JOB AT HIGHER EDUCATION COUNCIL : Higher Education Policy & Planning Specialist : ( Deadline : 25 April 2019 )

 

 

Job Description

 

1. Advise on all matters relating to the strategic and operational planning of higher education in Rwanda

– Coordinate, monitor and review the strategic and operational plans for the Rwandan Higher Education Sector;

– Coordinate and elaborate strategic and operational plans for HEC;

– Ensure that higher education institutions are developing and regularly reviewing strategic plans in line with Government policies and priorities;

– Ensure that higher education institutions are developing, implementing, monitoring and reviewing operational plans.
2. Establish mechanisms for regular collection of Higher Education data.

– Establish key performance indicators on Higher Education sector;

– Coordinate and ensure regular collection of Higher Education statistical data;

– Coordinate the graduate tracer study and employers’ satisfaction survey;

– Coordinate the drafting of the annually analytic report on higher education in Rwanda.

– Establish the framework for data collection and analysis

– Coordinate and direct the elaboration of data collection and analysis plan;

– Direct the development of tools for data collection and analysis;
3.Monitoring and soliciting Scholarship & Fund Management

– Advise the Executive Director on all matters related to scholarships and loans management

– Solicit fund and scholarships from internal and external stakeholders

– Establish mechanisms for student loans and scholarships

– Coordinate the activities related to bursary and student loans Coordinate the activities related to foreign scholarships
4.Coordinate, monitor & evaluate institutional action plan

– Coordinate the assessments of implementation of Higher Education action plan, policies, programs, project and strategies;

– Oversee and submit all required reports (monthly, quarterly and annual reports);

– Advise on building capacities of HEC staff and partners in capacity building planning.
5.Coordinate institutional Monitoring & Evaluation

– Develop M&E tools (M&E plan, Log frame, etc…)

– Establish mechanisms for collection of data

– Analyze and interpret collected data

– Produce all required reports

– Conduct assessments of implementation of action plan, policies, programs, project and strategies.

– Supervise the carrying out of periodic graduate tracer surveys and employers’ satisfaction surveys.

 

 

Job Profile

 

Bachelor’s Degree in Economics, Project Management, Management, Development Studies, Business Administration with 3 years of working experience or Master’s Degree in Economics, Project Management, Management, Development Studies, Business Administration.

 

Key Technical Skills & Knowledge required:

 

– Knowledge of results based management, logical framework approach,
strategic planning processes and tools;

– Knowledge of Rwanda’s Education Sector Policies and Strategies;

– Knowledge of drafting Action Plans and Operational Plans;

– Knowledge to conduct policy and analysis and draft proposals;

– Knowledge of Monitoring and Evaluation concepts, systems and tools;

– Computer Skills;

– Organizational Skills;

– Communication Skills;

Job Description

 

1. Coordinate the Licensing, Accreditation and Qualifications services;

– Advises the Head of Department in all matter regarding Licensing and Accreditation services;

– Supervise all Licensing and Accreditation Qualification services;

– Supervise and monitor equivalence processes and management services;

– Ascertain and advise on qualifications equivalences for foreign students aspiring to complete their higher education in Rwanda;

– Supervise and advises on the authentication of academic documents issued by Rwandan Higher Learning Institutions;

2. Coordinate the Authentication of academic documents issued by Rwandan Higher Learning Institutions;

– Analyze and verify academic credentials in HLI before issuance;

– Inform and update the Head of the Academic Quality, Accreditation, Standards and Qualifications Framework Department on the status of issued degrees by HLI in the country.

Job Description

1. Drafting legal instruments

– Prepares Draft Laws and Orders to be submitted for Cabinet approval through the Minister of Education Prepares Draft agreements and MoU

– Provides Legal Opinion and Advice on the Prepared Draft Tender Contracts and National and International Agreements and MoUs before being signed

– Provides Legal Opinion and Advice on the Prepared Draft Policies and Regulations regarding Higher Education Sector
2. Providing Institutional Legal Advice

– Assists the Executive Director and other Senior Managers in all legal matters to assure the legal action is taken

– Provides legal support in the process of Institutional Audits and Review exercises

– Analyzes files to ensure legal compliance

– Provides legal advice in tender documents

– Review ongoing cases and advising management accordingly
3. Contract management

– Negotiates contract

– Drafts contract and get them signed

– Provides legal advice on contract dispute settlement

– Monitor the contract execution to ensure closure, extension and renewal.
4. Liaise with the Ministry of Justice and other Institutions in legal matters

– Work closely with other Institutions including the Office of the Attorney General by providing necessary information on legal matters involving the Institution

Job Description

 

1. Systematic analysis of the technical information submitted to the Executive Director

– Ensure a systematic reception and production of the technical information by different directorates of the Council;

– Analyse the technical information including documents, files and reports produced by different directorates and evaluate their coherence in line with national policies and the Council’s mandate;

– Advise the Executive Director on technical matters and help to take adequate decisions;

– Propose a useful review of policies of the higher education sector;

– Coordinate the staff in the office of the Executive Director;
2. Play the role of the technical memory of the Council:

– Ensure that the updated documentation reaches the Executive Director on the activities of the institution on time;

– Ensure that the assignments from the Executive Director reaches the appropriate destinations on time;

– Follow up on the feedback to the assignments given by the Executive Director;

– Keep the Executive Director aware of the sensitive documents and assignments and ensure their timely feedback;

– Act as secretary of the meetings held in the office of the Executive Director as well as the senior management meetings;

– Consolidate all potential and technical recommendations to the Executive Director for the purpose of decision making;

– Conduct necessary investigations and research with resource persons or institutions to complete the technical information or to improve its quality;

– Participate in the succession and orientation sessions between the out
