RESULT OF SERVICEUltimately, this project should provide a clear understanding of the current state of South Sudan WTO Accession process complemented by a set of on the following steps in the process including directions on how to overcome current and potential roadblocks in the process.

EXPECTED DURATIONGiven typically the extended duration of WTO Accession processes, the initial contract will be of 6 months, with a possibility of renewal.

DUTIES AND RESPONSIBILITIESBackground:

The Sub-Regional office for Eastern Africa of the Economic Commission for Africa (ECA/SRO-EA) is established as one of the five sub-regional offices with the mandate to promote economic and social transformation in the continent by: a) Collecting information to prepare country and sub-regional profiles that include risk analysis for member states b) Contributing to and promoting the results of ECA’s policy-oriented research; c) Providing policy advisory services to member States, regional economic communities and sub-regional development operators to promote regional integration and sub-regional initiatives; d) Serving as facilitators of the integration activities of organizations of the United Nations system operating within the sub-region; e) Strengthening the capacity of members states, RECs and other stakeholders for policy making in favor of structural transformation, industrialization, and sustainable development. ECA’s Sub-Regional Office for Eastern Africa covers the following 14 member states: Burundi, Comoros, Djibouti, DRC, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda

Against this background, the Government of South Sudan has asked the ECA to provide advice and technical assistance in their ongoing WTO Accession process. Therefore the ECA SRO-EA seeks to recruit an international consultant to support the WTO Accession process for South Sudan. The International consultant will support the lead international consultant in this work

Duties and Responsibilities:

This position is located in the Integration and AfCFTA Cluster of the UN Economic Commission for Africa Subregional Office for Eastern Africa (ECA SRO-EA) in Kigali, Rwanda. The consultant will work under the overall guidance of the Lead International consultant and the Chief of the AfCFTA Cluster. In cooperation with UNECA staff , and the Lead international consultant ,the International consultant will carry out the following duties:
1) Provide support to WTO Accession Process, Policy Strategies and Decisions for both Somalia and South Sudan;
2)Review and Update of the current Memorandum of the Foreign Trade Regime (MFTR);
3) Prepare Initial Market Access Offers on trade in goods and trade in services;
4)Review and amend trade related laws that are not AfCFTA/WTO compliant;
5)Carry out training of trade negotiators to enable them conduct trade negotiations in an effective manner to accede or comply with the AfCFTA/WTO and build its trade competitiveness;
6)Carry out training of trade attaches to be deployed in South Sudanese Embassies abroad;

QUALIFICATIONS/SPECIAL SKILLS

Academic Qualifications: An advanced university degree (Masters’or Doctorate Degree economics, International law ,international trade, business administration, development studies or related fields is required.

A first level degree (Bachelor’s degree or equivalent) in the specified fields of studies with 2 additional years’ experience in the specified fields is a acceptable in lieu of an advanced university degree
Experience: Minimum of 10 years’ experience in the fields of technical assistance and trade development including experience in project management, administration or related field. Experience working with WTO related issues and international law is an advantage
Language: English and French are the working languages of the United Nations. For this post, fluency in English is required.
