The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Rwanda for more than 40 years.
Rwanda is a country with a turbulent and, at times, tragic history, and the impact of the 1994 genocide is still felt today. Nevertheless, Rwanda has achieved progress at a number of levels since 2000. Stability, security, steady economic growth and low corruption are some of the key successes. The country is also regarded as a pioneer in Africa in environmental protection, digitalisation and gender equality.
Despite these encouraging developments, however, Rwanda is still a very poor country that continues to rely on international support. This support is in virtually all sectors and is coordinated by the Rwandan Government. As a reliable partner in an efficient task-sharing system, GIZ works in three priority areas on behalf of the German Government:
- Economic development and employment
- Governance and democracy
- Digitalisation

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.
GIZ through the WEE project, GIZ Rwanda is inviting bids from qualified suppliers for the supply of textile fabrics and materials, divided into the following three lots:
- Lot 1: 100% Cotton Fabrics
- Lot 2: Polyester-Cotton Blend Fabrics
- Lot 3: Special Fabrics and Other Materials
Suppliers may submit for any of the lots. For each lot, a separate technical and financial bid must be submitted. Suppliers may submit one bid for one lot, or two separate bids for each of any combination of two lots, or three separate bids for each of the three lots. It is not permitted to submit a singular bid for all lots combined.

N.B:
- The bidder should include the transportation cost of the goods to the premises of the recipients in their bidding price.
- The bidder should include pictures of the items in their bid.
- As part of the technical assessment, eligible bidders will need to present samples of above items during a field visit by GIZ to verify fulfillment of the specifications.
- Regarding the number and length of rolls in which fabric items are delivered: the bidder is requested to propose the number and length of their rolls per item in their bid.
- Eligibility criteria
Participating companies must meet the following eligibility criteria:

- The company must have a minimum experience of 3 years in Rwanda supplying textile items. 3 Letters of Reference from the past 3 years must be provided.
- The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA).
- The company must confirm in writing that the offer is valid until at least 30 days after the submission period has ended.
- The supplier must submit a separate bid for each lot they wish to apply to. It is not permitted to submit a singular bid for all lots combined.
- Timeline
The contractor is expected to complete the delivery within two weeks from the time they receive the local purchase order (LPO).

- Submission of offer
Technical assessment will be based on the technical specifications provided in the table above against technical specifications of the items proposed by the supplier.
- The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
- For a bidder to be technical eligible, the technical specification of each item proposed must meet the minimum specifications requirements as described in the attached annex 1.
- The bidder should include pictures and clear/complete technical specifications of the items in their bid
- The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
- Financial offer must indicate the unit price of each item and total price as per quantities given. The offer must be in RWF and VAT exclusive, if applicable (The amount of the offer will be regarded as exclusive of VAT in the case where there is no information about VAT).
- The bidder should include the transportation cost of the goods to the premises of the recipients in their bidding price.
Your offer must be submitted to RW_Quotation@giz.de until latest 08.09.2025 with the subject: “91188047-Company name”.
The offers must be sent in one email with two separate files in PDF format (Financial and Technical) as attachments. The technical offer must include eligibility documents above listed and technical specifications of items proposed with pictures. The price must not be included in technical offer.
If the emails exceed the default email size of 30MB, offers can be exceptionally submitted through https://filetransfer.giz.de/, as indicated. The subject of recipient notification must be edited with the subject “91188047-Company name”” and the notification message must include the password to access the files.
Offers submitted through any other sharing platform, as google documents or similar will not be considered.
