Job responsibilities

1. Develop standards, operations, and guidelines that promote courier and postal services • Identify the possible innovations, the best approaches and practices for an effective reform of the postal and courier services; • Coordinate the business process re-engineering of the services until completion; • Disseminate approved guidelines, standards to concerned stakeholders. 2. Develop policies, standards, operations, and guidelines that make Rwanda an e-commerce base for the region • Identify the possible value chains, innovations, best approaches and practices for an effective establishment of an e-commerce industry in the country and in the region; • Disseminate approved guidelines, standards to concerned stakeholders and ensure proper enforcement and elaboration of consumer protection rights; • Enhance e-commerce performance as a channel for domestic and international business to business collaboration and trade; • Design methodologies and measures for e-commerce adoption and uptake within the general public through established local trade links and international supply chains; • Provide an effective legal framework for e-commerce. 3. Manage partnerships with businesses, innovators, SMEs and relevant stakeholders • Establish partnership with relevant stakeholders to build the e-commerce base; • Mobilize funds resources, capacity building programs pertaining to the implementation of both e-commerce and postal services; • Ensure wealth creation for Rwanda through strategic investment in e-commerce and trading; • Expand trade and export markets through services and partners associated with e-commerce. 4. Coordinate, Monitor and Evaluate postal and e-commerce projects/ initiatives • Ensure the national ICT plans are aligned with programs under this portfolio; • Support the planning, monitoring and evaluation teams both in developing, planning, budgeting and effective reporting; • Support the ICT sector profile as well as ICT Investment profile development. 5. Performing any other duties assigned by the Ministry authorities • Represent the Ministry where necessary and when requested.
