Consultancy for Jurisdictional Approach (JA) Strategy Development – Save the Children Indonesia

Background

Save the Children Indonesia is expanding its agricultural value chain program in Sulawesi and Kalimantan and seeks to integrate a Jurisdictional Approach (JA) to enhance child protection, family welfare, and climate resilience. This consultancy will guide the organization through a structured process to assess readiness, develop a strategy, and establish an implementation manual for JA adoption.  

As the Jurisdictional Approach (JA) is primarily designed for the land-use sector and relies on system-wide change through collective action, its adoption by Save the Children Indonesia must be carefully tailored. This includes assessing which elements of existing JA models align with Save the Children’s program design and framework. Moreover, since Save the Children aims to implement JA at the district and village levels, the model must be adapted to ensure feasibility and effectiveness at these ground levels, considering local governance structures, community dynamics, and resource availability. 

Objectives

• Jurisdictional Approach of Save the Children Indonesia is well developed, including JA strategy and model, piloting framework and implementation plan, as well as monitoring and evaluation process to capture learning and impacts.   
• Develop a 1-year pilot implementation plan on Jurisdictional Approach in two landscapes (North Luwu and East Luwu), with a focused village in each district. 

Qualification

• Minimum of 5 years of demonstrated experience in designing and implementing Jurisdictional or Landscape-Based Approaches, particularly in the context of land-use governance, sustainable commodities, or area-based development at the district or village level. 
• Solid understanding of the core principles of Jurisdictional Approaches, including the integration of environmental, social, and economic goals across sectors within defined administrative boundaries. 
• Experience in developing strategic frameworks or roadmaps for JA implementation. 
• Proven ability to facilitate multi-stakeholder collaboration at jurisdictional levels (district/village). 
• Proven ability to adapt strategies to local dynamics and governance structures, particularly in areas with diverse institutional capacity and resource availability.
• Skilled in synthesizing findings into technical and strategic documents, with experience using JA-related tools. 
• Attention to detail. 

Job Description 

The consultant will be responsible for guiding Save the Children Indonesia in the strategic development and contextual integration of a Jurisdictional Approach (JA) across two priority landscapes (North Luwu and East Luwu), through the following key activities: 

Inception & Alignment

• Facilitate the project’s kick-off meeting to align objectives, scope, and timelines. 
• Produce an inception report outlining the scope of work, pre-assessment needs, and finalized work plan. 

Pre-Assessment

• Conduct document reviews and key stakeholder interviews to assess organizational and jurisdictional readiness (Scenario 1). 
• Design and analyze findings from a self-assessment questionnaire (Scenario 2). 

Strategy Development Workshop

• Develop workshop resources, materials, and facilitation tools. 
• Lead internal workshops and summarize findings in a draft strategic framework. 

Preliminary External Validation

• Develop facilitation and feedback plans for engaging external stakeholders. 
• Facilitate validation workshops and revise draft strategies based on inputs received. 

JA Strategy and Manual Development

• Synthesize all findings into a comprehensive JA strategy document and adoption manual tailored to Save the Children’s context. 

One-Year Implementation Plan

• Co-develop a detailed one-year pilot implementation plan with internal teams, including justification for pilot site selection. 

Kick-Off Project Workshop

• Organize and facilitate an external workshop to launch the pilot and gather stakeholder feedback. 

Finalization

• Refine and finalize the JA strategy, implementation roadmap, and support documents based on internal reviews and workshop inputs.
