Career opportunities for Rwandan Diaspora Professionals – Health Sector: (Deadline 31 December 2020)
BACKGROUND
The Ministry of Foreign Affairs and International Cooperation and the Ministry of Health in collaboration with International Organization for Migration (IOM) is implementing a Diaspora Engagement in the Rwandan Health Sector Project. This project intends to identify and support qualified Rwandan health professionals, residing in Belgium, Germany, the Netherlands, the United Kingdom and France who wish to participate to the project to transfer their skills, knowledge and technology to Rwanda’s health sector. Selected specialized health professionals will provide needed services and relevant trainings in their areas of expertise in 10 hospitals namely:
- Kibungo Referral Hospital,
- Kibuye Referral Hospital,
- Ruhengeri Referral Hospital,
- Bushenge Provincial Hospital,
- Butaro District Hospital,
- Gisenyi District Hospital,
- Kabgayi District Hospital,
- Kibagabaga District Hospital,
- Murunda District Hospital, and
- Nyagatare District Hospital.
This initiative builds upon the results of the diaspora Mapping Exercise conducted in Belgium, Netherlands, Germany and the United Kingdom (UK). The Rwandan Ministry of Foreign Affairs and International Cooperation coordinated the mapping exercise in close collaboration with IOM in 2018-2019.
A needs assessment of the health sector in Rwanda has identified gaps in the following priority areas: | ||

TASKS
The health professional shall work under overall technical supervision of the director general of the hospital. The health professional will take instructions for his/her day-to-day functions from the clinical director of the hospital under whom clinical services fall.
QUALIFICATIONS
The Ministry of Health will consider Rwandan health professionals, residing in Belgium, Germany, the Netherlands, the United Kingdom and France to participate in the Diaspora Engagement in Health Sector Project, with the following minimum qualifications, experience and competencies.
- Must have a master’s degree in his/her area of intervention
- For specialists: candidate must have completed his/her training and be certified by the board of specialists or relevant authority;
- For subspecialists: candidate must be certified within his/her subspecialty by the board of specialists or relevant authority;
- At least five years of experience for specialists and minimum of two years for subspecialists in respective area of intervention;
- Ability to coach/teach health professionals on best practices, methods and quality assurance in practice and training in respective areas of expertise;
- Ability to maintain professional image and attitude;
- Good understanding of the Rwandan health system;
- Strong interpersonal skills and teamwork spirit;
- Respect for the experience and expertise of colleagues working in Rwanda;
- Willingness to live in Rwanda for at least one month.
Desirable
- International development experience;
- English, French or Kinyarwanda language skills;
- Demonstrate record of scientific publications;
- Excellent written and oral communication skills.
