RWANDA: GREEN ECONOMY AND CLIMATE FINANCE CONSULTANT

Funded by the Green Climate Finance (GCF), and in partnership with the Government of Rwanda, through the Ministry of Environment (MoE) and the Rwanda Environmental Management Authority (REMA); GGGI is implementing a Readiness project that aims at addressing key challenges of the land sub-sector actors, limited capacity to access climate finance being one of them.
It is against the above background that GGGI seeks to hire a consultant with technical expertise in Green Economy and Climate Finance whose responsibility will be to develop economic and financial analysis guidelines for funding proposals development and review.
OBJECTIVES OF THE ASSIGNMENT
The objective of the assignment is to address capacity gaps and strengthen MOE’s capacity to develop and assess the GCF funding proposals through (1) development of economic and financial analysis guidelines for projects proposal development and review, and (2) organize and deliver fund management and access to finance capacity building and awareness creation for the NDA (REMA) and DAE (MoE).
DELIVERABLES
The assignment will be undertaken over a period of twelve (12) months with a total of working 180 days.
The expected deliverables of the consultant are as follows (however, the consultant may be required to produce additional deliverables as deemed reasonably necessary by GGGI and MoE).
- Economic and financial analysis guidelines for funding proposals development and review
- 4 days capacity building and awareness creation workshop ensuring participation of MoE, FONERWA, IMF/RST with materials, list of participants disaggregated by gender, and report
The reporting requirements including the report contents, anticipated length of the report, presentations will be agreed during the assignment inception validation
All reports and outputs must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, models and any other material.
The assignment is expected to be completed by July 2025 with a tentative timetable as follows:
- Inception Report on the economic and financial analysis guidelines for funding proposals development and review (Completed report with detailed methodological approach): 1 month after signing the contract.
- Draft Report on the economic and financial analysis guidelines for funding proposals development and review (Completed report with detailed findings, draft guidelines and fundings proposals development): 3 months after signing the contract.
- Final Report on the economic and financial analysis guidelines for funding proposals development and review (Completed final report with detailed guidelines and fundings proposals development and review): 7 months after signing the contract.
- Slides and Workshops Report for the fund management and access to finance capacity building and awareness raising (A well-organized and thorough Power Point slides and detailed workshops Report for the capacity building and awareness raising events): Twelve months after signing contract.

- The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure.
- All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
- All reports and outputs must be in English, in accordance with GGGI’s formatting requirements, and submitted in electronic formats along with complete sets of raw data, models and any other material
- All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages.
- Final report must be approved by the GGGI with the agreement of Rwanda Ministry of Environment. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

EXPERTISE REQUIRED
- The consultant should have at least a master’s degree in environmental sciences, environmental/climate finance, Environmental Economics, business administration, environmental engineering,
- At least 5 years of relevant professional experience in climate finance, economic and financial analysis, funding proposals development and review, and knowledge of the nexus national and international climate finance policies and frameworks.
- Understanding of local and international climate finance
- Knowledge of climate finance mechanisms, including GCF readiness grants, and experience in developing funding proposals and resource mobilization strategies for climate action projects. Familiarity with international development issues, including understanding of technical and regulatory matters in the areas of climate change
- Familiarity with the UNFCCC, Paris Agreements, and other relevant International Treaties related to Climate Change and Carbon markets.
- Good understanding of Rwanda’s environment and climate change policies, strategies and vision.
- Expertise in green economy and circular economy concepts and practices
- Experience in day-to-day engagement with Government ministries and agencies. Established network within the Government of Rwanda is a strong advantage (Ability to engage and coordinate with a wide range of stakeholders, including government agencies, local authorities, civil society organizations, and community groups, particularly in rural settings)
- Experience in organizing and providing capacity building sessions and awareness creation
- Ability to review, synthesize information and produce high quality reports
- Ability to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail
- Experience in promoting gender equality and empowering rural women through climate-smart initiatives, with a focus on inclusive approaches and ensuring equitable benefits.
- Excellent communication, presentation and writing skills
- An excellent command of spoken and written English
- Proven ability and experience in capacity building and projects proposal writing for climate finance mobilization.
- Proven ability to communicate clearly and effectively in written reports and other publications in English, previous writing examples might be requested
- Demonstrated strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
