The Nippon Foundation–Partnership for Observation of the Global Ocean (NF-POGO) Centre of Excellence has opened applications for the fourth phase of its renowned training program in Observational Oceanography. This edition will be delivered through the Ocean Frontier Institute in close collaboration with Dalhousie University, the Faculty of Open Learning and Career Development, the Marine Institute of Memorial University, and the Hakai Institute.

Designed for early-career scientists, the program provides a rigorous, multidisciplinary pathway for developing the next generation of ocean observers, researchers, and science communicators. Ten scholars from around the world will be selected for a fully supported year of immersive learning, practical fieldwork, and professional development in Canada.

Program Overview

The Centre of Excellence offers a comprehensive blend of theory, field experience, technical training, and leadership development. Participants follow a structured curriculum covering:

  • Core and applied oceanography

  • Field training and ship-based operations

  • Ocean mapping and remote sensing

  • Data management, analytics, modelling and coding

  • Science communication and presentation skills

  • Ocean governance, law, and policy

  • Innovation, entrepreneurship, and design thinking

  • Leadership and English academic skills

  • Indigenous knowledge, culture, and Canada’s coastal histories

Each scholar also develops an independent learning project, guided by experts from Canada and abroad, focusing on a topic relevant to their professional interests and the needs of their home country.

Learning Locations

The program takes place across three major Canadian institutions:

  • Fisheries and Marine Institute, Memorial University – St. John’s, Newfoundland and Labrador

  • Dalhousie University – Halifax, Nova Scotia

  • Hakai Institute – Quadra Island, British Columbia

Each location provides distinct training environments, from ship-based surveys in the North Atlantic to hands-on research at a remote ecological observatory on the Pacific coast.

Networking and Career Development

Graduating scholars benefit from extensive professional networks, including:

  • The Dalhousie Alumni community

  • International Ocean Institute Canada (700+ alumni in 100+ countries)

  • The Global Ocean Observing System and CIOOS

  • The POGO global network and the Nippon Foundation–POGO Alumni Network (NANO)

Scholars join a global community engaged in ocean science, research collaboration, outreach, and policy influence.

Application Timeline

  • Deadline: 12 December 2025

  • January 2026: Application review

  • February 2026: Online interviews for shortlisted candidates

  • April 2026: Final offers issued and visa processes begin

  • Late September 2026: Program begins in St. John’s

  • July 2027: Program concludes in Halifax

All dates for the 2026–2027 cohort may be updated following final sponsor approval in summer 2026.

What the Program Provides

– The Centre emphasizes practical skills, global awareness, and the ability to communicate science effectively. Scholars receive support to create an outreach activity for their home institution after the program—such as a guest lecture, workshop, or media interview—helping expand ocean literacy in their home countries.

– Participants graduate with an internationally recognized certificate of completion (non-credit), issued jointly by the Marine Institute and Dalhousie University.

 

 

Eligibility Criteria

– Hold at least a Bachelor’s degree in a science discipline

– Are in the early stages of their careers

– Demonstrate strong motivation to advance ocean observation in their home countries

– Show commitment to equity, diversity, inclusion, and accessibility

– Have an interest in working across multiple disciplines

– Meet the minimum English language requirements

– Priority is given to candidates from developing and emerging nations, especially those affiliated with research, academic, or governmental institutions and who intend to return to those roles after completing the program.
