The Rwanda Integrated Health Systems Activity (RIHSA) is a newly awarded, three year project funded by the U.S Agency for International Development (USAID).  RIHSA works to reduce the financial barriers to healthcare in Rwanda through a mix of public and private interventions.  RIHSA works to improve the quality of essential health services at national, facility, and community levels utilizing a health systems approach.

Purpose of Position

Palladium seeks a Data Use/HMIS Specialist for the RIHSA project based in Kigali, Rwanda.  The Specialist leads project activities related to building capacity for data demand and use among stakeholders for health planning, performance management, and delivery decisions across the health system. The Data Use/HMIS Specialist reports to the Quality Improvement Director.  Applicants are expected to have existing legal authority to work in Kigali and Palladium will not pay for relocation to Kigali.

The position is expected to start July 1, 2020.

Roles and Responsibilities

  • Provide programmatic guidance and technical assistance to strengthen data demand and use across all levels in the public health sector
  • Build national, provincial, district, and facility level demand for and ability to use HMIS data for evidence-based programming in collaboration with a wide array of stakeholders
  • Develop appropriate strategies and tools for strengthening the use of HMIS data, identify data needs at all levels, and build capacity to implement tools and approaches through training and workshops
  •  Coordinates data collection at project states offices to monitor performance and ensure timely compilation and reporting of data, and leads activities to support HMIS strengthening
  • Collaborates with other partnering implementers on alignment of data collection, analysis, and results reporting

Required Qualifications:

  • MPH, MSc, MA, MBA or similar with a focus on data analysis and use in public health, international development, health economics, public policy, health sector management, or related field
  • 5 years of experience providing technical support with data analysis and use for decision-making within the health sector
  • Experience in providing technical assistance for health data analysis at national and sub-national and local level
  • Strong experience in quantitative and qualitative health data analysis
  • Expertise in translating health data analysis into actionable decision making
  • Experience using software programs for health data analysis (i.e., MS Excel, Stata, SPSS, for quantitative data; Nvivo or alike for qualitative data)
  • Experience providing technical support for decision-making within the health sector

Specific Responsibilities

  • Conduct site assessment of various health services

Position Overview
The Monitoring, Evaluation, and Communications Associate will assist in monitoring and responding to Project indicators, in addition to mandatory USAID Indicators. The Associate, alongside the MEL Manager, will design and implement the M&E Plan that will measure the Project’s performance and impact as well as progress in achieving the expected results.  The Associate will be responsible for coordinating with USAID, the project team, key stakeholders, and partners to develop, publish, and disseminate communication products and learning experiences using various communications technologies and tools. This may include, but is not limited to, writing communications materials, as well as helping the Chief of Party develop and implement strategic communications plans. Communication efforts will include a focus on external outreach to ensure public awareness of project activities, facilitate information access, increase the positive awareness of the Rwandan producers and products, and sharing to strengthen reporting functions.  The position reports to the MEL Manager.  Applicants are expected to have existing legal authority to work in Kigali and Palladium will not pay for relocation to Kigali.

Primary Responsibilities:

  • Advise the Project Management team on planning, monitoring and evaluation processes and give recommendations to improve the quality of these processes.
  • Confirm the information reported to in the Monitoring and Evaluation System through field actions and comparisons with other databases.
  • Support in the development of tools required to carry out annual and baseline project evaluations.
  • Provide reports that are requested using the M&E System and other tools and office data sources if necessary.
  • According to the Work Plan, monitor and evaluate the implementation of the activities in each project component, the completion of the commitments, and the conditions of the environment where the activities are developed.
  • Coordinate with the different internal and external departments for the collection of data to be recorded in the M&E System.
  • Coordinate with technical leads of each activity and component to ensure M&E obligations are fully satisfied on time and collaborate on the development of M&E reporting in all required forms.
  • Analyze data from primary and secondary sources that may be useful for the achievement of project objectives.
  • Production and writing of communications documents such as: Newsletters, Fact Sheets, Scene Setters, Brochures, Success Stories, Email Newsletters, press releases, etc.
  • Assist in graphic design of the Project´s institutional image and communication products such as: Banners, Rollups, printed materials, reports, promotional, PowerPoint presentations, etc.
  • Assist in video production and editing.
  • Photo shooting and manage the picture archive.
  • Assist in ensuring the correct application of the USAID graphic standards manual.
  • Monitor local and national media information on topics of interest to the project.

This includes frequent interaction with the Government of Rwanda and other key stakeholders relevant to this areaas well as multilateral partners and donor agencies.
•     Interacts with internal and external resources and other experts to bring new and “cutting edge” ideas into approaches

Required Qualifications:

Role and Responsibilities

Administrative Support

  • Administration of employee benefits and allowances
  • Assist the Finance and Operations Manager in the administration of the unit’s human resource functions, such as, recruitment of project staff, processing Independent Consultants agreements, performance appraisal, administration of employee benefits and allowances
  • Assists in the orientation of new staff, interns, and consultants by providing them with the necessary documents and materials for orientation
  • Update inventory records in the Master inventory and issue and distribute property in accordance with policy and procedures
  • Administration and management of petty cash, and perform micro purchases
  • Assist the Finance and Operations Manager to draft solicitations and technical specifications to ensure completeness, accuracy and competitive qualities, and generates bid matrix and compiles procurement documentation
  • Maintain an updated Contract Register with appropriate details for the program staff, consultants and sub-contractors including all the amendments
  • Support the Finance and Operations Manager by providing the necessary audit documents to the external auditors during Palladium corporate and program audits

Program Support

  • Assists other team members in preparing and formatting documents, including activity and expense reports, Power Point presentations; develops and maintains an efficient electronic and hard copy filing system
  • Organizes regular team meetings and conference calls/video-conferences, including the preparation and distribution of documents and providing the necessary technical devices
  • Works with Program Staff to coordinate work activities, meet deadlines, and provide support where needed

Travel Management

  • Arrange and book accommodation for staff conducting field trips. Contacting hotels to obtain estimated rates and calculates per diems
  • Maintain and regularly update travel plans and budget amounts to provide an accurate overview of the Program’s travel arrangements and budget, which includes liaising with Office staff for their input

Workshops and Events

  • Liaises with members of partner organizations to coordinate logistical arrangements for workshops that take place in different locations

Required Qualifications:

  • Bachelor of Administration degree in Finance, Accounting or any other relevant field

Project Overview

The Rwanda Integrated Health Systems Activity (RIHSA) is a newly awarded, three year project funded by the U.S Agency for International Development (USAID) based in Kigali, Rwanda.  RIHSA works to reduce the financial barriers to healthcare in Rwanda through a mix of public and private interventions.  RIHSA works to improve the quality of essential health services at national, facility, and community levels utilizing a health systems approach.

Purpose of Position

Palladium seeks a Driver to provide transportation to project staff, consultants and home office staff to and from the office, meetings, airport and other activities to implement the project. The position is based in Kigali, Rwanda.  The vehicle would be provided by Palladium, with a mix of rental and possible Palladium-owned cars. The position is expected to be needed through the life of the program, dependent on donor funding.  The position is expected to start in July 2020.

Role and Responsibilities

  • Drive responsibly at all times
  • Ensure that the vehicle used for official or authorised activities and in accordance with the Project’s Vehicle Use Policy
  • Ensure that the project vehicle is only used for transportation of authorised personnel and goods
  • Ensure all car documents, registrations, insurance are correct and up to date
  • Record vehicle movement and purchases of fuel and lubricants accurately in the vehicle logbook and submit all the related legal receipts to the supervisor
  • Maintain the vehicle in a clean, secure, and good working condition
  • Ensure that the vehicle is equipped with adequate fuel and supplies at all times
  • Monitor the need for servicing of, and repairs to the vehicle and communicate this to the supervisor on a timely basis
  • Avoid fines for improper parking or other motoring offenses
  • Keep driving license current and unblemished
  • Provide transfers to and from the airport for project expatriate staff and consultants, and for local staff traveling on project business
  • Make the necessary arrangements with the authorities and corresponding reports in the event of an accident and communicate to the supervisor
  • Provide timely transportation
  • Run project errands related to courier, picking up office supplies, and other duties as assigned by the supervisor
  • Other duties as assigned

Required Qualifications:

  • Valid driver’s license (Class A, B and D)
  • Minimum of Senior Six and ability to communicate effectively in English and/or French
  • 5 years’ experience driving vehicles for public, private entities or international cooperation organizations preferred
  • Knowledge and skills in preventive vehicle maintenance
  • Ability to drive safely under difficult conditions
  • Knowledge of protection and diplomatic security preferred

Purpose of Position
Palladium seeks an Accountant for the RIHSA project based in Kigali, Rwanda.  The Accountant is responsible for establishing and maintaining the project’s financial system, including accounting procedures for invoicing, payroll, and all project expenses as well as overall budget management of the project in coordination with the Finance and Operations Manager as well as other senior project staff.  The position is expected to be needed through the life of the program, dependent on donor funding.  Applicants are expected to have existing legal authority to work in Kigali and Palladium will not pay for relocation to Kigali.  The position is expected to start July 2020.

Role and Responsibilities

General Responsibilities:

  • Liaise with the home office’s Accounting department and Project Management Unit (PMU) to manage and troubleshoot project accounting issues as they may arise
  • Reconcile project accounting and provide back-up documentation of all financial transactions into monthly or bi-monthly accounting package to home office
  • Establish and maintain electronic accounting tracking mechanisms, per Palladium and USAID accounting standards
  • Conduct monthly audits of local expenditures as reported by the Field Office, including local bank reconciliation and US dollar expenses, as applicable
  • Review all local expenses for billing purposes
  • Produce accurate and timely financial reports
  • Maintain all accounting records
  • Act as first point of contact with local bank
  • Monitor vendor invoices and disburse payments upon approval of the COP
  • Support the Finance and Operations Manager by providing the necessary support to facilitate the completion of Palladium corporate and program audits
  • Support the Administrative Assistant and the Project Driver to ensure their tasks are completed to the expected standards

Budget Management

  • Oversee finance and accounting procedures
  • Review monthly budget reports to ensure accuracy
  • Indicate project activity numbers for billings and expenses so that management can input into budget tracking tool
  • Prepare monthly cash forecasts for PMU and Chief of Party’s review and approval

Procurement

  • Oversee the financial aspect of procurement of goods and services for the project, ensuring compliance with Palladium and USAID policies
  • Review invoices for local services for the project

 

Required Qualifications:

  • Three (3) years of experience in finance and accounting, B.A. in Finance, Accounting or relevant field preferred
  • Experience with USAID accounting/financial procedures or similar preferred
  • Microsoft Office Suite proficiency and the ability to operate spreadsheet and word-processing programs at a highly proficient level
  • Proactive problem-solving, decision-making and good judgment skills
  • Demonstrated ability and commitment to manage confidential information
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities
  • Strong written and verbal communication skills in English
  • Ability to communicate effectively with managers, colleagues, service providers and clients
