Organizational setting

The tasks envisaged for this consultancy will be carried out under the Monitoring and Analyzing Food and Agricultural Policies Programme (MAFAP, see also http://www.fao.org/in-action/mafap). MAFAP seeks to establish country owned and sustainable systems to monitor, analyse, and reform food and agricultural policies to enable more effective, efficient and inclusive policy frameworks in 14 developing and emerging economies. MAFAP works with government institutions, research organizations and other partners to create sustainable policy monitoring systems and carry out a consistent set of policy and public expenditure analyses across a wide range of agricultural value chains. MAFAP analyses are used to inform targeted food and agricultural policy reforms that will result in a more conducive environment for the transformation towards more sustainable agriculture and food systems. As such, MAFAP supports FAO’s strategic objectives, in particular the one that enables inclusive and efficient agricultural and food systems and helping eliminate poverty, hunger, food insecurity and malnutrition.

Reporting Lines

The Agricultural Policy Advisor will be working under the overall guidance of the FAO Representative in Rwanda and overall supervision of the Manager of the Monitoring and Analysing Food and Agricultural Policies (MAFAP) programme in FAO Headquarters, and with technical backstopping from the MAFAP Focal Point for Rwanda.

Technical Focus

The consultant will support economic and policy analysis of a range of technical issues in Rwanda. In particular, FAO is looking for  candidates with experience in one or more of the following areas of expertise:

  • Public expenditure analysis / public financial management
  • Economic analysis of food systems
  • Food security and nutrition policy
  • Agricultural prices and/or markets
  • Trade policy
  • Agricultural development strategies/investment plans
  • Political economy of food and agricultural policy
  • Value chains and commodity markets
  • Agribusiness Policy/strategy development embracing public private partnerships

She/he will work in close coordination with the other members of the MAFAP team.  She/he will be familiar with analytical methods and tools used for policy evaluation and ex-ante policy impact analysis with a focus on the food and agricultural sectors. She/he will be familiar with policy advice efforts, preferably on agricultural and/or food security policy issues. Candidates with a combination of quantitative and qualitative skills are strongly encouraged to apply.

Tasks and responsibilities

  • Provide technical and policy advice to the Ministry of Agriculture and Animal Resources (MINAGRI) on analysis of specific issues related to food and agricultural policies, assess policy reform opportunities and articulate policy reform options;
  • Contribute to the development of technical products to support evidence-based policy reform processes with a focus on inputs, trade, markets, price policies and/or investment priorities in the framework of the ongoing fourth Strategic Plan for Agricultural  Transformation (PSTA4 2018-2024);
  • Conduct analytical studies on specific food and agricultural policy issues, including (i) input, market, trade and price policies that influence value chain performances, (ii) value chain and commodity market analysis, (iii) price, price stabilisation, and stock policies, (iv) policy prioritization and (v) other emerging issues;
  • Contribute to the drafting of actionable and high-quality policy recommendations, technical reports and policy briefs;
  • Ensure well coordination of field activities and data collection as well supporting the reporting of the policy review initiatives MINAGRI is undertaking with support of MAFAP Programme;
  • Participate in, organize or facilitate high-level policy meetings, roundtables or other events related to food and agricultural policy reform.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in economics, agricultural economics, development economics, public policy or any related field
  • At least five years of relevant proven experience (more seniority is desirable)
  • Working knowledge of English and limited knowledge of French

Technical/Functional Skills

  • Work experience on topics related to the food and agricultural sector, such as trade and price policies that influence value chain performances, market policies and public expenditures;
  • Knowledge of current political economic conditions in Rwanda, and ability to analyse the policy context at country level building on political economy tools;
  • Experience in communicating with government officials on key policy issues affecting agriculture and food security and ability to present key results in concise and effective manner
  • Familiarity with providing policy advice to governments
  • Familiarity with public projects and programmes design, implementation support and evaluation activities
