provide technical support to USAID/RISE COVID-19 project.  In Rwanda, Jhpiego will support the Government to prevent, and respond to COVID-19. A significant area of focus of this work is accelerating and strengthening the technical and operational capacity of community health care workers, district hospital healthcare workers to provide vaccines service delivery and to ensure quality case management at home based care and facility levels.

The Technical coordinator will be responsible for ensuring technical, operational and scaled execution of COVID-19 response project being implemented at the national, and facility level under the direct supervision of the Project Technical Director.

Reporting Structure:

Location: JHPIEGO Head Office with frequent field travels

Case management

  • Provide technical support for the coordination of the clinical response
  • Participate in training of health care providers and community health workers engaged in case management of COVID-19 cases at home and facility levels in order to improve the identification, triage, stabilization and appropriate referral of ILI patients
  • Provide mentorship support to COVID 19 Treatment center staff through a Community of Practice, including facilitation of case discussions
  • Support dissemination of job aids and Standard Operating Procedure (SOPs) for home-based care (HBC) and health facility;
  • Ensure that Infection Prevention and Control (IPC) principles are applied, disseminate job aids and SOPs
  • Contribute to running of the hub-and-spoke communities of practice, to support integration of health facilities across the referral networks for stratified case management
  • Strengthening the case management M&E system
  • Contribute to program reporting and related documentation, publication

Vaccine Delivery

Provide technical support to COVID -19 vaccine delivery; preventative and public health actions will include:

  • Communications for social mobilization and building vaccine confidence, including mitigation of specific misinformation & vaccine hesitancy in coordination with National Immunization Technical Advisory Group (NITAG)
  • Strengthened vaccine safety monitoring through improved and transparent identification, reporting, investigation, and management of adverse events following immunization (AEFI)
  • Optimize referral, provincial and district level health facilities supported by RISE in coordination with national deployment and vaccination plan (NDVP) and local government health authorities;
  • Build close working relationships with key stakeholders
  • Ensure data collection and reporting tools are implemented consistently
  • Contribute to program reporting and related documentation needs for assigned technical areas
  • Participate in stakeholder meetings and deliver presentations, as needed
  • Other duties, as assigned

Deliverables and period of performance:

The Technical Coordinator position is a full time (FTE) work for the period of one year starting October 01st, 2021. The technical coordinator should be available throughout the entire period of the project and will deliver deliverables linked to above responsibilities. All deliverables need to be developed in consultation with and validated by Jhpiego HQs Team and Rwanda Project Director.

Desired competencies, technical background and experience:

  • Bachelor’s Degree in Nursing, Master Degree is an added value
  • Registered Nurses, additional background in public health can be an asset.
  • 4- 5 years’ experience in the areas of coordinating/supervising clinical activities
  • Familiarity with Rwanda health systems, reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
  • Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
  • Proven records of experience in COVID-19 case management and training HCWs is an asset
  • Excellent skills in clinical decision making, facilitation, team building and coordination
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability to travel frequently to implementation regions and health facilities managing COVID-19 cases.
  • Fluency in English, Kinyarwanda and French
  • References will be required.
  • Experience in disease outbreak response and familiarity of IHR (2005) is an advantage

Summary Scope of Work:

In collaboration with USAID RISE Project, Jhpiego supports the Government of Rwanda to prevent, and respond to COVID-19. Rwanda aims to contain the COVID-19 pandemic, mitigate its impact on the population, and enhance resilient health systems. The primary responsibility of the Biomedical Engineer is to provide technical assistance in the areas of bioengineering and oxygen management capacity at the national facility levels. The position will operate under the leadership of the USAID RISE Technical Director. In collaboration with the project team, the Biomedical Engineer will support the maintenance and implementation of the oxygen ecosystem management.

Responsibilities will be but not limited to:  

  • Have a minimum understanding of the Health Sector strategy on medical technologies and oxygen therapy in Hospitals.
  • Support the Medical Technology and Infrastructure Division Team under Rwanda Biomedical Center (RBC) to ensure and monitor regular preventive and curative maintenance as well as to streamline procedures that facilitate repairs of oxygen plants.
  • Conduct capacity building to Hospital Biomedical Technicians in oxygen plants management.
  • Conduct landscape analysis of the national oxygen supply system and support the development of a supply chain and monitoring digital tool.
  • In collaboration with the Medical Technology and Infrastructure Division Team at Rwanda Biomedical Center, support the development and dissemination of respiratory care and oxygen equipment guidelines, Jobaids /SOPs.
  • Ensure quality and safety in the utilization of oxygen products and help during supervision
  • Ensure technical quality of project objectives in the area of oxygen ecosystem management.
  • Coordinate Biomedical Technicians involved in oxygen ecosystem management at the USAID RISE supported health facilities.
  • Overseeing the maintenance’s activities by ensuring biomedical technicians assigned to District Hospitals have required skills in identification of faulty PSA plants, identification of accessories, quantification of needs and timely reporting.

Knowledge, Skills and abilities:  

  • Having a Bachelor degree in Biomedical Engineering, Mechanic Engineering, Electromechanical Engineering degree, or Clinical Engineering
  • Experience in Hospital infrastructure.
  • Minimum 3+ years’ experience implementing and/or providing technical assistance in the design and implementation of bioengineering projects and health projects in Rwanda.
  • Qualified professional with skills for the design, improvement, administration, and implementation of biomedical technologies in hospital infrastructure.
  • Trained for the management and development of processes that contribute to optimization of liquid oxygen in individual and national health facilities.
  • Excellent skills in training, facilitation, communication, team building, and coordination.

The Monitoring and Evaluation (M&E) Coordinator will support all efforts related to M&E activities under USAID-RISE Project.  Under the direct supervision of the Senior MER Advisor, s/he will work with the M&E team to monitor program implementation including collecting data from the field, ensuring data quality, documenting program results, and ensuring timely reporting to the donors and partners as required. S/he will work closely with USAID-RISE project team including to document project results.

  • Contribute in development of M&E strategies, frameworks, plans and indicators to capture program performance and results in support of the USAID-RISE M&E system.
  • Assist program staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting;
  • Collaborate with project staff and project counterparts at all levels to participate in and lead, as needed, M&E of program activities, and data use for programmatic decision-making;
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed,
  • Write/ develop program reports capturing program results, successes, challenges and lessons learned in a timely manner to USAID- RISE Project
  • Support all other duties as assigned by the Supervisor.

Required Qualifications

  • Master’s degree in public health, epidemiology, statistics, or related social sciences;
  • At least 5 years of applied skills in designing and implementing M&E activities and special studies for integrated public health programs that include HIV/AIDS, COVID-19 Vaccination and home based case management or related programs;
  • Expertise in quantitative and qualitative methodologies, operations research, health management, information systems, reporting, data quality assessments, data analysis and presentation;
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including: SPSS, Epi-Info, Stata, MS Access, the health management information system (HMIS), community information system (SIS-com);
  • Demonstrated understanding of health facilities and community-based family health services and M&E practices in Rwanda.
  • Excellent writing and communications skills, including demonstrated technical writing and editing skills for publication and success stories

Other competencies / Skills:

  • Ability of working under pressure and meeting deadlines
  • Works collaboratively with colleagues to achieve organizational goals;
  • Fluent in English, French and Kinyarwanda both written and oral.
  • Experience in working in a team with a multi-cultural staff.
