Chief of Party at Save the Children: (Deadline 27 January 2021)
About the Role:
Save the Children is seeking a Chief of Party for an anticipated five-year USAID-funded Inclusive Nutrition and Early Childhood Development (INECD) activity in Rwanda. The proposed project will focus on promoting nurturing and responsive care practices, especially in the areas of health, functioning, nutrition, and early childhood development (ECD) for caregivers and children. Specifically, the activity aims to improve health and nutrition outcomes among women of reproductive age and adolescents, and infant and young child feeding practices (IYCF). It also aims to address child development gaps and specifically unmet physical rehabilitation and assistive technology (rehab/AT), and social inclusion needs for infants and children. The activity will focus on community-level service delivery, community-health facility linkages, and district level capacity development, as well as address issues of inclusion and participation, including access to programs and services for children and adults with disabilities, in line with Government of Rwanda (GoR) priorities.
The Chief of Party reports directly to Rwanda Country Director, with technical/dotted line Supervision of the SCUS Senior Nutrition Director and ensures implementation of high impact, quality programming, and proven interventions that meet stated goals and reporting requirements. The Chief of Party manages the implementation of key project activities throughout the targeted provinces, oversees the work of the technical team, and provides efficient project and operational support for the project team. The Chief of Party will be responsible for overall project leadership and interaction with USAID, key stakeholders, partners, and the GoR.
This position is contingent upon donor approval and funding.
Qualifications and experience
Required qualifications:
- Master’s degree in early childhood development/human development, nutrition, international development, public health or related field.
- Minimum of ten years of professional experience in managing and implementing complex integrated community-based programs of similar size and scope in a development context, with a minimum of five years’ field experience.
- Substantial leadership expertise in at least one of the integrated programming areas – inclusive early childhood development and nutrition.
- Professional experience should include community-based programming, integrated or multi-sectoral programming, and SBC.
- At least five years of demonstrated experience in managing and supervising a technical team and in project design.
- Demonstrated ability to work effectively with government representatives, private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
- Experience managing USAID projects and in-depth knowledge of USAID approaches and regulations.
- Experience managing a consortium of international and local partners.
- Strengths in inspiring and enabling others through teamwork, training, and capacity building to realize organizational objectives.
- Excellent oral and written communication skills in English.
Desirable:
- Experience implementing development projects in Rwanda.
- Strong knowledge of nurturing care or early childhood care system and government structure in Rwanda.
- Knowledge of Kinyarwanda preferred.
- Familiarity with the political, social, and cultural context of Rwanda.
- Experience with quantitative and/or qualitative surveys.

CHILD SAFEGUARDING:
This position is on Child Safeguarding- Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs. Or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
