- Background
Rwanda National Organization of Social Workers (RWA-NOSW) is a social work professional organization founded in 2006 by a group of social workers who had the overall aim of promoting the social work profession and contributing to social welfare and social development in Rwanda. In addition, the organization aims to boost the professional growth and development of its members to work professionally, guided by professional social work ethics, values, principles and standards, and advocate for sound social policies and social development agendas. The establishment of this organizations is governed by the Law no. 04/2012 of the 17th of February 2012. To support its financial operations and ensure compliance with both internal and external financial policies, the organization is seeking a qualified Consultant for Strategic Plan Development

Guided by a strong belief that social work can change the world, RWA-NOSW will collaborate with national and international groups to develop the field of social work within Rwanda and to advocate on behalf of all vulnerable populations throughout the country. RWA-NOSW inspires to create fairness and equality for all Rwandan citizens through promotion of human rights and social justice.
Vision: To promote the social work profession and facilitate social welfare and social development in Rwanda.
- Objectives of the Consultancy
The main objective of this consultancy is to develop a strategic plan for RWANOSW that will:
- Identify strategic goals and objectives for the next five years.
- Develop a detailed implementation plan that includes timelines, responsibilities, and resources needed.
- Propose a monitoring and evaluation framework to track the progress and effectiveness of the strategic plan.
- Promote the social work professional in Rwanda.
- Scope of Work
The Consultant will undertake the following tasks:
- Conduct a Situational Analysis, including a SWOT analysis, to assess the status of RWANOSW.
- Engage with key stakeholders through interviews, focus group discussions, and surveys to gather input and feedback.
- Review relevant documents, including existing policies, reports, and previous strategic plans.
- Develop a draft strategic plan, based on RWANOSW vision, mission, goals, objectives, and strategies.
- Facilitate a validation workshop with RWANOSW members and stakeholders to review and refine the draft strategic plan.
- Finalize the strategic plan, incorporating feedback from the validation workshop.
- Provide recommendations for the implementation, monitoring, and evaluation of the strategic plan.
- Deliverables
The Consultant is expected to deliver the following:
- Inception report detailing the methodology, work plan, and timeline for the consultancy.
- Situational Analysis report.
- Draft strategic plan.
- Validation workshop report.
- Final strategic plan document.
- Implementation, monitoring, and evaluation framework.
- Duration of the Assignment
The consultancy is expected to be completed within 30 working days from the date of contract signing. This includes time for travel, data collection, analysis, report writing, and presentation of the final deliverables.
- Consultant’s Profile
The Consultant should possess the following qualifications:
- Master’s degree in social work, Development Studies, Economics, Business administration, Project management or any other related field.
- At least 5 years of experience in strategic planning, particularly within non-governmental organizations or professional bodies or associations.
- Proven track record of developing strategic plans.
- Strong analytical and communication skills.
- Familiarity with the social work sector in Rwanda or the East African region is an added advantage.
- Experience in developing M&E frameworks.
- Ability to work independently and deliver high-quality results on time.
- Payment Schedule
- 20% upon submission of the inception report.
- 40% upon submission of the draft strategic plan.
- 40% upon submission of the final strategic plan and approval by RWA-NOSW.

- A detailed CV highlighting relevant experience.
- A brief proposal (not more than 5 pages) outlining the approach and methodology for the assignment.
- A financial proposal indicating the daily rate and total consultancy fee.
