Background
Office/Unit/Project Description
The Montreal Protocol is an international treaty designed to protect the Earth’s ozone layer. It was agreed upon in 1987 and entered into force in 1989. The Peruvian government has been a signatory to the Montreal Protocol since 1987 and ratified it in 1993. Its main objective is to phase out the production and consumption of ozone-depleting substances, such as chlorofluorocarbons (CFCs), halons, and other related compounds.
On the other hand, the Kigali Amendment, adopted in October 2016 during a meeting in Rwanda, is a modification to the Montreal Protocol that focuses on reducing the use of hydrofluorocarbons (HFCs), greenhouse gases used in refrigeration and air conditioning systems. This amendment establishes a timeline for developed countries to progressively reduce HFC production and consumption, while granting developing countries longer deadlines. The Peruvian government ratified it in 2019.
The competent authority for the implementation of the Montreal Protocol in Peru is the Ministry of Production of Peru (PRODUCE), through the General Directorate of Environmental Affairs and Industry (DGAAMI). This entity is responsible for implementing and promoting national actions to comply with the country’s commitments under the Protocol.
Within the framework of these international agreements, the United Nations Development Programme (UNDP) is currently assisting the Peruvian Government, through the Ministry of Production (PRODUCE), in the management and design of the Montreal Protocol and Kigali Amendment Project Portfolio, which includes the following projects:
- HCFC Phase-Out Management Plan – PGEH, Phase II for Peru (in progress)
- Hydrochlorofluorocarbon (HCFC) Phase-Out Management Plan – PGEH, Phase III for Peru (under design)
- Preparation of a Roadmap for the implementation of the HFC Phase-Down Strategy (KIP Stage I) (in progress)
- Support for the Implementation of the Strategy for the Gradual Reduction of Hydrofluorocarbons (HFCs) (KIP Stage II) (under design).
- Preparation of a national inventory of controlled substance waste banks and development of a national management plan for these substances (under development)
In this regard, the hiring of a National Project Coordinator is required: Montreal Protocol and Kigali Amendment in order to support the National Project Directorate (General Directorate of Industrial Environmental Affairs – DGAAMI of the Ministry of Production – PRODUCE) in its implementation.
Scope of work
1. Efficiently manage the Project Portfolio
a) Carry out the technical and operational analysis of the portfolio components and activities.
b) Make necessary adjustments to projects, in accordance with UNDP procedures.
c) Monitor compliance with indicators and expected results to maximize impact.
2. Coordinate the integration of the Project Portfolio with UNDP and DGAAMI
a) Establish effective communication channels with the UNDP Office of Environment and Energy and the DGAAMI.
b) Monitor the quality of the processes, products and progress of the portfolio.
c) Ensure the timely delivery of results to the involved bodies.
3. Coordinate with key actors linked to the project
a) Identify and contact relevant companies, unions, academia and public entities.
b) Facilitate spaces for dialogue and collaboration between actors at the three levels of government.
c) Promote the active participation of international cooperation in the implementation of the Montreal Protocol and the Kigali Amendment.
4. Generate strategies for visibility and identification of new alliances
a. Design communication campaigns to disseminate the portfolio’s progress and impacts.
b. Identify international organizations with potential for collaboration.
c. Propose joint initiatives that contribute to the reduction of polluting substances.
5. Document processes and systematize learning
a. Collect and organize information on project execution.
b. Prepare an inventory of good practices and lessons learned.
c. Coordinate exchanges of experiences with other UNDP initiatives.
6. Coordinate with partner projects and other national/international initiatives
a. Identify synergies between the portfolio and other projects in the Environment and Energy portfolio.
b. Participate in programmatic coordination spaces with similar initiatives.
c. Support the comprehensive management of UNDP initiatives on environmental issues.
7. Comprehensively manage the Project Portfolio in coordination with UNDP and DGAAMI
a. Develop annual work plans and ensure their compliance through efficient schedule management, contracting, and contractual oversight.
b. Implement and monitor the Monitoring and Evaluation Plan, ensuring the quality of the verification methods and preparing periodic reports upon request.
c. Oversee the work of national experts and institutions, ensuring that products meet budget and quality standards. d. Develop terms of reference in coordination with UNDP, PRODUCE, and other involved sectors.
d. Actively participate in the identification and selection of national consultants and experts.
e. Coordinate the technical execution of key project activities, ensuring alignment with strategic objectives.
The incumbent performs other duties within his or her functional profile that are deemed necessary for the efficient functioning of the Office and the Organization.
Institutional agreement
Under the supervision of the UNDP Environment and Energy Officer and in coordination with the National Director, the Coordinator will be responsible for managing its implementation.

IMPORTANT INFORMATION
This position is being offered as a regular NPSA position, at NPSA level 8, offering a default salary equivalent to S/ 12,165.19 per month plus additional benefits such as: 8.33% of base salary for retirement pension, vacation time, health insurance, and life insurance.
