Duties and Responsibilities
DUTIES AND RESPONSIBILITIES I. Background The Subregional Office for Eastern Africa (SRO-EA) of the United Nations Economic Commission for Africa, in collaboration with the United Nations Conference on Trade and Development (UNCTAD), is assisting four African least developed countries (LDCs) pre-qualified to graduate from LDC status to increase their chances of achieving graduation with momentum. In this context, SRO-EA have commissioned AfCFTA impact assessment studies for the four African beneficiary countries (Comoros, Djibouti, Senegal and Zambia). In order to enhance the robustness of the AfCFTA impact assessment studies for the four countries, it is imperative that each study undergoes an external quality review. This process will consist in enhancing the draft studies by reviewing both the form and substance. The consultant will restructure the overall structure of each study if needed and incorporate substantial and constructive recommendations before their final publication. To this end, the ECA SRO-EA will a recruit a consultant to undertake the review. The Consultant will work under the direct supervision of the regional integration and AfCFTA cluster of SRO-EA, under the overall guidance of the Director SRO-EA. LDCs are characterised by limited economic diversity, often manifesting in persistent dependence on the export of commodities. This dependence is exacerbated by low capacities for enhancing the value-added of their products, low technology absorption and utilisation, small production capacities and the concentration of export destinations. Their mobilisation of development finance is also largely dependent upon official development assistance (ODA), with export earnings insufficient to meet their investment needs. The AfCFTA, if its goals are fully realised, represents an opportunity that can potentially be leveraged by the pre-qualified African LDCs to climb out of a structural rut. The elimination of tariffs and non-tariff barriers under the AfCFTA could boost industrialisation and attract cross-border investment in participating countries. Integration in regional value chains could serve as a magnet for investment flows originating from the continent and from outside the continent, with the potential for badly needed injections of fresh capital, technology, and skills for the take-off of dynamic industrialisation. Duties and responsibilities The principal duties and responsibilities of the consultant include: 1. Undertake desk review of the AfCFTA impact assessment studies mainly focusing on the form and the substantive contents and simulation section, in adherence to the format provided in the Concept Note of the studies. 2. Ensure that all critical areas are addressed, and that the analysis of issues is thorough and rich. 3. Incorporate all substantive changes in the content of the studies. 4. Edit the document thoroughly with the view to improving the language, formulation of sentences, and economic meaning of concepts. 5. Improve and review all the studies. The Consultant is aware of and agrees to the fact that information received during the review is confidential and that it must remain so during and after the review.
Qualifications/special skills
Academic Qualifications: The Consultant is expected to have a post-graduate degree in economics, statistics or related areas, with emphasis on any of the following areas – data management, data analysis, econometrics, and related fields. A PhD is an advantage. Experience: The Consultant should have a minimum of ten years work experience in analytical/empirical policy research, preferably in an African context with exposure to the United Nations system.

Language: Fluency in English and French (both oral and written) is required.
