The CCAC National Project Coordinator will support Rwanda’s national SLCP planning and implementation efforts. This will include integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The expert will also assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sectors and political and institutional backing for the SLCP mitigation strategy and national methane roadmap.

Duties and Responsibilities

The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.
The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Rwanda is a CCAC State Partner. Rwanda through the Rwanda Environment Management Authority (REMA) has requested a national consultant who understands the country’s targets to reduce emissions, to assess the country needs and to provide support in the development and implementation of the Short-Lived Climate Pollutant (SLCP) plan and National Methane Roadmap, to strengthen SLCP planning and to advance SLCP mitigation actions.

This request is in line with CCAC’s planning process on coordinating national SLCP planning, policy, and implementation efforts, and supporting the monitoring and evaluation of SLCP planning and implementation. The CCAC is therefore seeking a National Project Coordinator for Rwanda to strengthen the capacity of REMA to coordinate national SLCP planning, policy, and implementation efforts aligned with NDC implementation.

The CCAC National Project Coordinator will work in close collaboration with the CCAC Secretariat team and focal point at REMA to strengthen buy-in across the government, and to advance implementation, financing, and monitoring of a SLCP mitigation plan/strategy. The CCAC National Project Coordinator will also be responsible for coordinating the implementation of CCAC projects in Rwanda and will liaise with implementing partners to enhance awareness on SLCPs. The expert will also foster inter-ministerial collaboration across governments and will engage important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies.

Working under the supervision of the CCAC Secretariat, the consultant will be responsible for the following tasks:

1. Secure participation and buy-in from across government to develop/implement a National SLCP Strategy, including endorsement at high political level.
2. Strengthen the government’s capacity for developing and implementing SLCP mitigation actions based on the CCAC’s integrated approach to climate change and air pollution reduction, and for developing a national methane roadmap.
3. Integrate SLCP mitigation actions into relevant national processes, plans and strategies at national and sub-national level.
4. Propose national and international funding opportunities for implementation of National SLCP Strategy and National Methane Roadmap.
5. Raise awareness on SLCP at national/sub-national level
6. Ensure Rwanda is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g. best practices shared, technical assistance, funding, bilateral partnerships, etc).

Qualifications/special skills

• Advanced university degree, master or equivalent in environmental science, environmental chemistry, atmospheric science, physics, climate change or a related discipline.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment is required.
• Demonstrated ability to provide technical assistance to governments and other stakeholders is required.
• Ability to work effectively with multiple stakeholder groups including national governments is required.
• Excellent communication skills (written and oral presentation) are required.
• Knowledge of the national policies in climate change mitigation and air pollution (Rwanda Policy of Environment and Climate Change and National Strategy on Air Quality) is required.
• Familiarity with national environmental regulations and issues as well as knowledge of key stakeholders is desirable.
• A good understanding of short-lived climate pollutants, climate change and air pollution issues in Rwanda is desirable.
• Experience working with the LEAP, GACMO tool, or other comparable emission inventory and scenario modelling platforms is desirable.
• Ability to work with advanced formulas in Excel spreadsheet is desirable.
• Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019 and inventory of SLCP emissions is desirable.

Languages

• Fluency in English (written and spoken) is required.
• Knowledge of another official United Nations language is an advantage.
