Main Purpose of the Job :

The Executive Secretary (ES) will be the Chief Executive Officer of the East African Community Health Research Commission (EAHRC) who will provide leadership and guidance in the realization and implementation of the vision, mission, goals, and operational objectives of the East African Community Health Research Commission (EACHRC). He/She will be responsible for the overall general day-to-day operations and various projects and programmes of the Commission.

Duties and Responsibilities:

  1. Responsible for the overall management of the East African Community Health Research Commission (EACHRC), in fulfilling its mandate as provided for in the EACHRC Protocol and EACHRC Act;
  2. Implement the work of the Commission in accordance with the policy and decisions of the Governing Board and the Council;
  3. Act as the Chief Executive Officer (CEO) and Accounting Officer of the Commission;
  4. Be the Secretary of the Governing Board of the East African Community Health Research Commission (EACHRC);
  5. Guide the formulation and establishment various initiatives, projects, and programmes of the Commission at both regional and national levels in all the EAC Partner States;
  6. Coordinate policy formulation on sustainable development and management of the East African Community Health Research Commission (EACHRC);
  7. Coordinate Resource Mobilization for the various Programs and Projects of the of the East African Community Health Research Commission (EACHRC);
  8. Initiate and oversee the implementation of the strategic framework of the East African Community Health Research Commission (EACHRC);
  9. Coordinate and implement the Partnership Agreements between the East African Community Health Research Commission (EACHRC) and Development Partners;
  10. Develop work plans, budgets and monitoring Programmes for the work of the East African Community Health Research Commission (EACHRC);
  11. Promote operational linkages with other similar regional and international agencies and institutions;
  12. Initiate studies and research related to the implementation of programs for the East African Community Health Research Commission (EACHRC);
  13. Guide the formulation and establishment various initiatives, projects, and programmes of the Commission at both regional and national levels in all the EAC Partner States;
  14. Jointly with the Deputy Executive Secretary (Finance and Administration) and the Deputy Executive Secretary (Research) provide guidance and technical support to the EAC Sectoral Council of Ministers of Health on matters concerning the East African Community Health Research Commission (EACHRC) and take appropriate follow up actions as decided or directed by the EAC Sectoral Council of Ministers of Health;
  15. Promote a positive corporate image of the East African Community in general and of the East African Community Health Research Commission (EACHRC) in particular;
  16. Perform any other functions and responsibilities as are conferred by the Protocol and Act on the establishment of the Commission or as may be assigned by the Governing Board of the East African Community Health Research Commission (EACHRC), the EAC Sectoral Council of Ministers of Health and the EAC Council of Ministers from time to time;

Academic Qualifications and Experience:

  1. A Masters Degree in Health Sciences or its equivalent plus a postgraduate qualification in public health policy analysis and management.
  2. A PhD in Medical or Health research will be an added advantage.

Work Experience:

  1. A minimum of fifteen (15) years relevant working experience in health research, policy and management fields, eight (8) of which must have been in a senior management position at national, regional or international level.
  2. Experience in resource mobilization with promotional and advocacy skills.
  3. Must have published widely relevant articles in international peer review Journals.

Skills and Competences:

  • Ability to develop integrated results oriented annual work plans and other organization-wide activities (setting objectives, developing strategies, budgeting, developing policies and procedures, and organizing the functions necessary to accomplish the activities)
  • Demonstrable competency in public health systems development, management and institution building at national, regional and/or international level;
  • Proficiency in computer office applications and automated statistical analytical tools and/or related packages;
  • Excellent interpersonal skills ;
  • Ability to work as a team leader and to motivate others;
  • Ability to work under pressure and to deliver on the set deadlines;
  • Should be fluent in the English language;

  1. Liaise with the management of the EAHRC
  2. Work under the supervision of the Deputy Executive Secretary (Research) to provide technical expertise on Knowledge Management.
  3. Facilitate the creation of health research databases to strengthen health policy and practice.
  4. Promote the application of knowledge from research to strengthen regional health policy formulation and practice.
  5. Facilitate the development of regional health policies and their implementation.
  6. Facilitate and promote the synthesis, interpretation, and utilization of health research findings.
  7. Facilitate the exchange and dissemination of health research information through conferences, workshops, publications and other fora.
  8. Promote community outreach activities in implementation of research findings.
  9. Establish and maintain a harmonized network of morbidity and mortality registries for all diseases, illnesses and conditions which may occur at community, health facility, district, national, and regional levels within Partner States.
  10. Establish and maintain health research archives, e-library, registries, databases, etc. that will be utilised by the Community.
  11. Oversee the proper and effective functioning of the ICT infrastructure, the journal (EAHRJ), the East African Open Science Cloud, the EA health information Web portal, the East African Health and Scientific Conference & International Health Exhibition and Trade Fair and other conferences
  12. Initiate budget proposals for the KM Department;
  13. Prepare progress reports and follow up on the implementation of Commission, Sectoral Council on Health and Council decisions by the department;
  14. Promote a positive corporate culture and image of the Commission.

Minimum Job Requirements:

Academic qualifications and experience  

  1. Master’s degree in Health Sciences (public health, health administration, epidemiology, biostatistics, public health administration systems);
  2. A post graduate qualification in knowledge and health information system management;
  3. Holding a medical degree is an added advantage
  4. Relevant working experience of at least ten (10) years in knowledge and health information system management or related fields with five (5) of which must at senior level;
  5. Must have published at least two (2) articles in international peer review journals, with at least one (1) article as the first or lead author.

Skills and competencies

  • Demonstrated knowledge of and competency in knowledge and health information system management;

The East African Community is a regional intergovernmental organization comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, the Republic of Uganda and the Republic of South Sudan with its headquarters in Arusha, Tanzania.

Position Summary:

The Senior Information and Communication Technology Officer has the functional role of planning and coordinating implementation of Information Communication Technology (ICT) Systems and Strategies of the EAHRC. This role serves to the provision of high quality and measurable ICT services to EAHRC. The key areas of responsibilities include: the web portal for health information in EAC; the East African Health Research Journal; the EAC and EAHRC conferences (e.g. the East African Health and Scientific Conference, etc.); the secretariat ICT services; the ICT services that link EAHRC with EAC Partner States and other stakeholders; and all related matters that are required for EAHRC to realize it vision, and execute its mission.

Duties and Responsibilities:

  1. Plan and coordinate implementation of ICT Systems and Strategies.
  2. Recommend innovative Systems that address EAHRC requirements.
  3. Coordinate EAHRC wide information systems networks including coordinating and linking with other EAHRC Stakeholders in the process of designing, updating, and managing the Web Portal.
  4. Manage internal ICT systems involving feasibility studies, system analysis, design and development.
  5. Coordinate evaluation, configuration and installations of software systems and tools.
  6. Manage local, intra and wide area networks, bandwidth, e-security.
  7. Maintain and upgrade servers, computers, network hardware and software.
  8. Assist in coordinating activities of functional department within the Commission and train end users.
  9. Ensure security and backup copies of core systems and data are maintained.
  10. Ensure ICT disaster recovery and business continuity plans are maintained.
  11. Administer the workflow of the EAHRC journals (e.g. EAHRJ, etc.) from electronic submission, review, to publication. Support the teams of the journals (e.g. the editors-in-chief, editorial teams, editorial boards, authors, reviewers, managing editors, etc.
  12. Support conferences organized by EAHRC (e.g. the biennial Health and Scientific Conference, Digital health summit, etc.), and when required, support conferences organized by EAHRC stakeholders (e.g. National Focal Points, development partners, etc.). The support required spans from pre-conference preparatory phase, the actual conference, and post-conference phase. The responsibilities activities include setting up and managing the conference website, registration of participants (attendees, speakers, exhibitors, etc.), submission of abstracts, live streaming of conference, social media, podcasts, etc.
  13. Manage the open science platform for health (big data for health).
  14. Oversee the overall day-to-day management, maintenance, and updating of the EAHRC web portal for health information.
  15. Embrace the Commission’s vision and values and the ideals of the Commission towards service delivery.
  16. Put strategies to ensure accomplishment of the EAHRC objectives.
  17. Undertake any other duties and responsibilities as may be assigned by the EAHRC management in order to meet personal, team, and EAHRC objectives.

Key Performance Indicators:

  1. All objectives of the Web portal for Health Information in EAC met.
  2. Running of EAHRJ supported.
  3. ICT strategies, policies, procedure and systems developed.
  4. Functional ICT systems in place and upgraded. – Backup copies of all core systems are made and maintained.
  5. Timely submission of reports on implementation of ICT strategies.
  6. Number of developed systems and databases deployed.
  7. Number of Project proposals developed to mobilize funds for ICT projects.

Minimum Job Requirements Academic and Professional Qualifications:

  1. A Master’s of Science Degree in Computer Science, Information Technology or a Master’s degree in ICT administration, or its equivalent.
  2. Holding a degree/diploma/certificate of ICT applied to health and data management, hospital management systems, health research, will be an added advantage.
  3. All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective countries. This condition is applicable for both locally and internationally attained qualifications. Work Experience
  4. Minimum of 08 years’ experience with at least 03 years in managing health web site at a senior level including; processing health database, managing health-based ICT infrastructure and systems,
  5. Experience in using geographic information system (GIS) for health will be an important value.

Skills and competencies:

  • Knowledge of, and competence in modern web development tools, ICT systems e.g. HTML, PHP, MySQL and ICT systems administration and project management
  • Knowledge and competence in using GIS in order to capture, store, manipulate, analyse, manage, and present in the EAHRC web portal health-related spatial or geographic data. – Practical experience/skills in managing database systems (e.g. database designing, database administration), and Web Content Management Systems
  • Practical skills working with web hosting platforms
  • Knowledge in business re-engineering and strategies, and systems analysis and design
  • Familiar with tools in ICT security management
  • Knowledge in managing emails
  • Technical skills in drafting ICT-related specifications and contracts – Practical skills in management and leadership of ICT-based health or health research projects/programmes – Working experience in Network Administration (LAN, WAN)
  • Experience in business continuity/disaster recovery management skills
  • Familiar with the regional (EAC) and global health sector
  • Experience in ICT applied to health care information management; Health Information Management Systems
  • Practical skills to apply big data to health care
  • A commitment to quality and the desire to excel.
  • Ability to assist in the demonstration and training of staff in the use of ICT systems and programme

Procurement Officer Officer at East African Community: (Deadline 21 August 2020)

Job Purpose:

The Procurement Officer develops and Implements procurement policies and processes for the EAC. S/He initiates preparation of Annual Procurement Plan, receiving and reviewing requisitions for clarity, adequate specifications and to ensure that bidders are able to respond to the quotation appropriately, receiving and processing purchase requisitions from users, originating tender documents, consolidating and preparing recommendations for tender awards, expediting deliveries and updating and maintaining procurement transactions records.

Duties and Responsibilities :

The Procurement Officer will deliver the following duties and responsibilities in a manner that is consistent and cognizant of the EAHRC philosophy:

  1. Review procurement policies and past performance of the Community arid make recommendations on the basis of a logical forecast
  2. Initiate preparation of Annual Procurement Plan.
  3. Plan for all the supplies needs of the Community and formulate supplies policies and guidelines for the Community.
  4. Receive, review and process Purchase requisitions from User Departments.
  5. Maintain the Supplies Manual for the supplies staff of the Community
  6. Prepare minutes and reports of Tender board meetings.
  7. Generate procurement reports and correspondences.
  8. Prepare procurement transactions and provide a liaison link between suppliers and user Departments.
  9. Compiling Tender documents for the Tender Board Committee and make follow up.
  10. Advice user departments on procurement guidelines In areas such as drawing specifications and terms of reference right.
  11. Consolidate and prepare recommendations for award of tenders/quotations.
  12. Carry out inspections to assess utilization and control of supplies.
  13. Prepare procurement transactions and provide a liaison link between suppliers and user departments.
  14. Update and Maintain Community suppliers’ databases and records. – Perform any other duties as assigned by the Management from time to time

Minimum Job Requirements:

Academic qualifications and experience

  1. A Bachelor’s degree in Business Administration, Procurement and Supplies Management or equivalent.
  2. Diploma in Procurement, Purchasing and Supplies or equivalent
  3. Minimum 05years of relevant practical experience in the field of Procurement for Goods and Services

Skills and competencies

  1. Proficiency in standard computer applications such as Microsoft Office and specialized applications like SUN system, SAP, or Oracles.
  2. Good Customer Relations, Negotiation skills, effective Communication and Report writing skills.
  3. Excellent written and verbal communications in English and Kiswahili.
