Job Summary:

 

 

The Improving Early Childhood Development in Rwanda (IECD-R) programs responds to the challenge of limited access to integrated Early Childhood Development (ECD) services in Rwanda and focuses on the conception to three-year-olds (0 – 3) age group. It seeks to build the knowledge and skills of parents and caregivers, enabling better stimulation, learning, protection, nutrition, and health and as a result better physical, social, cognitive and emotional development for approximately 730,000 children. You will provide technical expertise in the area of Curriculum Development in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practice to advance the delivery of high-quality training to program staff and beneficiaries. Working closely with technical experts your skills and knowledge will contribute to determining how effective, adaptive and innovative CRS’ content will be delivered.

 

 

 

Job Responsibilities:

 

 

Research and analyze curriculum development and content delivery to support CP teams in achieving technical excellence in delivering ECD content throughout Rwanda.
Support the development of program/project documents and tools, including technical manuals or guidance, training materials, job tools, and quality improvement and assessment guidelines.
Collect and disseminate Curriculum-development related information and resources to CRS staff and partners and assist with organization, design, and coordination of training workshops to support capacity building efforts.

Master’s in Education, Adult Education, Early Childhood Development, or a related field
Minimum of two to three years of relevant work experience with an international NGO, with at least one year of curriculum development/design and training delivery.

Knowledge of program design requirements and regulations of major donors.
Knowledge of latest technological tools that have the potential to be applied in curriculum development.

You will coordinate local procurement activities and processes for the project to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable. Your knowledge and experience will allow you to successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability.

 

 

 

Job Responsibilities:

 

 

Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements.
Coordinate with the project staff to develop and maintain an up-to-date procurement plan and needs, including travel logistics needs, with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation.
Communicate with other procurement staff and various program and operations units to coordinate and track goods/services delivery and receipt and keep everyone informed of the status. Collect information to confirm that goods/services delivered are what has been ordered in the correct quantities and quality, they arrive on schedule and at the right cost.
Maintain correspondence and constant contact with suppliers to follow up on the execution of contractual terms and conditions, and handle issues if needed. Monitor and report on supplier performance, noting current and/or potential issues and/or inefficiencies and assist with contract/purchase order modifications.
Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement, and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
Coordinate with a fleet to arrange transportation of project staff and goods as needed.
With Contract Compliance Officer, work to build the capacity of local partner staff in a contract and CRS- compliant procurement and logistics through training and on-the-job mentoring.

Bachelor’s Degree in Business Administration or other relevant degrees. Professional certification a plus.
Minimum of 3 years of work experience in procurement/purchasing management, logistics, administration, preferably with an international organization.

Job Summary:

Job Responsibilities:

 

Review and analyze financial reports, including cost allocation of shared costs, to verify financial transactions. Ensure all transactions are accurately stated and appropriately classified. Work with relevant staff to address irregularities and resolve accounting issues, and ensure correction of accounting entries.
Set and monitor sound accounting and financial reporting procedures for the ICD-R contract sub-recipients and partners following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned project/contract accounts in SunSystems financial accounting package.
Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare to correct entries and adjustments, as necessary.
Assess, evaluate and monitor sub-recipient financial management processes in accordance with policy and strengthen the capacity of a partner in financial accounting and transactions.
Monitor disbursement/receipt schedules, alert relevant project staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.

Prepare various periodic and ad hoc financial reports and perform variance analysis to assist project staff with decision-making. Assist with budget maintenance for proper management of financial resources.

Job Responsibilities:

 

 

Provide management, guidance, and technical oversight for monitoring, evaluation, accountability, and learning in the project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards and MEAL policies, procedures, and practices; donor MEAL guidelines, and industry best practices.
Supervise the collection of relevant data for ongoing project monitoring, evaluation, and learning.
Coordinate geographic targeting for the baseline, midline, and end line studies conducted by the independent evaluator. Work in close collaboration with the independent evaluator for additional logistics and data collection needs.

Effectively manage MEAL-related staff for the project and supervise. Manage team dynamics and staff wellbeing. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
Champion the development of project learning – identify opportunities for learning, research, and publications in the program area(s) and implementation of MEAL policy.
Facilitate the dissemination of promising practices and lessons learned to contribute to the knowledge management agenda. Promote the application of learning to improve program quality and to strengthen CRS influence among external stakeholders.
Provide management, guidance, and technical oversight for the development and implementation of high-quality MEAL system and process, including ICT4MEAL and the application of responsible data principles as per agency and donor requirements in the project.

Job Summary:

 

CRS Rwanda is seeking for Senior Project Officer/Risk and Compliance Officer to conduct risk-related activities for the country program (CP) including CRS and sub-recipient compliance to CRS policies, local laws, and donor regulations and contract terms to help ensure effective delivery of high-quality programming to the poor and vulnerable. Your knowledge and skills will help reduce risk to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.

 

 

 

Job Responsibilities:

 

 

Collaborate with the CP leadership on strengthening internal control systems and processes.
Help identify risk issues and challenges and solutions to address them.
Help implement and advise on the sub-recipient financial management policy (SRFMP)
Support the planning and performance of internal audits, control reviews and compliance assessments, conduct audit activities as applicable. Help analyze results and provide recommendations.
Support the design and facilitation of trainings and institutional capacity strengthening plans for CRS and partners.
Support external audits and the coordination of action plans to close out audit findings.

 

Typical Background, Experience & Requirements:

 

Education and Experience

 

 

Bachelor’s degree required. Master’s Degree in Accounting, Business Administration or other relevant field preferred. Accounting or audit certification highly preferred.
Previous experience ensuring compliance on DFID or other large donor contracts.
Lean/Six Sigma Green Belt or Project Management Professional certifications preferred.
Minimum of 5 years of work experience, ideally with an international organization, with progressive responsibility in operations and/or programming. At least 3 of these years entailing audit, compliance or risk management experience.
Knowledge of audit standards and compliance regulations; knowledge of COSO’s Internal Control Framework or The Institute of Internal Audit’s International Standards for the Professional Practice of Internal Auditing.
Knowledge of data analytics techniques and process performance improvement leading practices
Knowledge of accounting systems
Coaching and training abilities.
Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.

Help ensure a cross-sectoral approach to integrating gender and protection mainstreaming.
Monitor the technical quality of program implementation in the field. Provide technical solutions to district-based teams, remotely and on-site, for strategic planning and how to best apply standards, best practices, partnership principles, tools, and M&E, helping to ensure high-quality implementation.
Support capacity strengthening initiatives in Child Protection and Social Inclusion programming for staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
Collect and analyze program data, capture and share lessons learned and best practices for the projects to facilitate improvements in decision-making and contribute to the Child Protection and Social Inclusion learning agenda.
Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, participate in forums in the area of Child Protection and Social Inclusion to collect and share best practices and promote CRS’ work.
