Finance and Administration (F&A) Manager
USAID Rwanda Integrated Health Systems Activity (RIHSA)
Abt Associates, a mission-driven, global leader in research and program implementation in the fields of health, social and environmental policy, and international development, seeks a qualified Finance & Administration (F&A) Manager for the upcoming five-year USAID Rwanda Integrated Health Systems Activity (RIHSA). RIHSA aims to strengthen the health system of Rwanda to provide quality health care services, increase financial protection, and promote self-reliance.
The F&A Manager will be responsible for financial management and reporting as well as contract management and USAID compliance. S/he will oversee procurement and subcontracting, budgeting, human resources management, and provide general administrative support for the project.
The position will be based in Kigali and will report to the Chief of Party (COP). The position is contingent upon contract award to Abt Associates.
Responsibilities:
Develop, manage, and monitor project budgets, accurate financial reports, and projection of funding needs under the direction of the COP.
Oversee the development and implementation of administrative, financial and operations management systems and support project implementation.
Manage the implementation of financial, administrative, and human resources (HR) policies and procedures.
Oversee the recording of expenditures, income, and any other related transactions in the accounting software.
Provide ongoing financial administration to the project, including reviews and approvals of payment vouchers and corresponding checks, purchase requisitions, consultant agreements, vendor invoices, and client invoices. Conducts regular audits of supporting documentation.
Oversee procurement efforts for the project including selection and negotiation with vendors, and management of subcontractors on the project.
Ensures that government taxes, pension funds, and other local statutory requirement are paid on time.
Assist in the implementation of the internal financial control system and compliance with Abt and donor policies.
In collaboration with the Rockville-based project team, supervise institutional subcontracts and sub-agreements.
Guide the management team on the financial aspects of annual work planning, and ensure that operational plans, budgets, and reports are submitted as per contract agreements.
Ensure project budget projections, expenditure, and tracking are in accordance with USAID and contract procedures for audits.
Create and maintain financial reporting and tracking systems, and provide financial performance updates to the Rockville team on project activities.
Ensure that the accounting records are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
Oversee the preparation of payroll and other regular payments with due consideration to deductions (for advances, loans, taxes, etc). Manage the review of monthly payroll for accuracy.
Develop and manage project banking procedures and transactions.
In collaboration with Abt’s HR Department, oversee all human resources management functions. This includes recruitment, hiring, transition and termination; benefits administration; performance appraisal and ongoing performance management; leave tracking; rewards and recognition; and disciplinary processes.
Contribute to monthly and quarterly reporting processes as needed.
Effectively liaise with Rockville-based Finance and Contracts Manager and International Accounting Manager on all operational and financial procedures and any issues that may arise.
Adhere to and ensure project compliance with USAID regulations, Abt Associates policies and procedures, and Rwanda laws for all of the above.
Qualifications
Bachelor’s degree or a Master’s degree (preferred) in finance, business management or administration, accounting, economics and/or other relevant fields.
Minimum 8 years of experience in the financial and administrative management of large, complex international development projects; USAID experience in contract management is required.
Expertise and skills in developing and managing large budgets, preferably for the implementation of public health programs in Rwanda.
Demonstrated experience in managing a team of finance and administration staff.
Demonstrated initiative and self-motivation in handling all assigned tasks.
Computer literacy (MS Word, MS Excel, other relevant computer applications and databases) and skills with Quicken, as well as strong analytical skills, with emphasis on budgeting and financial analysis, required.
Advanced organizational skills, and ability to set priorities and effectively multi-task.
Strong verbal and written communications skills and proficiency in English required; French strongly preferred.
Rwandan national strongly preferred.

Health Financing Advisor

The Health Financing Advisor will lead strategic planning and technical assistance towards increased access to quality health care and financial protection. S/he will work to advance reforms targeting improved retention and use of the health resources at the national and sub-national level, and enhanced local capacity in health care financing.
The position will be based in Kigali with local travel as required and will report to the Deputy Chief of Party. The position is contingent upon contract award to Abt Associates.
Responsibilities:
Provide technical assistance to the Rwanda Ministry of Health and county health offices to implement key health financing interventions and build institutional capacity.
Provide technical assistance to improve public financial management, county-level planning, monitoring, and performance in the health sector
Work with stakeholders on sustainability strategies, including identifying new funding sources such as domestic resources mobilization, and facilitating private sector engagement.
Strengthen results-based financing (RBF) operations to drive and incentivize facility, district, and county level systems performance and quality care.
Strengthen sustainability of the Rwandan community-based health insurance (CBHI) system by providing technical assistance to both the Ministry of Health and the Rwandan Social Security Board with income generation and costs containment strategies.
Promote and support the production and use of quality health financing data for decision making.
Lead coordination with other USAID funded projects to ensure strategic alignment and avoid duplication of efforts related to similar activities.
Contribute to project learning materials such as articles for project newsletter, working papers, presentations, and other inputs to support the project’s learning agenda.
Ensure accurate and timely submission of all required technical reporting and deliverables for the health financing portfolio.
Foster and manage strong working relationships with government counterparts to support project implementation.
Contribute to brainstorming and development of research agendas and special projects related to improving health financing policy.
Assist in managing the work of subcontractors as relevant, and help ensure that all program assistance is technically sound and appropriate.
Qualifications
Master’s Degree in public health, health economics, health finance or other relevant fields.
Minimum 8 years of relevant professional experience in the design, planning, management, and execution of health care financing activities or projects in a government or donor-supported project environment; experience working on USAID-funded projects is strongly preferred.
Strong understanding and knowledge of health financing initiatives in Rwanda such as community-based health insurance, RBF models, public-private partnerships and sustainable financing; prior experience working with the Rwandan Ministry of Health highly desirable.
Demonstrated leadership and teamwork skills, as well as the ability to independently plan and execute complex tasks to produce high-quality work in a timely, cost-effective manner.
Experience working, building and maintaining relationships with Rwanda Ministry of Health, Ministry of Finance other relevant government organizations strongly preferred.
Willingness to travel within the country as needed.
Demonstrated experience sharing knowledge and building others capacity in health financing
Strong interpersonal, written and oral communication skills in English; French skills desirable. Evidence of previous technical reports or articles produced will be required.

The DCOP will lead the design and execution of the technical implementation of the project in collaboration with the Chief of Party (COP). S/he will provide the technical direction for the project and be responsible for all technical decisions. S/he will design and guide interventions, work with the COP to build key technical partnerships, oversee and conduct technical training, and represent the project in technical forums and to USAID.
The position will be based in Kigali and will report to the Chief of Party. The position is contingent upon contract award to Abt Associates.
Responsibilities:
Develop and implement annual work plans and provide technical oversight for all health systems strengthening (HSS) activities under the project.
Serve as the main point of contact with technical experts in the public and private sector, especially with the Rwanda Ministry of Health.
Build and maintain relationships with a broad range of prospective partners and participate in relevant technical working groups.
Supervise technical staff members and consultants to support high quality, timely, responsive program activities and deliverables.
Oversee all technical capacity building activities for the project.
Contribute to the development of the Monitoring, Evaluation, and Learning (MEL) Plan, including gathering and analyzing data, and the adaptation of activities based on MEL results.
Prepare and review technical reports, work plans, and quarterly reports.
Together with the COP, supervise and oversee the work of project staff, partners, and subcontractors, upholding the standards of Abt Associates to lead a high performing team and to ensure strict compliance to USAID and Abt’s policies, regulations and internal controls.
Together with the COP, provide quality assurance over technical materials to ensure high-quality products.
Qualifications:
Master’s Degree or higher in Public Health, Health Economics, Policy, and Governance, or other relevant fields.
10-15 years of experience in designing, implementing, evaluating, and managing complex health programs with an emphasis on health systems strengthening, health financing, and health sector policies and strategies.
Demonstrated technical depth and understanding of health systems strengthening, the health policy environment and governance in Rwanda and in similar country settings.
Experience working with the Rwanda Ministry of Health and other relevant ministries strongly preferred.
Previous USAID project experience strongly preferred.
Experience building and maintaining partnerships with other projects, local organizations, host country governments, and international agencies.

The MEL Specialist will be responsible for providing technical leadership for and designing, executing, and overseeing the MEL components of the project. S/he will 1) lead the design and implementation of MEL plans, 2) routinely and systematically collect, analyze, report, and present program data to project staff, partners and donors, 3) track progress towards stated results and fidelity to implementation design, and 4) identify learning opportunities from implementation progress and suggest ways to adapt accordingly in order to achieve programmatic impact.
The position will be based in Kigali with local travel as required and will report to the Chief of Party. The position is contingent upon contract award to Abt Associates.
Responsibilities:
Create a system(s) to measure and routinely document program process, output, and impact data results; determine and implement an archive system for data sources.
Guide the process of and produce the project’s MEL plans, annual implementation plans, quarterly/annual/final performance reports, and similar deliverables. This includes working with the project team to develop processes to collect and analyze data across the project; track and analyze set indicators and other statistics; ensure proper targets, units of measurement and figures are used, and produce high-quality and timely reports/deliverables.
Technically oversee, manage, and ensure the quality of project work related to the design and implementation of MEL, research, and reporting activities, in accordance with Government of Rwanda (GOR) and USAID regulations, Abt policies, and international standards for programming and research. This includes providing technical inputs, guidance, and oversight of Abt internal review board and Rwandan ethical clearances for research.
Track project performance, generate evidence and support learning and institutionalization of project best practices.
Coordinate with the project team, USAID, GOR, and other project partners, as needed, to refine key indicators and harmonize reporting approaches and frameworks to remain responsive to the needs of the project, USAID, and GOR.
Collaborate with GOR counterparts to define research priorities and data collection needs to drive better use of data for decision-making.
Review all project assessments and ensure compliance and standardization of documents used for generalizable knowledge, publication, and presentation to the client and general public and in compliance with requirements.
Develop quantitative and qualitative data collection tools and oversee data collection while ensuring data quality, accuracy and security standards and procedures are in place.
Coordinate and conduct data analysis and reporting on achievements against set targets, highlighting emerging patterns, and produce clear reports on findings and conclusions.
Oversee the development of learning and knowledge products that capture lessons learned and share information on project impact with all relevant stakeholders.
Build monitoring and evaluation (M&E) capacity within the Ministry of Health. This includes collaborating with the technical team to create or improve data collection, management, analysis and reporting systems for routine program management and budget decisions.
Conduct field visits to project sites to monitor activities and engage with project teams, partners, and local stakeholders.
Respond to questions and provide project-specific inputs and support to Rockville-based and other technical teams regarding areas of responsibility.
Qualifications
Master’s degree or higher in public health, statistics, economics, or other relevant fields.
Minimum 8 years of experience in rigorous research, monitoring, and evaluation for complex health systems strengthening projects; experience with USAID-funded activities strongly preferred.
