Fugitive and Investigations Unit Coordinator at IRMCT – International Residual Mechanism for Criminal Tribunals: (Deadline 12 October 2022)

Responsibilities• Plans, organizes, conducts and/or supervises the investigation of fugitives;
• Leads and supervises teams of investigators and coordinates investigative activities of team members; develops, implements, monitors and evaluates assigned investigations;
• Defines the parameters and timetable of investigations; decides on the investigative tools and resources to be employed; ensures that investigations are carried out in a timely fashion and coordinated within the work of the unit, as appropriate and that established procedures and policies are complied with;
• Provides policy advice in relation to investigation strategy and develops or contributes to the development of investigation policy;
• Conducts interviews and obtain statements; analyzes information;
• Gathers and analyzes electronic evidence;
• Ensures the preparation of complete and concise investigation reports and other written contribution, together with findings and recommendations, as well as evidence and materials to support such actions; reviews reports and written submissions of his/her subordinates;
• Provides advice and expertise on investigatory matters;
• Works collaboratively and in coordination with colleagues to achieve organizational goals in accordance with standard operating procedures and in compliance with organizational regulations and rules;
• Manages the resources and logistics of the unit.

Competencies
• Professionalism: Knowledge of criminal investigation techniques and procedures, particularly with respect to the tracking of fugitives. Knowledge of international legal procedures and instruments, including international criminal law and diplomacy. Experience in preparing witnesses and evidence for judicial proceedings as demonstrated in the ability to build a case through witness interviews and other evidence gathering techniques. Ability to employ sound professional investigative and administrative experience to facilitate the production of high quality work from the team. The position requires excellent people management skills and public relations abilities as well as public speaking skills and ability to interact and negotiate with high-level officials. Knowledge in the use of computer applications, particularly word processing software, database management, and electronic research tools. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Education
Advanced university degree (Master’s degree or equivalent) in Criminology, Criminal Investigations, Criminal Justice or related field. A first-level university degree or equivalent training/diploma in criminal investigations techniques from a recognized public police academy combined with (2) two additional years of qualifying experience in criminal investigation techniques may be accepted in lieu of the advanced university degree.
Work Experience
Minimum of 10 years of progressively responsible relevant experience in criminal investigations and experience at the international level is required.
Substantive participation in complex, long-term criminal investigations, especially of violent crimes is required.
Relevant experience at the IRMCT, ICTY and/or ICTR and a good understanding of the Rwandan genocide are desirable.
Languages
English and French are the working languages of the Mechanism. For the post advertised, fluency in oral and written English is required. Working knowledge of French is desirable.
Assessment
There may be an assessment exercise for qualified candidates followed by a competency-based interview.
