BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP Rwanda works in partnership with the Government and other stakeholders through the direct implementation of integrated programmes targeting the most vulnerable people and will progressively shift towards building national capacity to formulate, manage and implement programmes for achieving zero hunger. In implementing its activities, WFP will bridge the humanitarian–development nexus and leverage its extensive experience and the contributions it has made in Rwanda over many decades in order to achieve four strategic outcomes outlined in the WFP Country Strategic Plan (CSP). Strategic Outcome 2 focuses on ensuring that vulnerable populations in food-insecure communities and areas have improved access to adequate and nutritious food all year. This Outcome encompasses capacity strengthening and direct programme implementation in the areas of social protection, disaster preparedness and response, food security and vulnerability analysis, school feeding and climate-resilient livelihoods programming.
Under Strategic Outcome 2, WFP implements a growing portfolio of activities that focus on enhanced capacity and synergies across disaster risk management (DRM), social protection and climate resilience. WFP activities have a particular focus on advancing national efforts at shock-responsive social protection by strengthening linkages between disaster risk management and the national social protection system to address the contribution of disasters to poverty and food insecurity. WFP has established a partnership with the Ministry in Charge of Emergency Management (MINEMA) to contribute to strengthening of the national disaster risk management systems, seeking synergies with social protection. This partnership is guided by a multi-year Memorandum of Understanding. The joint activities with MINEMA include analytical work and policy dialogue, support for key strategies and planning documents (such as the national disaster risk management policy and sectoral disaster preparedness plans currently being developed), emergency simulations and training and capacity strengthening. WFP and MINEMA also implement capacity strengthening and community-level activities in five of the most shock-prone districts, including supporting these districts with the development of more robust disaster management plans. In line with national policy priorities, a central technical focus in this work is how to mainstream disaster risk management into social protection sectors systems and programmes and move towards a more shock-responsive social protection system in Rwanda. This entails close technical coordination with the social protection ministries and agencies.
Under the direct supervision of the Strategic Outcome 2 Manager and in close technical collaboration with MINEMA Director of Response and Recovery, the incumbent will provide technical leadership for disaster management technical assistance activities.
The position is home-based with at least two trips to Rwanda during the contract duration.
The incumbent will carry out the following responsibilities:
- Develop the design of, and co-facilitate jointly with other WFP experts and MINEMA, an emergency simulation exercise at central level, with a particular aim of strengthening coordination between the disaster management and social protection sectors. 20 days
- Review the existing practices for district disaster management plans and develop an enhanced methodology for facilitating the development of updated district-level disaster management plans. Support the piloting and application of this in five districts; document and disseminate the resulting good practices and lessons learnt. 20 days
- Provide technical review and quality assurance of sector-specific preparedness plans being developed by a local consultancy firm, to contribute to the technical quality of the documents; Support the development of a training and dissemination plan for the updated preparedness plans for MINEMA’s perusal. 7 days
- Provide technical inputs into the development of the DRM policy implementation framework, particularly a DRM governance strategy, capacity gaps analysis and costed priority policy action plans. 10 days
- Develop content for capacity strengthening activities (trainings) on shock-responsive social protection, with an aim to build mutual understanding and synergy between the social protection and disaster management sectors. 4 days
- Provide technical inputs into the national shock-responsive social protection strategy and guidelines, whose revision is supported by WFP, to promote synergies between social protection and disaster management. 2 days
- Provide technical guidance to the WFP Kigali team on a disaster risk management, including inputs into project proposal development. 2 days
STANDARD MINIMUM QUALIFICATIONS
- Education: A first university degree in one of the fields with additional years of relevant work experience and/or training/courses or a master’s degree in one of the following fields: social sciences, humanitarian/disaster management, development studies, economics, public policy and management or other related fields.
- Experience: At least six years of relevant professional experience in disaster risk management or humanitarian assistance.
- Experience in technical assistance in the field of disaster risk management, including in engaging in development of plans and strategies for disaster preparedness and response
- Knowledge & Skills: Excellent understanding of key disaster management concepts, systems, and processes, including preparedness and contingency planning and simulation exercises.
- In-depth understanding of disaster risk management tools and approaches, such as emergency simulations and contingency and preparedness planning.
- Ability to work independently in a timely and organised manner.
- Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds and to manage external and government partnerships.
- Knowledge of or experience in (shock-responsive) social protection an added advantage.
- Language: Excellent written and spoken English
DELIVERABLES AT THE END OF THE CONTRACT:
- Key disaster preparedness plans successfully reviewed, contributing to their eventual uptake and implementation
- Simulation exercise organised, and outcomes documented and disseminated
- Approach for district disaster management plans developed and piloted, and improved plans developed by 5 districts with appropriate technical support
- Training content for capacity strengthening related to disaster risk management and shock-responsive social protection developed
- Technical inputs provided into the national DRM policy framework and project proposals and documents provided in a timely and high-quality manner
