
Gilman-McCain Program, Scholarship & Award 2025–2026: Study Abroad Funding & Advisor Workshop Opportunities (Deadline: Varies)
The Gilman Program provides scholarships to U.S. undergraduate students for transformative overseas internships and study abroad programs. Gilman Scholars gain invaluable career skills overseas that position them to succeed. From communities across the country to destinations around the globe—the Gilman Program helps shape the next generation of American leaders.
The purpose of a Gilman Program Advisor Workshop is for participants to build a network with fellow Gilman advisors and learn best practices for supporting Gilman applicants, recipients, and alumni on their campus. Each workshop will accommodate up to 50 Gilman campus advisors with varying levels of familiarity and experience with the Gilman Program. The Gilman Program will cover all costs associated with the workshop including travel to the location, meals, hotel accommodation, and workshop participation. Funding for this initiative is provided by the U.S. Department of State through an annual appropriation from Congress for the Gilman Program.
The 2025-2026 Gilman Program Advisor Workshops will be hosted by the following institutions on their corresponding dates:
– University of Maryland, Baltimore County – Friday, October 24, 2025
– Rutgers University-Camden – Friday, April 24, 2026
Award Benefits
- Nearly 3,000 scholarships of up to $5,000 will be awarded this academic year for U.S. citizen undergraduates to study or intern abroad.
Advisor Workshop Participant Selection Criteria
Applications will be assessed based on the following:
– Ideas for how you hope to use the knowledge you gain or relationships you build during the workshop to support Gilman efforts at your home institution
– Unique contribution or experience you would bring to the workshop
Applicants from two-year institutions will be prioritized. We will also prioritize selecting one person from any given institution, if there are multiple applicants from the same institution. Overall, we will select a group of advisors that represent a wide range of institutions, experience level, geographic location, and knowledge about the Gilman Program.
- 100% of Gilman Scholars have demonstrated financial need as Pell Grant recipients
- Gilman Scholars study in 170 countries around the world
- 65% of Gilman Scholars are from rural areas and small towns across the U.S.
- 50%+ are first generation college students
Eligibility Criteria
Eligibility Note: Gilman scholarship recipients can only receive the scholarship once. If a student previously declined a Gilman scholarship, they are welcome to re-apply, as long as they still meet all eligibility requirements listed below.
The Benjamin A. Gilman International Scholarship Program (Gilman Program) is a program of the U.S. Department of State’s Bureau of Educational and Cultural Affairs. To be eligible for a Gilman scholarship, an applicant must be:

- A citizen or national of the United States;
- An undergraduate student in good standing at an accredited institution of higher education in the United States (including both two-year and four-year institutions);
- Receiving a Federal Pell Grant during the time of application or provide proof that they will be receiving a Pell Grant during the term of their study abroad program or internship;
- In the process of applying to, or accepted to, a credit-bearing study abroad or internship program. Proof of program acceptance is required prior to award disbursement;
- Applying for credit-bearing study abroad programs in a country or location with an overall Travel Advisory Level 1 or 2, according to the U.S. Department of State’s Travel Advisory System. It is important to note that certain areas within a country or location that has an overall Travel Advisory Level 1 or 2 may be designated within the Travel Advisory as either Level 3 or Level 4; Gilman scholars will not be allowed to travel to these specific areas. Gilman scholars are unable to participate in programs located in a country or location — or an area within a country or location — that is designated as either a Level 3 (“Reconsider travel to”) or Level 4 (“Do not travel to”).
The U.S. Department of State reserves the right to request program changes for specific countries or locations if deemed necessary during any stage of the application, selection process, or while on program. Final awards are contingent upon the availability of funds and the health and security situation in a country or location. Furthermore, a Gilman scholar’s status may be affected should the health or security situation in a country or location change.

Step 2: Both Study Abroad and Financial Aid Certifying Advisors must certify your application by the advisor deadline.
- It is the applicant’s responsibility to ensure that both advisors have certified their application by the advisor deadline.
- All applicants must contact the appropriate offices at their home institutions to determine the correct study abroad and financial aid certifying advisors they should select to certify their application.
- If an advisor is not listed within the online application, reach out to the appropriate advisor(s) at your institution and ask them to register as a Gilman advisor prior to the application deadline. Once they are registered you will be able to select your institution and advisors in your application.
- Applications without certifications will not be considered.

The Gilman-McCain August 2025 Deadline application is now open for applicants whose abroad programs or internships start between September 1, 2025 to April 30, 2026. The application deadline is Thursday, August 7, 2025 at 11:59pm Pacific Time, and the advisor certification deadline is Thursday, August 14, 2025.
All applicants will be notified of their status via email in September 2025. All advisors will also be notified of scholarship recipients via email and will have access to the status of each student in their Gilman advisor account.
- GILMAN PROGRAM APPLICATION: October 3, 2025
The October 2025 Deadline application will open in mid-August 2025 for applicants whose abroad programs or internships start between December 1, 2025, to October 31, 2026. This cycle encompasses Winter or January term 2026, Spring 2026, Maymester 2026, Summer 2026, Fall 2026, and academic year 2026-2027 programs. The application deadline is Friday, October 3, 2025, at 11:59pm Pacific Time, and the advisor certification deadline is Friday, October 10, 2025 at 11:59pm Pacific Time. Please be aware that the application deadline is in Pacific Time and take into consideration any time difference as you prepare to submit your application.
