The DAAD Helmut Schmidt Programme (Master’s Scholarships for Public Policy and Good Governance) offers fully funded opportunities for future leaders from developing countries to pursue master’s degrees in Germany. This programme supports talented graduates from developing countries who are committed to promoting democracy and social justice in their home countries

Funded by the German Federal Foreign Office, the DAAD Helmut Schmidt Programme offers the opportunity to pursue master’s degrees in political science, law, economics, and public administration. It focuses on preparing students for leadership roles through practice-oriented education, helping them build the skills needed to strengthen governance and civil society structures in their countries of origin. Application Deadline: June 1 to July 31, 2025

The scholarship does not cover

  • Personal expenses beyond the stipend

  6. Have relevant practical experience:

  • Strong motivation letter that aligns with the goals of the Helmut Schmidt Programme
  • Clear explanation for program and university choices
  • Evidence of practical experience relevant to public policy and governance
  • strong academic record (top one-third of graduating class)
  • Signed checklist and list of criteria (indicating place and date)
  • Completed DAAD application form
  • One motivation letter (max. 2 pages, dated) covering reasons for applying and course ranking
  • CV in Europass format (reverse chronological order, with issue date and no unexplained gaps)
  • University degree certificates (with certified translations if needed)
  • Transcript of records and grading system explanation (with certified translations if needed)
  • Confirmations of relevant work experience, internships, political/community service (on official letterhead, with signature, date, and stamp)
  • Proof of English language proficiency
  • One recent reference letter from employer or university lecturer (official letterhead, signature, date, and stamp)
  • For Chinese applicants: APS Certificate required
  • All applications must be in English or German.
  • You can apply to up to two master’s courses from the list.
  • Read the DAAD checklist carefully and follow all points listed.
  • Complete the DAAD application form once and indicate your chosen course(s).
  • If applying to two courses:
    • Rank them in your motivation letter.
    • Clearly explain your academic and professional goals for each.
    • Submit the same motivation letter to both courses.
  • Send the application form and required documents directly to the selected master’s courses (maximum of two).
  • Do not upload anything to the DAAD portal unless you are nominated.
  • If nominated, you will be asked to upload full documents to the DAAD portal.
  • Always keep a complete set of your documents in PDF format.
  • Submit original documents only if requested by the course.
  • Selection takes place in October/November 2025 by a committee.
  • All applicants will be notified of the outcome in December 2025 or January 2026.
  • Start early to gather all necessary documents.
  • Tailor your motivation letter to reflect your commitment to public policy and good governance.
  • Highlight relevant work or volunteer experience.
  • Ensure your CV is clear and concise.

  • Accommodation: €200–€700
  • Food: €200–€400
  • Health Insurance: €120–€130
  • Transportation: €50–€100
  • Utilities & Internet: €100–€150
  • Miscellaneous (e.g., entertainment, clothing): €100–€200

Total Estimated Monthly Expenses: €1,200–€1,500
