Compassion International – Rwanda invites sealed bids from eligible and qualified bidders for the provision of consultancy services for the Design, Development, and Deployment of an Income Generating Activities / Sagamba Monitoring & Poverty Measurement Online Tool.

Submission Details:
- Bids must be submitted in two separate sealed envelopes: one for the Technical Proposal and one for the Financial Proposal. Both envelopes must be placed in one outer envelope.
- The outer envelope must be clearly marked with the Tender Reference Number CIRW010/2025-2026 and the Bidder’s Name.
- Deadline for Submission: Monday, November 03, 2025, at 17:00 Hours (5:00 PM).

Eligibility Requirements:
- Valid Certificate of Registration from Rwanda Development Board (RDB)
- Valid Tax Clearance Certificate and Proof of RSSB Compliance
- Three (3) Reference Letters from previous clients for similar projects (not exceeding 3 years old)
- A completed and signed Bid Submission Sheet (included in the tender document)
- Portfolio of similar monitoring tools developed
Evaluation Criteria:
Bids will be evaluated based on:
- Administrative compliance and eligibility (Pass/Fail).
- Technical responsiveness and capability, assessed against weighted criteria including Technical Approach (30%), Relevant Experience (25%), and Team Expertise (15%). A minimum technical score of 70/100 is required to qualify for financial evaluation.
- Financial competitiveness. The best-evaluated bid will be the lowest-priced quotation from a bidder who is eligible and substantially responsive to all requirements.
Compassion International – Rwanda reserves the right to accept or reject any bid, to annul the tender process, and to reject all bids at any time prior to contract award, without incurring any liability to the affected bidder(s).
